Purpose of the report
1. To receive verbal submissions on the draft Civil Defence Emergency Management Group Plan.

Executive summary
2. A Civil Defence Emergency Management Group Plan (Group Plan) is a statutory requirement of the Civil Defence Emergency Management Act 2002 (the CDEM Act). A draft Group Plan was approved for public notification by the Civil Defence and Emergency Management Committee in July 2023 (Resolution number CDEMC/2023/15).
3. The draft was available for submissions from 31 July to 31 August 2023. A total of 182 submissions were received. The CDEM Act requires that any person who makes a written submission on the proposal within the period specified is given a reasonable opportunity to be heard by the body to which the submissions are made. Twenty-two submitters expressed that they wish to be heard in support of their submission although only nine submitters confirmed their intention when contacted by staff.
4. A hearing has been scheduled for 22 September 2023 to allow these parties to present. Submitters have been advised that this is an opportunity to speak to their submission, and not an opportunity to submit further written material.
5. A schedule of speakers is attached as Attachment A. A copy of their written submissions is attached as Attachment B.
6. Analysis of submissions, including recommendations for how they should be addressed in the final Group Plan, will be presented to the CDEM Committee in October 2023.

That the Civil Defence and Emergency Management Committee:
a) whiwhi / receive verbal submissions on the draft Civil Defence Emergency Management Group Plan and thank submitters for their time.
