Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manukau Harbour Forum. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.
9 Te Matapaki Tūmatanui | Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of three minutes per speaker is allowed, following which there may be questions from members.
10 Ngā Pakihi Autaia | Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Purpose of the report
1. To note the Manukau Harbour Forum’s feedback provided under delegation on the draft Auckland Future Development Strategy 2023-2053.

Executive summary
2. Auckland Council obtained public feedback on the draft Auckland Future Development Strategy 2023-2053 with public consultation being open 6 June 2023 to 31 July 2023. A subsequent opportunity was provided for local board’s to give their feedback.
3. The Manukau Harbour Forum (Forum) is a Joint Committee comprised of representatives of the nine Auckland local boards adjoining the Manukau Harbour.
4. The Auckland Future Development Strategy 2023-2053 (Strategy) sets out the big picture vision for how and where we should grow over the next 30 years to achieve the best outcomes for Tāmaki Makaurau. https://akhaveyoursay.aucklandcouncil.govt.nz/future-development-strategy
5. The Strategy aims to:
i) achieve well-functioning urban environments
ii) ensure there is sufficient development capacity
iii) integrate strategic planning and infrastructure planning and funding.
6. The Strategy also provides a significant opportunity for Tāmaki Makaurau to forge its own future direction, based on its unique characteristics and aspirations.
7. A key challenge identified in the Strategy is halting the ongoing degradation of the natural environment.
8. The Forum has sought to provide feedback on the Strategy given the connection between landside development and impacts on the Manukau Harbour and its catchments.
9. The Forum received a report seeking feedback on the plan at its 21 July 2023 business meeting and the Forum through resolution (copy below) delegated the Chair and Deputy Chair to provide this feedback.

10. The Forum’s feedback was approved by the Chair and Deputy and submitted on 11 August 2023 (Attachment A).

a) tuhi ā-taipitopito / note the Forum’s submission feedback outlined Attachment A made under delegation to Auckland Council on the draft Auckland Future Development Strategy 2023-2053.
