Adoption of the Aotea / Great Barrier Local Board Plan 2023

That the Aotea / Great Barrier Local Board:

a)      whai / adopt the Aotea / Great Barrier Local Board Plan 2023 as set out in Attachment A of the agenda report.

b)      tautapa / delegate authority to the Chairperson and/or other nominated member(s) of the Aotea / Great Barrier Local Board to approve any minor edits that may be necessary to the Aotea / Great Barrier Local Board Plan 2023 prior to publication.

c)      whakamihi / thank Jacqui Fyers and all staff for their assistance with the Aotea / Great Barrier Local Board Plan 2023.

Local Board Transport Capital Fund

 

Beth Houlbrooke - Elected Member Relationship Partner (North) and Raman Singh – Programme Lead Local Board Transport Capital Fund (LBTCF) were in attendance to speak to this report

MOVED by Deputy Chairperson P O'Shea, seconded by Member C Ollivier:  

That the Aotea / Great Barrier Local Board:

a)      allocate the Local Board Transport Capital Fund 2022-2025 of $294,894 as follows:

i)      whakaae / approve $16,000 for Blackwell Drive berm repairs.

ii)     whakaae / approve $52,000 to construct a walkway on Hector Sanderson Road.

iii)    whakaae / approve $226,894 plus any cost savings once the above two projects are completed, towards Kawa Road and Motairehe Road seal extensions.

b)      tuhi ā-taipitopito / note that $89,557 additional budget has been approved to cover current contractual commitments for Kawa Road and Motairehe Road seal extension work.

Katoa, Ka Ora - draft Auckland Speed Management Plan 2024-2027

MOVED by Deputy Chairperson P O'Shea, seconded by Member N Sanderson:  

That the Aotea / Great Barrier Local Board:

a)      tuhi ā-taipitopito / note the summary of public consultation feedback received on the proposed Katoa, Ka Ora speed limit changes (Attachment D of the agenda report).

b)      tuhi ā-taipitopito / note Auckland Transport’s responses to previous local board queries about Katoa, Ka Ora (Attachment A of the agenda report).

c)      tuhi ā-taipitopito / note Auckland Transport’s legal obligations under the Land Transport Rule: Setting of Speed Limits 2022 (Rule) and that the Rule requires best efforts to complete safe and appropriate speed limit setting near schools by 2027.

d)      tuhi ā-taipitopito / note that since June 2020, when the programme started, road deaths reduced 30 per cent in the areas where speed limits have changed.

e)      whakarite / provide the tabled feedback on the requested changes proposed in this local board area, following public consultation feedback and in-person engagement with communities and the local board. (Attachment C and Attachment E of the agenda report).

f)       tono / request a consistent approach of 30km/h by schools, 40km/h in settlement areas and 60km/h across the rest of the Aotea / Great Barrier Island roads.

g)      whakamihi / thank the Auckland Transport engagement team for their mahi on Aotea’s public consultation on the proposed Katoa, Ka Ora speed limit changes.

a)          whiwhi / receive the report on proposals for fees and charges for the financial year 2024/2025 noting that the listed fees and charges do not impact the Aotea / Great Barrier Local Board area as we do not have these assets.

Update on Joint Council-controlled Organisation Engagement Plans, work programme items (Jul-Sep 2023) and expected milestones (Oct-Dec 2023)

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson P O'Shea:  

That the Aotea / Great Barrier Local Board:

a)         whiwhi / receive the council-controlled organisation update on engagement plans, the work programme (Jul-Sep 2023) and anticipated milestones and engagement approaches for Quarter Two (Oct-Dec 2023).

b)         tuhi ā-taipitopito / note that since the Joint Council-controlled Organisation Engagement Plan expired in June 2023 the board will discontinue with the engagement plan and work programmes given that:

i)           Auckland Transport are rolling out a new local board relationship programme.

ii)         Tātaki Auckland Unlimited no longer have capacity to support this engagement plan and are looking to engage directly with individual boards.

iii)        Watercare does not have a work programme or engagement plan with the local board.

iv)        Eke Panuku have two work programme items in the local board area and the board will seek to engage with them directly.

c)         tuhi ā-taipitopito / note that the board are required to have a formal engagement plan with CCO’s as part of the 2021 Long-term Plan and will consider any new formal engagement arrangements as they are worked through in the new 2024 Long-term Plan.

Feedback on the draft Auckland Regional Public Transport Plan

MOVED by Deputy Chairperson P O'Shea, seconded by Member C Ollivier:  

That the Aotea / Great Barrier Local Board:

a)          whakarite / provide the following feedback to Auckland Transport on the draft Auckland Regional Public Transport Plan 2023-2031:

i)           tuhi ā-taipitopito / note that Aotea / Great Barrier Island has no public transport service.

ii)         tuhi ā-taipitopito / note that the Local Board Plan 2023 has a key initiative to investigate a community-led public transport service.

iii)        tautoko / support investigations into local electric community-led public transport services.

iv)        tuhi ā-taipitopito / note that Aotea is off the grid with no reticulated power and request that investigations into electric public transport consider off-the-grid options.

v)         tuhi ā-taipitopito / note that Aotea is an isolated rural island 90km northeast of Auckland City. Passenger and freight transportation to the island is either by a 35-minute plane flight or a four-and-a-half-hour ferry trip.

vi)        tautoko / support future proofing of the airport and ferry ports, both on the island and on the mainland, to ensure they are secure and fit-for-purpose including accessways to the ports and airports.

vii)      tautoko / support reliable and frequent public transport systems as when residents travel off island they rely greatly on affordable public transport to navigate the mainland.
