b)      tautapa / delegate authority to the Chairperson and/or other nominated member(s) of the Whau Local Board to approve any minor edits that may be necessary to the Whau Local Board Plan 2023 prior to publication.

Local board feedback on proposals for fees and charges for the financial year 2024/2025

b)         tautoko / support the proposed changes to local fees and charges as part of the Venue Hire and Bookable Spaces review to adjust fees in line with the Hire Fee Framework July 2014.

Local Board Transport Capital Fund

 

Resolution number WH/2023/138

MOVED by Chairperson K Thomas, seconded by Member S Zhu:  

That the Whau Local Board:

a)      tohaina / allocate the 2022-2025 Local Board Transport Capital Fund as follows:

i)    $250,000 to complete a raised pedestrian crossing on Hepburn Road

ii)   $265,000 to complete safety improvements on South Lynn Road.

b)     whakaae / approve in principle the allocation of $375,000 to complete a raised pedestrian crossing on St Georges Road but would like to request a costing breakdown as pricing for this raised pedestrian crossing differs significantly from what has been previous quoted.

c)      whakatārewa / defer the decision to allocate the remaining $492,000 of the Whau Local Board Transport Capital Fund after additional information and advice with detailed costing breakdowns is provided to the local board (noting its interest in any ability to improve pedestrian safety at both schools) specifically:

i)    potential options for pedestrian improvement for Rosebank Road/Rosebank School.

ii)  other discussed options for Godley Road/Green Bay Primary School, such     as the removal of the parking bays.

d)      whakatārewa / defer the decision to confirm remaining 2022-2025 Local Board      Transport Capital Fund priorities should funds become available.

Amendment to the 2022-2025 Whau Local Board meeting schedule

That the Whau Local Board:

a)      whakaae / approve the addition of three extraordinary meeting dates to the 2022-2025 Whau Local Board meeting schedule to accommodate the 10-year Budget 2024-2034 and the Annual Budget 2024-2025 timeframes as follows:

i)       Wednesday, 29 November 2023, 1.00pm

ii)      Wednesday, 1 May 2024, 1.00pm

iii)     Wednesday, 12 June 2024, 1.00pm.

b)      whakaae / approve the change of Whau Local Board December 2023 meeting from 6 December 2023 to 13 December 2023.

Local board feedback on council’s submission to the draft National Policy Statement for Natural Hazard Decision-Making

That the Whau Local Board:

a)         whakarite / provide the following feedback to be appended to the council submission on the draft National Policy Statement Natural Hazard Decision-Making:

i)           tuhi ā-taipitopito / note that the work is in its initial stages and broadly support that national direction is developed on natural hazard decision making.

ii)         tautoko / support the risk-based approach to natural hazard decision-making in local government.

iii)        tono / request consideration of natural hazard risks in as many urgent consenting decisions as possible.

iv)        tautoko / support the broad direction of the three guiding principles in the draft National Policy Statement Natural Hazard Decision-Making

Auckland Council submission on the Inquiry into Climate Adaptation

a)          tautoko / support Auckland Council’s submission on the Inquiry into Climate Adaptation, in particular the essential role of central government in providing direction and funding for managed retreat and other forms of climate adaptation.

Update on Joint Council-controlled Organisation Engagement Plans, work programme items (Jul-Sep 2023) and expected milestones (Oct-Dec 2023)

That the Whau Local Board:

a)         whiwhi / receive the council-controlled organisation update on engagement plans, the work programme (Jul-Sep 2023) and anticipated milestones and engagement approaches for Quarter Two (Oct-Dec 2023).

b)         whakamihi / thank Eke Panuku and Watercare for continuing to provide updated work programme information to Whau Local Board.

c)         tuhi ā-taipitopito / note its concern that council-controlled organisation local board engagement plans have not been renewed in 2023.

d)         tautoko / support the development of Auckland Transport’s new local board relationship programme but note its concern that Auckland Transport has not contributed to this update when the new relationship programme has yet to be implemented.

e)         tono / request further clarification from Eke Panuku on the situation with Haumaru Housing in Green Bay.

Katoa, Ka Ora - draft Auckland Speed Management Plan 2024-2027

That the Whau Local Board:

a)          whakamihi / thank staff for their work on Katoa, Ka Ora: draft Auckland Speed Management Plan 2024-2027 and support the goals of improving road safety and reducing road deaths and serious injuries throughout Auckland.

b)         tuhi ā-taipitopito / note the summary of public consultation feedback received on the proposed Katoa, Ka Ora speed limit changes (Attachment D).

c)          tuhi ā-taipitopito / note AT’s responses to previous local board queries about Katoa, Ka Ora (Attachment A).

d)         tuhi ā-taipitopito / note AT’s legal obligations under the Land Transport Rule: Setting of Speed Limits 2022 (Rule) and that the Rule requires best efforts to complete safe and appropriate speed limit setting near schools by 2027.

e)          tuhi ā-taipitopito / note that since June 2020, when the programme started, road deaths reduced 30 per cent in the areas where speed limits have changed. 

f)           tuhi a-taipitopito / note that many schools in the Whau area have requested permanent speed reductions versus variable speed limits in their school zones and support their requests.

g)         toaitia / reiterate its request for an extended reduced speed zone on Godley Road from Green Bay Primary School to Titirangi Road.

h)         tautoko / support speed limit review near schools that do not have current or proposed safe speed limits including Odyssey House School (Auckland) and Arahoe School.

i)           tuhi ā-taipitopito / note that Auckland International College closed in June 2023 so does not need to be considered in the speed limit review.

j)           tautoko / support speed limit review of additional locations requested in public consultation feedback and recommended for the next future consultation in Attachment C.

Feedback on the draft Auckland Regional Public Transport Plan

 

Resolution number WH/2023/144

MOVED by Member S Zhu, seconded by Member W Piper:  

That the Whau Local Board:

a)      whakarite / provide feedback to Auckland Transport on the draft Auckland Regional Public Transport Plan 2023-2031, in line with the template provided in Attachment A:

i)            tautoko / support the Regional Public Transport Plan’s stated vision as it aligns with the Whau Local Board Plan.

ii)         tautoko / support the five goals of the Regional Public Transport Plan and would like to see more action on Goal 2 – Enhancing the environment and tackling the climate emergency, such as through actions to support mode shift.

iii)        tuhi ā-taipitopito / note its concerns with public transport access to the Rosebank Peninsula, a major employment centre in the west and reiterate its disappointment that the Rosebank Peninsula has not been included in the Northwest Rapid Transit project.

iv)        tuhi ā-taipitopito / note its concerns around capacity, especially with certain bus routes (e.g. 18), and the ability for public transport use to be massively increased if further service changes are not made.

v)         tautoko / support a weekly fare cap.

vi)        tautoko / support the extension of the tag-on transfer window.

vii)      tono / request that Auckland Transport investigate a variety of options to improve bus service reliability and improved bus flow on all arterial roads through transit lanes, parking removal, and other available solutions.

viii)     tono / request that Auckland Transport investigate other considerations/actions, such as including bike racks on the front of buses and bike storage in fare-paid areas to encourage active transport and mode shift.

ix)        tono / request that further work be done on wayfinding to improve accessibility and promote active transport (i.e. signage further away from stations, along key cycling routes, etc.) as noted in the Whau Local Board Plan

x)         tono / request that further work be done on the delivery of a multi-story park-and-ride in New Lynn to encourage mode shift and reduce Vehicle Kilometres Travelled as noted in the Whau Local Board plan

xi)        tautoko / support a regular public transport service in the Waitākere Ranges using small buses or minivans which would lessen the demand for commuter parking in New Lynn and Fruitvale.
