Local board feedback on proposals for fees and charges for the financial year 2024/2025 |

Resolution number DTCF/2023/31 MOVED by Chairperson T van Tonder, seconded by Deputy Chairperson T Harpur: That the Devonport-Takapuna Local Board: a) provides the following feedback on phase two of Active Communities fees and charges review: Membership Fees i) supports the alignment of legacy memberships to current rates over 3 years. ii) recommends that the Gold Membership is the Auckland wide membership option that allows access to all Auckland Council Pool & Leisure sites regardless of operator. Aquatic Entrance Fees iii) supports the introduction of baseline aquatic entrance fees for all Auckland Council Pool and Leisure sites. iv) supports an increase to the concessionary discount from 15 percent to 40 percent. v) does not support the increase in fee for either the Supervising Adult or spectator fee, noting it’s Auckland Council policy that children under 10 years old must be supervised. vi) recommends leisure centres implementing spectator wristbands so pool staff can easily identify members of the public using facilities without having paid for them. Swim School Fees vii) does not support the proposed increase in swimming lesson prices as the Board considers swimming skills to be a critical life skill for all children and that the cost of accessing this service is currently prohibitive for many. If any increases are approved, they should be no greater than CPI. viii) supports a new 30 per cent discount for Community Service Card Holders and their dependents. ix) supports a new 40 per cent discount for those with special needs that require private lessons. Recreation Fees x) supports an increase to holiday programme and OSCAR (before and after school care) fees. xi) support the simplification of recreation term programme pricing. Phase one of Venue Hire and Bookable Spaces review xii) notes that it is currently unclear whether venue hire fees for Devonport-Takapuna Local Board venues increase with inflation and recommends this is clarified in the consultation material. b) notes that the proposed equity funding model will see a decrease in the Devonport-Takapuna Local Board opex budget. c) notes its concern that the proposed equity funding model will require the Local Board to either raise fees and charges, or reduce services at the Takapuna Leisure Centre. d) notes concern that the standardization of fees and charges undermines the intention of increased decision-making for Local Boards. |

Resolution number DTCF/2023/32 MOVED by Chairperson T van Tonder, seconded by Deputy Chairperson T Harpur: That the Devonport-Takapuna Local Board: a) whai / adopt the Devonport-Takapuna Local Board Plan 2023 as set out in Attachment A of the agenda report subject to the inclusion of the following: i) Add on page 27 under Opportunities: Devonport-Takapuna Local Board has large numbers of small local businesses and there is an opportunity to increase collaboration and support for them, as is happening at Sunnynook Town Centre and through the review of use and maintenance of 27 Lake Road, Devonport. b) tautapa / delegate authority to the Chairperson of the Devonport-Takapuna Local Board to approve any minor edits that may be necessary to the Devonport-Takapuna Local Board Plan 2023 prior to publication.
