Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

 

 

3          Ngā Pakihi Autaia | Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Mayor and councillors' direction 2024-2034 - City Centre Advisory Panel feedback

Purpose of the report

1.       To endorse the City Centre Advisory Panel feedback on the draft Mayor and Councillors’ direction 2024-2034 as part of the council’s ten-year planning.

2.       To receive an overview of the council group’s long-term plan process.

Executive summary

3.       As agreed by the panel, a small working group has been formed to receive submissions from the wider panel members regarding priorities for the city centre and compile these into an agreed panel position for consideration in the development of the draft Mayoral proposal for the Long-Term Plan (LTP) 2024-2034.

4.       The working group met on 2 November 2023 to agree key themes based on the feedback received. This advice document will be provided to the rest of the panel members prior to discussion and endorsement at the 8 November 2023 meeting and provision to the Mayoral office on 10 November 2023.

5.       Any members unable to attend the meeting may provide feedback on the draft document to the Chair as long as this is received in advance of the meeting so it may be tabled.

6.       Tamsyn Matchett, Financial Strategy and Planning Programme Manager will attend the meeting to provide an update of the Long-Term Plan (LTP) 2024-2034 process and future opportunities for the panel’s engagement in this process.

That the City Centre Advisory Panel:

a)      endorse the City Centre Advisory Panel’s feedback on the draft Mayor and Councillors’ direction 2024-2034 document

b)      receive the update on the Long-Term Plan 2024-2034 process.
