·            acknowledge the passing of Mama Nana Kamo-Mataroa JP, a much respected and much loved community leader of our Cook Island community and the wider Māngere–Ōtāhuhu area

·            congratulate Phil Wilson on his appointment as Auckland Council Chief Executive. He is not a stranger out here and we believe it will be helpful that he knows our communities well and understands our local environment

·            note that it was Armistice Day on Saturday and thank Ōtāhuhu RSA, TS Gambia cadets and Ōtāhuhu Intermediate students for their contributions to the service at Memorial Arch plus our Deputy Chair Te’o for his keynote address

·            congratulations to the winners of the Sunpix Pacific Peoples Awards 2023 including Māngere’s Queen Shirl’e Fruean, winner of the Community Leadership Award and Nele Kalolo, Winner of an Emerging Pacific Leadership Award

·            congratulations to the graduates, tutors and organisers of the Queen Shirl’e Academy Artist Development Programme and thanks for their local showcase. Queen Shirle’s Bring the Noise had support from MOLB including through the Arts Broker programme

·            congratulations to organisers of the highly successful Fiji Day at Māngere Centre Park

·            thanks and congratulations to Vern and ME Family Services team and our library team for the inaugural Repair Café at Toia. Well received and hopefully the first in a series

·            welcome the new exhibition, “Afa, U’a, Fala: Fabrics Gifted From the Land”, just opened at Māngere Arts Centre Ngā Tohu o Uenuku and congratulate the senior Samoan fashion designers whose works are displayed, Paula Chan-Cheuk and Visesio Louis Thomsen and their commitment to Samoan culture and artistic expression

·            congratulate local Niuean group Falepipi He Mafola, which has previously had funding from the MOLB through the Arts Broker programme, on their exhibition Fenoga Tāoga Niue I Aotearoa opening at Pātaka Art + Museum, Porirua, on 18 November and running until 11 February 2024

·            congratulate Ōtāhuhu’s Lissy and Rudi Robinson-Cole, previously supported by MOLB through our Arts broker programme, whose Wharenui Harikoa will be opening on 1 December and running until 17 March 2024 at the Waikato Museum

·            acknowledgement to 18-year-old former Ōtāhuhu College Kayla Mataroa on becoming the first female Pasifika mechanical assembly apprentice with space technology company, Rocket Lab. This role allows Kayla to help assemble the insides of rockets. Very inspiring for our rangatahi

·            acknowledgement to the Laupa family of the passing of their dear late mother Lekeimanogi Sarah Tomato Paotama Laupa (21st March 1952 – 15th October 2023). A dedicated leader in the Niue community of Aotearoa

·            acknowledgement to Ōtāhuhu Intermediate on the 20th October for celebrating there 60th Jubilee. Congratulations to all the staff, students and parents involved.

a)      whakamana / authorise Auckland Transport to allocate a total of $1,861,066 from the Local Board Transport Capital Fund 2022-2025 and the 2027 Financial Year’s allocation as follows:

i)       $1,433,475 from the Local Board Transport Capital Fund 2022-2025

ii)      $427,591 from Financial Year 2027

b)      tuhi ā-taipitopito / note that $39,952 additional budget has been approved to cover contractual commitments for Criterion Square project.

That the Māngere-Ōtāhuhu Local Board:

a)      tuhi ā-taipitopito / notes the authentic approach to community collaboration and engagement taken by the Auckland Transport Streets for People team

b)      tuhi ā-taipitopito / notes the trial timeline and commitment from Auckland Transport to report back to the Local Board on measures of success that will influence the decision to transition to a final solution – making the trial permanent with any required changes, or removing some, or all the project

c)      tautoko / endorse Auckland Transport moving to the next phase of the Streets for People trial projects which includes implementation, adaptation, and monitoring and evaluation. Auckland Transport will continue to seek feedback to inform the project from Local Board, Mana Whenua, stakeholders and the community through this phase.

Implementation of the Māngere-Ōtāhuhu Sport and Active Recreation Facilities Plan 2023/2024

That the Māngere-Ōtāhuhu Local Board:

a)      whakaae / approve funding up to $80,000 to support Manukau Rugby League Football and Sports Club Incorporated to:

i)       undertake geotechnical assessment work and develop a feasibility study examining clubroom facility options

ii)      implement the preferred option for a short-term clubroom facility as identified as part of the feasibility study.

b)     tono / request inclusion of potential walking and cycling routes around the airport precinct into the Greenways Refresh Plan, aligning with demographic changes, and linking with completed routes, and upcoming projects while adhering to environmental considerations and the local board's commitment to well-being and climate change mitigation.
