Prioritisation Plan update

Purpose of the report

1.       To update the Civil Defence and Emergency Management Committee on the Prioritisation Plan.

Executive summary

2.       Following the extreme weather events of early 2023, the Civil Defence and Emergency Management Committee approved a Prioritisation Plan for Auckland Council’s emergency management function (Resolution CDEMC/2023/6).

3.       The Prioritisation Plan contains 29 actions covering improvements to planning, leadership and governance, operational procedures, capability, partnerships, assets and systems, and communications.

4.       Attachment A provides a summary of progress for each action and notes whether the action is progressing and on track, progressing but delayed, or complete. Of the 29 actions within the Prioritisation Plan, 18 are complete, seven are progressing and on track, and four are progressing but delayed. Reasons for delays are described below:

·    Action 3: Flood alerting - This is a complex piece of work involving roles and responsibilities across the Council family. A workshop on roles and responsibilities was held in September. The next step is to confirm roles and responsibilities and create a roadmap for flood warning. The technical aspects of flood warning are included in the Making Space for Water initiative, led by Healthy Waters.

·    Action 9: Response Standard Operating Procedures - This action was due for completion in October. It is very near completion, but the final version is being amended to build in learnings from an exercise held in mid-October.

·    Action 19: Work with Local Boards to identify and ready optimal locations for Civil Defence Centres – This work is being included in Local Board Readiness and Response Plans. The Devonport Takapuna Readiness and Response Plan is ready for the Board’s final review which will take place via a workshop on 28 November. It will take time to develop the remaining 20 plans with Local Boards. This work will be led by the new Planning team established as part of the Auckland Emergency Management change process.

·    Action 21: Work programme for Auckland Welfare Coordination Group (AWCG) incorporating lessons learnt - A new Auckland Group Welfare Manager will be appointed through the change process recently implemented in Auckland Emergency Management, who will finalise the work programme with the AWCG.

Purpose of the report

1.       To provide the Civil Defence and Emergency Management Committee a copy of the Committee’s submission to the Emergency Management Bill.

2.       The Committee’s submission was lodged with Governance and Administration Select Committee on 31 October 2023 and circulated to Committee members by Memo dated 6 November 2023. A copy is attached as Attachment A.

3.       The submission was approved by the Committee Chairperson and Paul Amaral, General Manager of Auckland Emergency Management in accordance with the Committee’s delegation (CDEMC/2023/24). Delegated approval was based upon the following:

i)          Memo to Governing Body and local board members and Independent Māori Statutory Board (17 August 2023)

ii)         Presentation to the Coordinating Executive Committee (21 August 2023)

iii)        Letter to iwi and Māori organisations advising of Bill and seeking comment dated 24 August 2023

iv)        Local board report inviting input into the development of the submission of the Emergency Management Bill for local board business meetings through September 2023

v)         Report to the Civil Defence and Emergency Management Committee (5 September 2023)

vi)        Engagement with Auckland Emergency Management, Group Controllers, Group Recovery Managers, Auckland Transport, Watercare and Healthy Waters, other CDEM Groups and their consultants through September and early October 2023

vii)       Liaison with and a report to the demographic advisory panels resulting in an addendum to their report in their response to the Tāmaki Makaurau Recovery office’s consultation (5 October 2023)

viii)      Presentation to local boards in support of the local board report (29 September 2023)

ix)        Presentation to Te Kotahi a Tāmaki on the Emergency Management Bill (30 September 2023)

x)         Copy of proposed draft submission to the Emergency Management Bill to the Coordinating Executive Group seeking comment (13 October 2023)

xi)        Civil Defence and Emergency Management Committee workshop on the proposed draft submission (18 October 2023)

xii)       Email circulation of the draft submission to members of the Civil Defence and Emergency Management Committee for comment and questions

xiii)      Approval and lodgement of the of Committee’s submission on the Emergency Management Bill (31 October 2023)
