Chairperson T van Tonder declared an interest in Item 19 - Proposed new community licence and landowner approval to Auckland Canoe Polo Society Incorporated at Quarry Reserve, Northcote Road, Takapuna, as she has a family member on the executive committee of the Auckland Canoe Polo Society and took no part in the discussion or voting on this matter.

 

Deputy Chairperson T Harpur declared an interest in Item 20 - Proposed new community ground lease for Takapuna Boating Club Incorporated at Takapuna Beach Reserve, Takapuna, as he is a social member of the Takapuna Boating Club and took no part in the discussion or voting on this matter.

That the Devonport-Takapuna Local Board:

a)      requests Auckland Transport remove a minimum of three parking spaces on Killarney Street outside the Lakeview Apartments immediately before the entrance to the underground carpark and create a loading zone.

Notice of Motion - Gavin Busch - Installation of stormwater drainage channel on Pedestrian Crossing

That the Devonport-Takapuna Local Board:

a)         requests Auckland Transport investigate a suitable location and install a covered stormwater drainage channel on the western side of the pedestrian crossing outside the Devonport Library.

Chairperson T van Tonder moved an amendment to the original recommendation as follows:

 That the Devonport-Takapuna Local Board:

a)         notes that Healthy Waters has planned a stormwater project that will address flooding risk on Victoria Road and that this includes a pipe renewal and raising of pipe capacity to a 10 year average recurrence

b)         requests Auckland Transport and Healthy Waters investigate the concern that the raised table on Victoria Road outside Devonport Library may result in flooding of shops on the business side of Victoria Road in that location.

c)         request with urgency that Auckland Transport and Healthy Waters implement an engineered solution such as a covered stormwater drainage channel, to be delivered prior to the proposed Healthy Waters project. 

d)         requests that Auckland Transport reports back to the Local Board within 4 weeks with their findings and future actions proposed.

e)         requests Healthy Waters to expedite the funding and delivery of the stormwater project in Devonport town centre.

Notice of Motion - Melissa Powell - Ban Flushable Wipes

MOVED by Member M Powell, seconded by Deputy Chairperson T Harpur:  

That the Devonport-Takapuna Local Board:

a)         support banning the sale of flushable toilet wipes in New Zealand due to the wipes creating extensive and costly damage to the local sewage networks

b)        support Watercare’s Only Flush 3 Ps behaviour change campaign

c)         request that staff circulate the letter appended as Attachment A, to MP’s Simon Watts and Erica Stanford, requesting that they advocate for the ban of flushable wipes on behalf of the Northern Boards.

d)        request that staff send the letter (Attachment B) to the Chair of the Planning, Parks and Environment Committee and the Regulatory and Community Safety Committee, and ask them to consider the item and take a formal position on this matter.

e)         note the support and collaboration of Kaipātiki, Hibiscus and Bays, Upper Harbour and Rodney Local Boards in sending a joint advocacy letter (attachment B) to the Chair of the Waste Advisory Board, Darren Patterson to advocate for the ban of flushable wipes.

f)          recommend that Auckland Council’s media staff support Watercare with a fully developed social media campaign aimed at educating the public on the preventable damage to the wastewater networks caused by flushable wipes.

g)        request that staff circulate these resolutions and a copy of the letters from the Devonport-Takapuna Local Board advocating for the ban of flushable wipes, appended as Attachment A and Attachment B, to all 20 local board Chairs.

Proposed new community licence and landowner approval to Auckland Canoe Polo Society Incorporated at Quarry Reserve, Northcote Road, Takapuna

 

Chairperson T van Tonder vacated the Chair in favour of Deputy Chairperson T Harpur and left the meeting at 11.56am.

 

 

Resolution number DT/2023/210

MOVED by Deputy Chairperson T Harpur, seconded by Member M Powell:  

That the Devonport-Takapuna Local Board:

a)        whakaae / grant landowner approval to Auckland Canoe Polo Society Incorporated to enable the upgrade of their assets at Quarry Reserve as per Attachment A

i)          request that the landowner approval document includes the definition of “temporary” for the moveable third court pontoon.

b)      whakaae / grant, under Section 54(1)(b) Reserves Act 1977, a new community licence to Auckland Canoe Polo Society Incorporated to occupy 6,900 square meters (more or less) located at Quarry Lake Reserve, Takapuna on the land legally described as  Lot 147 – 161 DP 8074, and PT Allot 89 Parish of Takapuna held in fee simple by Auckland Council (as per Attachment B), subject to the following terms and conditions:

i)    term – 10 years, commencing 1 December 2023, with one 10 year right of renewal

ii)   licence fee – $1.00 plus GST per annum if demanded

iii)  licence fee review – five years (5) of the commencement date and thereafter every five years (5).

iv)  maintenance – in addition to the standard maintenance conditions, the club will maintain the lighting, goals, rigs, permanent and floating pontoons, and any associated equipment, and ensure that these remain safe and fit for use at all times.

v)   Community Outcomes Plan - to be appended to the licence as a schedule of the lease agreement (as per Attachment C – Community Outcomes Plan)

vi)  request that the Community Outcomes Plan includes a recommendation that the Auckland Canoe Polo Club Society Incorporated liaises with North Shore Radio Yacht Squadron at the beginning of the year to agree on a number of tournaments where the moveable/temporary third court will be in use.

c)      whakaae / approve all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977.

Proposed new community ground lease for Takapuna Boating Club Incorporated at Takapuna Beach Reserve, Takapuna

 

Deputy Chairperson T Harpur vacated the Chair. Chairperson T van Tonder returned to the meeting and resumed the Chair at 12.31pm.

 

 

Deputy Chairperson T Harpur moved away from table and took no part in the discussion or voting on this matter.

 

 

Resolution number DT/2023/211

MOVED by Chairperson T van Tonder, seconded by Member M Powell:  

That the Devonport-Takapuna Local Board:

a)      tuku / grant, under Section 54(1)(b) of the Reserves Act 1977, a new community ground lease for Takapuna Boating Club Incorporated for approximately 367 square metres (more or less) located at Takapuna Beach Reserve, R 37 The Strand, Takapuna on the land legally described as Lot 4 Deposited Plan 170281, comprised in record of title NA103/507 (as per Figure 1 and Attachment A – Site Plan), subject to the following terms and conditions:

i)    term – 10 years commencing 21 November 2023, with one (1) 10-year right of renewal commencing 21 November 2033, effecting final expiry on 20 November 2043

ii)   rent – $1.00 plus goods and services tax (GST) per annum if demanded

iii)  rent review – five (5) years, on the fifth anniversary of the commencement date, and thereafter in accordance with the standard rent review provisions for community leases

iv)  community outcomes plan – to be appended to the lease as a schedule of the lease agreement (as per Attachment B – Community Outcomes Plan).

b)      whakaae / approve all other terms and conditions in accordance with the provisions contained in the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012.

Local Board Transport Capital Fund

 

Resolution number DT/2023/212

MOVED by Chairperson T van Tonder, seconded by Deputy Chairperson T Harpur:  

That the Devonport-Takapuna Local Board:

a)      express frustration at the extreme cost tagged to all projects proposed by Auckland Transport.

b)        express frustration that Auckland Transport has not taken on the views of the Local Board following the workshop item on Tuesday,19 September 2023.

c)         request that the Aberdeen Rd project is delivered by Katoa, Ka Ora Safe Speed Programme as the purpose of this programme is to ensure the safety of school-aged children.

d)        approves a budget of up to $400,000 to progress an upgrade of the pedestrian crossing at Narrow Neck Beach to create a wider, safer crossing platform.

e)         approves budget allocation of up to $600,000 for a pedestrian crossing on Forrest Hill Road near Blakeborough drive, noting that this was a location where a pedestrian was fatally hit by a vehicle in 2018.

f)          notes that in light of the pedestrian fatality, the Local Board is of the opinion that a pedestrian crossing ought to have been installed on Forrest Hill Road near Blakeborough Drive by Auckland Transport rather than relying on the local board’s minimal transport capital fund to be employed to improve pedestrian safety.  

g)        request that Auckland Transport reports back to the Local Board with options to improve safety at these two approved locations, ranked from least costly to most costly and seeks Local Board approval on final design and option.

h)        approve any remaining budget allocation after the two preferred safety improvement options are chosen, to be allocated to speed advisory signs at a cost of $25,000 per sign, with the locations confirmed by the Local Board in consultation with Auckland Transport. 

i)          request Auckland Transport partner with Healthy Waters who will be delivering stormwater improvements at 80 Beach Road to ensure that the at-grade table is enhanced to a raised table upon completion of these works.

Northern Busway Bylaw review

MOVED by Member G Wood, seconded by Deputy Chairperson T Harpur:  

That the Devonport-Takapuna Local Board:

a)         supports the revised bylaw being extended to cover the section from Constellation to Albany.

b)        supports that the priority vehicle for the busway is for scheduled bus services including inter-regional buses and special event buses that are scheduled.

c)         supports that the secondary priority includes specialised school transport services, national travel assistance and total mobility buses.

d)        supports that airport shuttles and charter buses be included as a third priority category noting there is a lack of adequate public transport options to get people in the Northern area to the Airport.

e)         notes that the demand for the busway will exceed capacity in the 2030s.

f)          recommends priority two and three vehicles are reviewed at regular intervals to determine if capacity is exceeded.

g)        supports that the operational and decision-making processes and enforcement for the Northern Busway are improved.

c)         request an update on Early Childhood Education, to be included in future quarterly reports by Customer and Community Services.
