Purpose
1. To: inform the board of their options regarding a projected underspend for their LDI CAPEX budget for Financial Year 2024.

Summary 2. The Ōtara-Papatoetoe Local Board was provided with a LDI Capex budget of $105,000 in Financial Year 24 with an under allocation of $54,758. 3. The board had a workshop on 22 August 2023 and were presented with staff recommendations on the best use of this funding 4. The board gave direction on their priorities to allow staff to provide further information and advice. 5. Context
6. The Ōtara-Papatoetoe Local Board was provided with a LDI Capex budget of $105,000 in Financial Year 24 (FY24). After the approval of the FY24-26 work programmes in July, there was still an under allocation of $54,758.
7. There has been a lot of heavy rain and flooding in Auckland in 2023. The board have given direction to focus on prevention and remediation around the flooding. Therefore, a few options affecting youth access to parks have been brought forwards for LDI expenditure (Omana Park, Milton Park and Rangitoto Park)
8. Since 2019 the board have been planning to commemorate and honour the 51 lives lost in the Christchurch terror attack by planting 51 memorial trees. Having money unallocated this FY24, this is a good opportunity to start the project.
9. The Local Board had a specific workshop on LDI options on 22 August 2023 in which priorities were discussed with recommendations provided by staff. A supporting memo was agreed to accompany the Quarter One Performance Report and to formally approve the process.
Discussion
10. The allocation of the $54,758 include:
#43704 Milton Park drainage - $3,000
#43706 Omana Park accessway - $12,300
#43707 Rangitoto playground pathway - $9,300
#43708 Christchurch tree memorials - $30,158
11. Omana Park accessway – creation of an accessway and moving of the signpost, with a total project cost of $3,000. Reasoning for this project is that the grass area is often very muddy and the gate to the carpark is often locked. Mothers with prams and wheelchair users currently push through this muddy patch of grass to access the park.
12. Milton Park drainage – addition of drainage with a total project cost of $12,300. Milton Park has received many complaints due to flooding issues. Complaints are being received by parents about school kids having to walk through this flooded path in order to get to school and turning up to school very muddy.
13. Rangitoto playground – creation of a footpath to connect the playground to the pathway with a total project cost of $9,300. There is currently no connection path to the playground and after rain, children are unable to access the playground due to the grass being muddy.
14. Tree planting for Christchurch attack - Planting of 51 trees to honour the 51 lives lost during the terror attack with a total project cost of $30,158. Design and location in Hayman Park is to be discussed with the board, project manager and parks specialist after input from Eke Panuku. Tree planting season is around Autumn so project planting can occur around March to commemorate the day of the attack.
Next steps
15. The board will provide a decision on the $54,758 spending allocation with the Quarter One Performance Report.
16. The outcome of the board’s decision will be actioned by staff for immediate project work. Updates on the progress of the work will be included in the 2023/2024 Quarterly Performance Reports.
