Proposed new agreement to lease to the Whangaparāoa Tennis Club Incorporated at R34 Ladies Mile, Edith Hopper Park, Manly

 

Chan Park – Community Lease Specialist was in attendance for this item.

That the Hibiscus and Bays Local Board:

a)      whakaae / grant a new agreement to lease to the Whangaparāoa Tennis Club Incorporated for an area comprising approximately 1100m2 located at R34 Ladies Mile, Edith Hopper Park, Manly on the land legally described as Lot 1 DP 206514 (as per Attachment A to the agenda report – Site Map), subject to the following terms and conditions: 

i)       term – five years, commencing 1 December 2023

ii)      rent - $1.00 plus GST per annum if demanded.

b)      whakaae / approve all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012.

Note:

The Community Lease Specialist confirmed this agreement to lease will run parallel to the current lease held by this sports group.

Local board appointment for Play Leadership Group

a)      kopou / appoint deputy chairperson J Parfitt and members J Law and A Poppelbaum to participate in the Play Leadership Group.

Northern Busway Bylaw review

 

Resolution number HB/2023/175

MOVED by Member S Mills, seconded by Deputy Chairperson J Parfitt:  

That the Hibiscus and Bays Local Board:

a)      whakarite / provide the following feedback on the review of the Northern Busway Bylaw:

i)       tautoko / support Proposal 1 to extend the bylaw to cover the new section of the Northern Busway from Constellation Station to Albany Station

ii)      tautoko / support Proposal 2 to update vehicles eligible to apply for Northern Busway access noting the impact on commercial operators who currently access the busway including the likes of airport shuttles, tour buses, and charter buses

iii)     tono / request that Auckland Transport and Waka Kotahi – New Zealand Transport Agency investigate options to provide a direct link to the airport that does not involve a 200m walking transfer from the NX1 to the Britomart Train station, noting that the Northern Busway only allows airport shuttles

iv)     tautoko / support Proposal 3 to improve operational and decision-making processes on the Northern Busway with particular support for review of enforcement powers under the bylaw.

That the Hibiscus and Bays Local Board:

a)      whiwhi / receive the performance report for quarter one ending 30 September 2023

b)      whakaae / approve the allocation of $6,000 from Tātaki Auckland Unlimited film income revenue into the 2023/2024 Hibiscus and Bays Local Board Work Programme line 40039: Hibiscus and Bays - renew Park buildings 2024/2025+,  for three beautification murals at Browns Bay Beach Reserve as identified by Community Facilities staff

c)      whakaae / approve the reallocation of $10,000 from 2023/2024 Hibiscus and Bays Local Board Work Programme line 189 Event Partnership Fund to line 177 Local Contestable Grants and Facilities Grant, for round two of the contestable grants programme

d)      whakaae / approve the activity description of the Hibiscus and Bays Local Board Work Programme line 4004: Hibiscus and Bays Storm Recovery and Resilience, which has been scoped after the adoption of the work programme in July 2023 (HB/2023/99).

a)      whakaae / approve local consultation document content (Attachment A to the agenda report) and local supporting information content (Attachment B to the agenda report) for inclusion in the 10-year Budget 2024-2034 consultation material

b)      tautapa / delegate authority to the local board chairperson to approve any changes required to finalise the local consultation document and supporting information content for the Hibiscus and Bays Local Board for the 10-year Budget 2024-2034

c)      whakaae / approve the following Have Your Say event in the local board area during the 10-year Budget 2024-2034 consultation period:

i)       Coastival 2024, 2 March 2024, Western Reserve, Ōrewa

ii)      Summer Spectacular, 2 March 2024, Browns Bay Beach Reserve, Browns Bay.

d)      tautapa / delegate authority to the local board chairperson to approve any changes required to the Have Your Say event

e)      tautapa / delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2024-2034:

i)       local board members and chairperson

ii)      General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)     any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
