            Note the declaration of interest from member Kelvin Hieatt in relation to item C1, 10-year             Budget 2024-2034 – Local Board input on regional consultation content, regarding the     local board advocacy for maintenance and operational budget for Bruce Pulman Park.

MOVED by Chairperson B Catchpole, seconded by Deputy Chairperson J Robinson:  

That the Papakura Local Board:

whakaū / confirm the ordinary minutes of its meeting, held on Wednesday, 22 November 2023, as a true and correct record, subject to an amendment to (PPK/2023/193) item 14, Auckland Council’s Performance Report: Papakura Local Board for quarter one 2023/2024), resolution c), changing the budget reallocation figure for Out and About Papakura from $20,0000 to $20,000, so it reads as follows:

c)           tono / request a new work programme line be added to the 2023/2024 Customer and Community Services work programme for Out and About Papakura with a $20,000 budget reallocated from the Community Grants work programme line (ID365) as follows:

i)          Activity name: Out and About Papakura

Activity description: Deliver a range of 10-12 activations plus two six-week blocks of boot camps at Otaawhati/Ray Small Park. The activation container sitting at Massey Park will be moved to Otaawhati/Ray Small Park

10-year Budget 2024-2034 - local consultation content

 

Resolution number PPK/2023/202

MOVED by Chairperson B Catchpole, seconded by Member G Hawkins:  

That the Papakura Local Board:

a)      whakaae / approve local consultation document content (Attachment A) and local supporting information content (Attachment B) for inclusion in the 10-year Budget 2024-2034 consultation material

b)      tautapa / delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Papakura Local Board for the 10-year Budget 2024-2034 

c)      whakaae / approve the following Have Your Say event in the local board area during the 10-year Budget 2024-2034 consultation period:

i)       Have Your Say, Sir Edmond Hillary Library, Wednesday 6 March 2024, 10am-12pm

ii)      Have Your Say, Te Paataka Koorero o Takaanini, Takanini Library and Community Hub, Wednesday 13 March 2024, 10am-12pm

d)      tautapa / delegate authority to the local board Chair to approve any changes required to the Have Your Say event

e)      tautapa / delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2024-2034:

i)       local board members and Chair

ii)      General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)     any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.

That the Papakura Local Board:

a)      whakaae / agree to exclude the public from the following part(s) of the proceedings of this meeting.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

s7(2)(c)(i) - The withholding of the information is necessary to protect information which is subject to an obligation of confidence or which any person has been or could be compelled to provide under the authority of any enactment, where the making available of the information would be likely to prejudice the supply of similar information or information from the same source and it is in the public interest that such information should continue to be supplied.

In particular, the report contains information from confidential Budget Committee workshops that has not yet been released. This information will become public when the Mayoral Proposal is released (planned to be release on 4 December 2023).

That the Papakura Local Board:

a)         whakarite / provide their feedback as per the tabled document on the potential regional consultation topics and local board advocacy for the 10-year Budget 2024-2034, noting the feedback will remain confidential until the Mayoral Proposal is publicly released

 

b)        delegate to the Chair the ability to make minor amendments to the boards feedback prior to it being submitted to the governing body.
