The Waiheke Local Board acknowledge Waiheke High School, its students and staff for receiving the Keep NZ Beautiful Sustainable Schools Award. It is one of three winners out of 500 entries from across the country. The award recognises years of effort from the student-led Sustainability Group and school leadership support of sustainability initiatives in the school.

2.       The Waiheke Local Board adopted the Grants Programme 2023/2024, which sets application guidelines for contestable grants submitted to the local board (Attachment A).

3.       This report presents applications received in Local and Environmental grant round one 2023/2024 (Attachments B & C).

4.       The local board has set a total community grants budget of $89,601 for the 2023/2024 financial year. $13,931 was spent on Quick-Response Round One, leaving $75,670 to be allocated to subsequent grant rounds in the financial year.

5.       Ten applications have been received towards Quick-Response Round One, requesting a total of $68,747.43.

6.       The local board has set a total environmental grants budget of $30,000 to be allocated to the financial year.

8.       The local board allocates grants to groups and organisations delivering projects, activities, and services that benefit Aucklanders and contribute to the vision of being a world-class city.

9.       The Auckland Council Community Grants Policy supports each local board to adopt a grants programme.

10.     The local board grants programme sets out:

·    grant types, the number of grant rounds and when these will open and close

11.     The community grant programmes have been extensively advertised through the council grants webpage, local board webpages, local board e-newsletters, Facebook pages, council publications, radio, and community networks.

12.     The aim of the local board grant programme is to deliver projects and activities which align with the outcomes identified in the local board plan. All applications have been assessed utilising the Community Grants Policy and the local board grant programme criteria. The eligibility of each application is identified in the report recommendations.

13.     The local board grants programme aims to respond to Auckland Council’s commitment to address climate change by providing grants to individuals and groups with projects that support community climate change action. Local board grants can contribute to climate action through support of projects that address food production and food waste, support alternative transport methods, support community energy efficiency education and behaviour change, build community resilience, and support tree planting.

14.     According to the main focus of the application, each one has received input from a subject matter expert from the relevant department. The main focuses are identified as arts, community, events, sport and recreation, environment or heritage.

15.     The grants programme has no identified impacts on council-controlled organisations and therefore their views are not required.

16.     Local boards are responsible for the decision-making and allocation of local board community grants. The Waiheke Local Board is required to fund, part-fund or decline these grant applications against the local board priorities identified in the local board grant programme

17.     The board is requested to note that section 48 of the Community Grants Policy states; ‘we will also provide feedback to unsuccessful grant applicants about why they have been declined, so they will know what they can do to increase their chances of success next time’.

18.     The local board grants programme aims to respond to Auckland Council’s commitment to improving Māori wellbeing by providing grants to individuals and groups who deliver positive outcomes for Māori. Auckland Council’s Nga Mātārae has provided input and support towards the development of the community grant processes

Financial implications

19.     The allocation of grants to community groups is within the adopted Long-term Plan 2021-2031 and local board agreements.

20.     The local board has set a total community grants budget of $89,601 for the 2023/2024 financial year. $13,931 was spent on Quick-Response Round One, leaving $75,670 to be allocated to subsequent grant rounds in the financial year.

21.     Ten applications have been received towards Quick-Response Round One, requesting a total of $68,747.43.

Notice of Motion - Chairperson C Handley - Helicopter noise controls

Executive summary

1.       Chairperson C Handley has given notice of a motion to propose.

2.       The notice, signed by Chairperson C Handley and Member R Tucker as seconder, is appended as Attachment A.

Motion

That the Waiheke Local Board:

a)      request adequate funding within the LTP 2024 - 2034 be allocated for changes to the Hauraki Gulf Islands District Plan (ACDP: HGI) from F2025 to ensure:

i)        equity and alignment with the opportunities for plan changes that are and have been a constant feature of the planning landscape since the introduction of the Auckland Unitary Plan (AUP),

ii)       implementation of council’s Planning, Environment and Parks Committee (PEP) decision Resolution PEPCC/2023/48 to introduce new helipad consent conditions, and:

A)      to bring forward the requisite changes prior to November 2026 at which stage the council is required to commence a full review and incorporate the Hauraki Gulf Islands into the AUP, noting that commencing changes and enacting them will then take several more years at a minimum, potentially beyond 2030, and because changes sought by Hauraki Gulf Island local boards are required at the soonest opportunity.

B)      to give effect to the New Zealand Coastal Policy Statement 2010 (NZCPS) by which applicants for helipads in the coastal area must comply with the full extent of the NZCPS as intended and legislated, but not yet enacted in the conditions under which helipads are assessed under the ACDP: HGI. This would have the immediate effect of greater protection of the many endangered and some rare seabirds of the Hauraki Gulf, and the other indigenous fauna and flora of the islands.

C)     to enable changes to the Hauraki Gulf Islands District Plan (ACDP: HGI)

1)      to help relieve acute housing shortages and

2)      to implement Dark Skies plans,   

3)      both of which are pre-figured in the Draft Waiheke Area Plan that has languished for several years since council funded that, and since the Waiheke Local Board funded several years of preparatory work to prepare a Dark Skies application.

b)      request that the Governing Body delegate its powers of decision-making over the ACDP:HGI to the two local boards of Aotea Great Barrier and the Waiheke Local Board to the maximum extent possible under statutory requirements, on the grounds that the decisions are not regional but local in nature, and are appropriately overseen by a body made up of both Hauraki local boards, with representation from the IMSB and the ward councillor.

c)      seek officers’ formal responses to all actions under Resolution PEPCC/2023/48/ including but not limited to para (h) to “option 4, (prohibited activity in residential areas) the officers be requested to report back on how a plan change to give effect to option 4 could feasibly be included in the budget for future public and private plan changes for the Hauraki Gulf Island District Plan and the Auckland Unitary Plan.”

d)      seek responses to the requests of Royal Forest and Bird Protection Society of New Zealand Inc (FBPSNZ). dated 25 May 2023 and 10 June 2023, and that of the Chair of the Waiheke Local Board dated 27 July 2023, to correspondence addressed to the Council Chief of Strategy seeking an explanation for FBPSNZ of the rationale for council’s restriction of matters of discretion under 13.8.2 of the ACDP: HGI for the exclusion of the impacts of noise on indigenous biodiversity, and seeking to make a joint application with council to the Environment Court for a declaration on the extent to which noise effects are to be considered under Rule 13.8.2.

10-year Budget 2024-2034 - local consultation content

Purpose of the report

1.       To approve local consultation content and supporting information as part of the 10-year Budget 2024-2034 process, along with a local engagement event.

Executive summary

2.       Each financial year, Auckland Council must have a local board agreement that is agreed between the Governing Body and the local board in each local board area. These agreements set out local board priorities and the local activities to be provided for the year. The 21 local board agreements for 2024/2025 will be included in the 10-year Budget 2024-2034.

3.       Consultation on the 10-year Budget 2024-2034 is planned to take place from 28 February – 28 March 2024. Content relating to each local board agreement must be included as part of that consultation.

4.       This report seeks approval from the local board for local consultation content. It also seeks approval of a Have Your Say event to be held in the local board area to give Aucklanders an opportunity to provide face-to-face feedback during the consultation period.

5.       The Governing Body will approve regional items for consultation on 6 December 2023. The regional and local consultation items will then be incorporated into the 10-year Budget 2024-2034 consultation document and supporting information, which is also planned to be adopted by the Governing Body in February 2024.

That the Waiheke Local Board:

a)      whakaae / approve local consultation document content (Attachment A) and local supporting information content (Attachment B) for inclusion in the 10-year Budget 2024-2034 consultation material.

b)      tautapa / delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Waiheke Local Board for the 10-year Budget 2024-2034. 

c)      whakaae / approve the following Have Your Say event in the local board area during the 10-year Budget 2024-2034 consultation period:

i)        Community Forum, 4-6pm, 13 March 2024, Waiheke Local Board office

d)      tautapa / delegate authority to the local board Chair to approve any changes required to the Have Your Say event.

e)      tautapa / delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2024-2034:

i)        local board members and Chair

ii)       General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor, Local Board Democracy Advisor

iii)      any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.

Context

6.       Auckland Council is required to adopt a 10-year budget (Long-Term Plan or LTP) every three years. The LTP sets out the priorities and funding for council activities that are planned over a 10-year period. It includes financial and non-financial information for the whole Auckland Council group.  The Governing Body is responsible for adopting the 10-year budget, and will be adopting the 10-year Budget 2024-2034 in June 2024.

7.       Auckland Council is required to consult on the 10-year Budget 2024-2034 using the special consultative procedure set out in the Local Government Act 2002. The Budget Committee will be deciding on items for consultation for the 10-year Budget 2024-2034 on 6 December 2023. Local Boards have the opportunity to provide input into the regional topics for consultation for consideration by the Budget Committee.

8.       For each financial year, Auckland Council is required to have a local board agreement (as agreed between the Governing Body and the local board) for each local board area. These local board agreements are included in each year’s annual budget, or the 10-year budget (every three years).

9.       Local board agreements set out how the council will reflect the priorities and preferences in the local board’s plan through the local activities to be provided in the local board area.

10.     Content relating to each local board agreement must be included in the 10-year Budget 2024-2034 consultation document and supporting information.

11.     Public consultation on the 10-year Budget 2024-2034 is planned to take place from 28 February to 28 March 2024.

12.     Aucklanders will be able to provide feedback during the consultation period through a variety of channels, which include face-to-face (for spoken and New Zealand sign language interaction), written and social media.

Analysis and advice

13.     Local boards held workshops during November 2023 to determine their proposed priorities for their 2024/2025 local board agreement. Each local board is now requested to approve its local consultation document and supporting information content for inclusion in the consultation material for the 10-year Budget 2024-2034 (Attachments A and B respectively).

14.     Should changes be required to the local consultation content during the document production, they will be provided to the local board chair for approval.

15.     The Council is required to use the special consultative procedure set out in the Local Government Act 2002 when consulting on the 10-year Budget (LTP).  The special consultative procedure requires, among other things, the council to provide an opportunity for people to present their views to the council in a manner that enables ‘spoken (or New Zealand sign language) interaction’ between the person and the council’s decision-makers or their official delegates.

16.     Further, people who wish to have their views on the proposed content of the local board agreement 2024/2025 and 10-year Budget 2024-2034 considered by Auckland Council should be provided a reasonable opportunity to present those views in a manner and format that is appropriate to their preferences and needs.

17.     The recommended Have Your Say events, along with the recommended delegation to elected members and staff to hear from the public ensures that the Council is meeting its obligations relating to consultation

18.     The Have Your Say event recommended to be held in the Waiheke Local Board area is:

·        Community Forum, 4-6pm, 13 March 2024, Waiheke Local Board office

19.     Other Have Your Say events will also take place across the region along with a range of ways for people to engage with the council during the consultation period.  There will also be online information available and the opportunity to submit written or digital feedback. Note that the proposed date for the Have Your Say event will be checked with Ward Councillor/s to ensure they are able to attend.

20.     The consultation period does not begin for a couple of months. If circumstances change between now and the consultation period requiring any changes to the approved Have Your Say event, these will be provided to the local board chair for approval in line with the recommended delegation.

Climate impact statement

21.     The decision to consult is procedural in nature and the small scale of the Have Your Say events means any climate change impacts will be negligible. These decisions are unlikely to result in any identifiable changes to greenhouse gas emissions. The effects of climate change will not impact the decisions.

22.     However, where practicable, events proposed will be in locations accessible by public transport, to reduce private vehicle travel and increase opportunities for attendance.  

23.     Some of the proposed initiatives or projects included in the consultation content may have climate change impacts. The impacts of any initiatives or projects Auckland Council chooses to progress as a result of this consultation will be assessed as part of the relevant reporting requirements.

24.     The 10-year Budget 2024-2034 is an Auckland Council group document and will include budgets at a consolidated group level.

25.     Consultation items and updates to budgets to reflect decisions and new information may include items from across the group. This will be reflected in the report on regional consultation items going to the Budget Committee on 6 December 2023.

Local impacts and local board views

26.     Local board chairs have been invited to be involved in the development of the regional topics for consultation by attending Budget Committee workshops. Local board members were invited to attend eleven separate 10-year Budget 2024-2034 briefings summarising topics discussed at Budget Committee workshops.

27.     Local boards will have further opportunities to provide information and views as the council progresses through the 10-year Budget 2024-2034 process.

28.     Aucklanders will have the opportunity to give feedback on regional and local proposals through the public consultation on the 10-year Budget 2024-2034. All feedback received from submitters that indicate that they reside in the local board area will be analysed by staff and made available for consideration by the local board, prior to the local board finalising its local board agreement.

Māori impact statement

29.     Many local board decisions are of importance to and impact on Māori. The local board agreement and 10-year Budget 2024-2034 are important tools that enable and can demonstrate council’s responsiveness to Māori. The local board plan adopted in November 2023 forms the basis for local priorities.

30.     The approach to Māori engagement for 10-year Budget 2024-2034 will be finalised once consultation topics are confirmed, including development of bespoke materials.

31.     There is a need to continue to build local board relationships with iwi and the wider Māori community. Ongoing conversations will assist the local board and Māori to understand each other’s priorities and challenges.

32.     There may be marginal costs associated for Have-Your-Say events including venue hire (where council premises cannot be utilised).

Risks and mitigations

34.     The Local Government (Auckland Council) Act 2009 requires content relating to each local board agreement to be included in the 10-year Budget 2024-2034 consultation document. Under the Local Government Act 2002, the consultation document for the 10-year Budget must be audited.  The draft consultation document (including local consultation content) will be prepared by staff and audited in December 2023 and January 2024 ahead of adoption by the Budget Committee in mid-February 2024.  Therefore, local boards need to approve their local consultation content for inclusion in the draft consultation document by the end of November 2023.

Next steps

35.     The Budget Committee will agree items for consultation and approve the consultation approach for the 10-year Budget 2024-2034 on 6 December 2023.

36.     Following the decisions of the local board to approve local consultation content, and the decisions of the Budget Committee on regional items for consultation, staff will prepare the consultation document and supporting information for the 10-year Budget 2024-2034.  These will be adopted by the Budget Committee in mid-February 2024.

37.     Following consultation, the Governing Body and the local board will make decisions on the 10-year Budget 2024-2034 and local board agreements respectively in June 2024.

Purpose of the report

1.       To provide the Waiheke Local Board with an integrated performance report for quarter one, 1 July – 30 September 2023.

Executive summary

2.       This report includes financial performance, progress against work programmes, key challenges the board should be aware of and any risks to delivery against the 2023/2024 work programme.

3.       The key activity updates from this period are:

·    Local Parks Management Plan (ID 1328):  Developed over several years and in consultation with our community, this multi-park management plan will assist the Waiheke Local Board in managing use, development and protection of all parks, reserves and other open space they have allocated decision-making for. The local board approved the final plan during this quarter.

·    Little Oneroa Reserve - renew play space, stairs and pathways (ID 15451): This project is now complete, and an opening was held on 13 August. Additional works will progress in future months to improve access.

·    Catherine Mitchell Cultural Society building - interior and exterior renewals (ID 30688): This project was completed during this quarter. This included interior and exterior renewals including for deck renewal, entrance steps replacement and carpet replacement.

4.       All operating departments with agreed work programmes have provided an update against their work programme delivery. Activities are reported with a status of green (on track), amber (some risk or issues, which are being managed) or grey (cancelled, deferred or merged). The following activities are reported with a status of red (behind delivery, significant risk):

·    Mātiatia Gateway Masterplan (ID 1419) - Non-transport outcomes will be advanced in partnership with Ngāti Pāoa and cannot proceed until Ngāti Pāoa issues are resolved. Funding for the Masterplan within the RLTP and from Waka Kotahi is also yet to be confirmed.

5.       The financial performance report compared to budget 2023/2024 is attached. There are some points for the local board to note:

·    Overall operating results for the first three months of the year is 12 per cent below the budget due to higher revenue and lower expenditure in locally drive initiatives. There are fluctuations between actual and planned expenditure as projects are in progress. Capital expenditure delivery is below budget by 41 per cent. The main expenditure is focused on local asset renewals.

6.         The Customer and Community Services capex budget has been revised to incorporate delayed delivery or earlier commencement of individual projects or other changes that are of material value.

7.       Auckland Emergency Management has undertaken a change proposal process which has resulted in the Resilience team that formerly engaged with Local Boards being disestablished. Future work with Local Boards and communities will be delivered through a new planning team, which will eventually have seven Senior Planners, each working with three local boards.

8.       The Waiheke Local Board has an approved 2023/2024 work programme for the following operating departments:

·        Customer and Community Services

9.       The local board work programmes were not adopted until a month into the financial year due to uncertainty of local board funding in the development of the Annual Budget 2023/2024. Local board funding for 2023/2024 was agreed by the Governing Body at the end of May 2023 and required changes to planned work programmes, which were then approved in July 2023.

10.     The graph below shows how the work programme activities meet Local Board Plan outcomes. Activities that are not part of the approved work programme but contribute towards the local board outcomes, such as advocacy by the local board, are not captured in this graph.

11.     AEM Resilience staff members have continued to attend community meetings to provide feedback, subject matter expertise where required this quarter. This has included supporting community activities that is attached to the work of Community Brokers that arose following the emergency events this year.

Key activity updates

Local Board Plan Outcome 2: A sustainable economy

13.     Waiheke Community Art Gallery (ID 412):  Waiheke Community Art Gallery held 24 programmes for 6,473 participants. Highlights included the re-opening of three new spaces Allpress Olive Groves Gallery, Small Gallery, Long Gallery, as well as the ‘Artist in Residence Programme’ which culminated in 3 workshops with resident artist Wanda Gillespie, and a post-residency exhibition ‘The Portrait and the Abacus’. Other highlights included the Matariki art school holiday programme, ‘Tī (tea) kōrero and kaupapa’ - a Matariki workshop with Timmy Smith, a Diploma Ceramics programme which saw an on-island tutor working with 7 students, and hosting the Artworks Community Theatre show ‘Ko Te Takarangi’. Planning is now underway for Sculpture on the Gulf 2024, co-curated by Brett Graham (Ngāti Koroki Kahukura, Tainui).

14.     Artworks Theatre (ID 414):  Artworks Theatre held 51 programmes with 87 sessions attracting 2305 participants, of which 20 programmes met Māori outcomes. The highlights included a 3-day school holiday workshop introducing Māori stenciling techniques and stories about the Matariki stars to young learners, the screening of ‘The Children of Parihaka’ and ‘Sister Dorothea’ for Te Pō Kiriata film night, a showcase by local dance school, Dance Out Loud, and the Waiheke Short Play Festival. Other highlights included Waiheke Theatre Company's production of ‘An Inspector Calls’, a sell-out performance by Don McGlashan which were all well-attended and highly commended, and a fire play and dance performance by Waiheke High School youth facilitated by Te Ahi Ora, who work with youth to deliver engaging learning pathways that enhance physical and mental wellbeing.

Local Board Plan Outcome 3: Waiheke's environment is protected, restored and enhanced

15.     Climate Action Programme (ID 626): A workshop was held with the local board during this quarter to discuss appointing a new contractor and commencement of a new work programme. Procurement processes are underway, and delivery will begin early in quarter two.

16.     Conservation Advisor - Waiheke Collective coordinator (ID 675): The Waiheke Collective hosted an inaugural Conservation Week Film Festival in August 2023. Held at the Waiheke Community Cinema, four films highlighted key themes of kai, moana, wildlife and waterways. Approximately 30 people attended each screening, with active audiences who took part in the questions and answers and panel discussions hosted by local projects and a network of community groups. The festival successfully fostered a sense of community and meaningful exchanges of ideas and experiences in supporting communities through place and shared histories, vision and expertise. The next hui planned for October will spotlight responsible pet ownership with a focus on strategies to educate the community on being responsible pet owners. The coordinator is working on Collective charter updates and is looking into providing further Te Tiriti training and facilitation training for the Waiheke Collective via external providers.

17.     The Waiheke Marine Education Initiative (ID 624): Supported by the Waiheke Resources Trust contractor, all four schools are continuing with their action plans. Te Huruhi Primary, Ngā Purapura Akōnga are doing WaiCare testing in the Hooks Lane awa by the wetland which connects to Te Huruhi Bay. Waiheke Primary have adopted Te Toki Reserve. They have done eDNA and WaiCare testing on two streams in the catchment. All groups are doing action planning currently. Fossil Bay School are making action plans for their catchment. Waiheke High students are investigating installing litter traps on the awa that leads to the ocean.

18.     Waiheke Ecological Restoration contracts (ID 987): As the back log of response works associated with January and February storms are finally being completed, the Arboriculture Maintenance Contract has switched focus back to scheduled maintenance of street and park trees. This year's replacement planting programme has been delivered on time. All trees have been planted to a gold standard specification that should result in a much higher success rate for street tree plantings. Contractors will now move into an aftercare phase, during this time trees will be checked for stability and structure as well as have their surroundings weeded and if necessary, watered. The new specification also increases the reporting so we can identify any required improvements for next year.

Local Board Plan Outcome 4: Thriving, strong and engaged communities

19.     Waiheke Local Board, community and business emergency response plans and resilience programme (ID 3978): This work programme is to increase disaster awareness, response plans and resilience building initiatives in partnership with mana whenua, and in collaboration with the Local Board and the community. During this quarter the board’s emergency response representatives worked with staff to develop the local emergency management structure and a community emergency resilience hui has been organised. The new Auckland Emergency Management structure is also now in place which will provide additional senior planning support for development of emergency response plans.

20.     As it is unlikely the emergency funding coordinator will be in place this year the board may like to consider part reallocation of this funding towards community resiliency. This could go towards the proposal for a dead wood disposal amnesty to prevent the risk of fire during the summer period.

21.     Event Partnership fund (ID 424): Waiheke Events Limited had taken over the planning and management of the Onetangi Beach Races event from Rotary Waiheke Island. Due to the recent discovery of Caulerpa across the Waiheke coastline, local Iwi, Ngāti Paoa, have placed a rāhui (prohibition) within a nautical mile of Thompson’s Point and Onetangi Bay, the event for 2024 has been cancelled. Waiheke Community Cinema that deliver Outdoor Cinema have advised that due to other commitments and staffing shortages they are unable to deliver the event this financial year. It is proposed the Community Broker consider alternative events that would be suitable to fund from this budget.

Local Board Plan Outcome 5:  Māori Outcomes

22.     During this quarter the board have been working with Ngāti Pāoa to set up a Waiheke Caulerpa response hub at the Blackpool School Hall. The response group is coordinated by the Minister for Primary Industries and includes NIWA, Auckland Council, Ngāti Pāoa and the Waiheke Marine Project.

23.     Ngāti Pāoa have also expressed interest in using the smaller building on Blackpool Reserve as a base for the iwi on the island. The lease team will work through the process with Ngāti Pāoa, the board and the current lease holder (Otherworld Productions).

Description automatically generated24.     Tawaipareira Reserve stage two - replacement of play space, bike track, new flying fox (ID 31031):  Physical works for the pump track, learn to ride and basketball court are underway and due for completion mid-January – mid-February. An opening event is being organised.

 

 

25.     Local Parks Management Plan (ID 1328): In July, the local board approved the final plan with minor changes. Staff amended the plan and published it on council's website. Submitters will be notified of the published plan to close the loop on the consultation. The plan will be handed over to council departments for implementation.

26.     Rangihoua Onetangi Park Management Plan (ID 1329): The Rangihoua Reserve and Onetangi Sports Park Reserve Management Plan Hearings and Approval Committee heard verbal submissions at the 29 August 2023 hearings. The Approval Committee will deliberate on draft plan changes prior to formal adoption which is planned for December.

27.     Citizens Advice Bureau - interior and exterior renewals (ID 36658); Detailed design completed for structure remediation and building consent is being lodged. Next steps: Proceed to building consent lodgment and tendering simultaneously. Physical works are expected to commence in February 2024.

28.     Catherine Mitchell Cultural Society building - interior and exterior renewals (ID 30688): Project was completed during this quarter. This included interior and exterior renewals including for deck renewal, entrance steps replacement and carpet replacement.

30.     Open space lighting - sports and amenity lighting (ID 30707): Construction has been completed with some minor remedial work to be completed before the final sign-off from the engineer.

31.     Rakino Hall (ID 20645): The architect consultant has been engaged. Next steps: Proceed with concept design and stakeholder consultation.

32.     Full Facilities Maintenance (ID 985):  The Water table across the local board area has affected maintenance activities particularly in mowing, with the coming warmer weather we will start to see turf and grass heights return to normal through regular maintenance. There is a focus on building cleaning and repairs, bring buildings up to standard as post storm recovery continues is a key focus along with getting our track and walkways maintained for more use over the coming next quarter. We are preparing for a drier than usual summer, and plans are being prepared for sports fields and access to water storages. Our contractor continues to focus on equity models such as diverse employment workforce and local contractors undertaking works across the local board area. Various facility renewals and maintenance have been carried out.

33.     Tracks and pathway renewal (ID 24167): Track work in the following locations are in various stages of progression (refer to Attachment A for further details):

·    Matiatia Owhanake (Matiatia Wharf to Owhanake Bay), Te Aroha Walkway, Glenbrook Reserve (Okoka Road through Glenbrook Reserve to Glenbrook Road, Matiatia to Owhanake sidetrack (The entrance is opposite the car rental at Matiatia and traverses past the car garaging business to Delamore Drive), Trig Hill to Awaawaroa Bay, Te Wharau Bay Te Wharau Bay - Southern Bay access, Park Point (From Church Bay Farm along the coast to Te Wharau Bay), Te Aroha Walkway.

34.     Tracks and pathway renewal (ID 28188):  Scoping of the following tracks is underway:

·    Wharetana Bay (Rothschild Terrace to the Bay), Omiha Beach Reserve (Beach to Upland Road, Rocky Bay), Island Bay (Fossil Bay to Owhanake Bay), Church Bay from Matiatia to Church Bay Road (From Matiatia Bay, around the coast, past Church Bay and up to Church Bay Road).

35.     Tracks and pathways - renew - 2023/2024 (ID 30686): Site investigations and options analysis for the following tracks is underway: 

·    Okoka Bay - Wharetana Bay, Onetangi Golf Course (From Onetangi Road near the cemetery to Onetangi Sports Park through the Golf Course), Wharf Road Extension (track to a rocky beach), Garratt Road, Onetangi Accessway Reserve, Stanimoroff Walkway (This walkway starts off O'Brien Road (just down from Te Whau Drive) and ends at the junction of Gordons Road and Airfield Road), Kaukarua Bay (Wairua Road Sth to O'Briens Rd), Onetangi Sports Park - Azolla Pond, Miro Road to Cory Road Walkway Palm Beach

36.     Little Oneroa Reserve - renew play space, stairs and pathways (ID 15451): Heritage New Zealand Pouhere Taonga requirements have been met in regard to the discovered midden. Midden has been fenced off and recovered and the project resumed in July. The project is now complete, and an opening was held on 13 August. Additional works will progress in future months to improve access and a barrier and install midden information.

 

 

Activities with significant issues

37.     The following work programme activities have been identified by operating departments as a status of red (behind delivery, significant risk):

·    Mātiatia Gateway Masterplan (ID 1419) - Non-transport outcomes will be advanced in partnership with Ngāti Pāoa and cannot proceed until Ngāti Pāoa issues are resolved. This will enable the proposed governance relationship with the Waiheke Local Board to be confirmed. Funding for the Masterplan within the RLTP and from Waka Kotahi is also yet to be confirmed.

Activities on hold

38.     The following work programme activities have been identified by operating departments as on hold:

·        Te Whau Esplanade Reserve - stabilise Hitapa track (ID 19991): Following a site visit in 2019 it has been confirmed there are limited works required relating to slip repairs. This track renewal will be bundled with the track renewal programme.

·        Little Oneroa Reserve - implement concept plan improvement works (ID 20542): Project on hold. Commence with improvement works in financial year 2025/2026 as approved in the work programme.

39.     Receiving performance monitoring reports will not result in any identifiable changes to greenhouse gas emissions.

40.     Work programmes were approved in June 2023 and delivery is underway. Should significant changes to any projects be required, climate change impacts will be assessed as part of the relevant reporting requirements. Any changes to the timing of approved projects are unlikely to result in changes to emissions.

41.     The local board is currently investing in a number of sustainability projects, which aim to build awareness around individual carbon emissions, and changing behaviour at a local level. These include:

·        Walking and Cycling promotion

44.     During this quarter the board worked with Ngāti Pāoa to set up a Waiheke Caulerpa response hub at the Blackpool School Hall. Ngāti Pāoa have also expressed interest in using the smaller building on Blackpool Reserve as a base for the iwi on the island.

45.     The Matiatia planning project aims to prepare a strategic plan for Matiatia which reflects the aspirations of the Waiheke community and respects the interests and rights of mana whenua for the future use of that land. Ngāti Paoa had representation on the project working group and are working to identify their aspirations for the site. 

46.     A contract has been awarded to work with young iwi artists for weaving iwi design input into aspects of the Tawaipareira Reserve renewal including patterns for basketball court and learn-to-ride track and various play design elements.

47.     The Waiheke Library continues to grow their Te Reo and Tikanga Māori knowledge and are evaluating how we use Te Ao Māori in service and programme design.

48.     This report is provided to enable the Waiheke Local Board to monitor the organisation’s progress and performance in delivering the 2023/2024 work programmes.

Financial Performance

49.     Revenue at $22,000 is above the budget by $2,000. This is from the Waiheke library, community and commercial leases.

50.     Expenditure of $1.5 million is below the budget by $193,000 overall. In asset-based services, the main expenditure is for arboriculture services and building and open space repairs and maintenance. In Locally Driven Initiatives, expenditure is below the budget by $181,000 as projects are in progress.

51.     Capital spend of $196,000 is below the budget by $196,000. Actual expenditure is on the local asset renewals programme such as Little Oneroa playground, Rakino Hall and Seawall, Catherine Mitchell Cultural Society building, Tawaipareira Reserve, stage two and renewals of carpark and roading.

52.     The Waiheke Local Board Financial Performance report is in Appendix B.

Risks and mitigations

53.     The approved Customer and Community Services capex work programme include projects identified as part of the Risk Adjusted Programme (RAP). These are projects that the Community Facilities delivery team will progress, if possible, in advance of the programmed delivery year. This flexibility in delivery timing will help to achieve 100 per cent financial delivery for the financial year if projects intended for delivery in the current financial year are delayed due to unforeseen circumstances.

54.     While the risk of non-delivery of the entire work programme is rare, the likelihood for risk relating to individual activities does vary. Capital projects for instance, are susceptible to more risk as on-time and on-budget delivery is dependent on weather conditions, approvals (e.g. building consents) and is susceptible to market conditions.

Local board appointment for Play Leadership Group

Purpose of the report

1.       To make appointments for participation in a Play Leadership Group for elected members.

2.       Local boards have included play advocacy projects in their 2023/2024 work programmes and are seeking opportunities to increase play diversity within their parts of the region.

3.       The council’s play advocacy advisor has established a staff network of play champions to support the ongoing development and promotion of play opportunities. When the Play Advisory Group was promoted on the council’s Kotahi intranet in 2022, some elected members asked to participate.

4.       To further support local board play advocacy activities and to respond to the appetite for increased play participation from some elected members, a Play Leadership Group is proposed. This will be a version of the staff play network, except just for elected members.

5.       As the terms of reference in Attachment A confirm, the Play Leadership Group will have no decision-making role or budgetary responsibility. The vision of the group will be “elected members with an interest in play collectively work to support the goal of enabling play for all”.

6.       The Play Leadership Group will provide participants with opportunities to learn more about play in a collaborative environment, to increase their capacity to advocate for play within their local boards, and to provide informal guidance to relevant staff on play issues.

7.       After local boards make their appointments, an initial Play Leadership Group hui will be scheduled before the end of 2023.

8.       Staff recommend a quarterly meeting schedule for the Play Leadership Group. Local boards that choose not to appoint any members to the group will receive minutes from the meetings.

Context

9.       Auckland Council employed its first play advocacy advisor in September 2022. The role leads advocacy work in the area of play at Auckland Council and advocates for and influences the consideration, empowerment, enablement and equitable promotion of play.

10.     Play advocacy is an initiative in 17 local board work programmes for the 2023/2024 financial year. Three local boards do not have capacity to include play advocacy in their work programmes for 2023/2024, but have asked for ad-hoc advocacy support and will consider including play advocacy in their 2024/2025 work programmes.

11.     The play advocacy advisor has a responsibility to establish a network of play champions within council, to increase knowledge and awareness of play across the council group. The advisor established a Play Advisory Group in 2022 which has grown to include 45 play champions from Auckland Council, Auckland Transport, Eke Panuku, and other organisations affiliated with the council, including Auckland Zoo, Auckland Art Gallery, New Zealand Maritime Museum, and Stardome Observatory and Planetarium.

Analysis and advice

12.     Local boards have embraced the play advocacy approach and indicated interest to explore how they can increase play diversity for their communities and achieve play outcomes through different projects.

13.     After several local board workshops, elected members showed a strong personal interest in play. There are high levels of enthusiasm for play discussions and a keen interest in understanding more about how to promote play.

14.     In November 2022 the council’s Kotahi intranet published a story about play advocacy and publicised the staff Play Advisory Group. Some elected members contacted the play advocacy advisor and asked if they could join the group. However, the group’s terms of reference restrict membership to staff only.

15.     During workshops with local boards in 2023, the play advocacy advisor sought guidance from elected members regarding their appetite for participating in an equivalent special interest group for elected members with a strong interest in play.

16.     In response to local boards’ interest, the play advocacy advisor has written terms of reference (Attachment A) to set out the parameters of a Play Leadership Group, intended to provide elected members with opportunities to:

·        learn more about play

·        share relevant knowledge with other elected members

·        improve connections between participants at a governance level

·        encourage collaboration between local boards to support play outcomes

·        increase knowledge and understanding of play equity issues

·        provide informal guidance to staff as the play advocacy work area grows

·        share relevant insights with other members of their local boards, as appropriate.

17.     The vision of the Play Leadership Group is “elected members with an interest in play collectively work to support the goal of enabling play for all”.

18.     Participation in the Play Leadership Group is at the discretion of local boards, with no obligation to appoint elected members. Local boards that choose not to appoint any members to the group will receive minutes of the group’s meetings.

19.     The group will have no decision-making role or budgetary oversight.

20.     The terms of reference set out details of meetings and communication for the Play Leadership Group and provides further information about the roles and responsibilities of participants. Staff advice is for the group to meet four times a year, but the meeting frequency and schedule will be confirmed by the participating elected members.

21.     The formation and operation of the Play Leadership Group has no climate impact.

22.     The continued advocacy to support play as ‘an everywhere activity’ supports positive climate outcomes by encouraging the community to embrace local suburbs as sites for play. This approach will reduce the need to drive to reach playgrounds.

23.     The Play Leadership Group will be administered by staff from the council’s Active Communities team, with support from kaimahi in the Regional Services and Strategy and Parks and Community Facilities departments.

24.     The play advocacy advisor has presented at 20 local boards between March and October 2023.

25.     Local boards have expressed interest in the formation of a governance-level group for elected members who are interested in play. One local board requested that the opportunity to participate was presented in a business report, to enable participation to be formally agreed by the board.

26.     The Play Leadership Group will provide play leaders with opportunities to learn more about Māori values relevant to play, Sport New Zealand’s bicultural play plan and its relevance to the development of play activities nationwide, and current and potential Māori play opportunities. This includes opportunities to develop and install māra hūpara in local parks and reserves, and the potential for projects such as Te Kete Rukuruku to generate play outcomes.

27.     The play leaders could also provide a mechanism for regional iwi engagement regarding play on a relatively informal basis, enabling mana whenua to share their views about play on an ongoing basis.

Financial implications

28.     The Play Leadership Group will be delivered internally and will generate no costs. The group will not manage a budget or have a financial mandate.

Risks and mitigations

29.     There is a risk that elected members could become members of the Play Leadership Group with expectations that they will be able to influence broader play investment or make decisions affecting play at a regional level.

30.     The terms of reference are intended to mitigate the risk of misunderstandings by making clear the scope of the Play Leadership Group. This will ensure participants become involved with a realistic expectation of what can be achieved through their membership.

Adoption of the updated Waiheke Island Urban Ngahere Action Plan 2023

1.       To adopt the updated Waiheke Island Urban Ngahere Action Plan 2023.

2.       The regional Te Rautaki Ngahere ā-Tāone o Tāmaki Makaurau/ Auckland’s Urban Forest Strategy responds to changes in ngahere canopy cover and potential climate change impacts. The strategy’s target is to increase tree canopy cover across all local board areas in Tāmaki Makaurau to 30 per cent by 2050. 

3.       In 2020/21, the Waiheke Local Board funded an implementation plan to understand the current canopy cover and plan for increasing ngahere cover in the local area. The three stages of the implementation plan are ‘knowing’, ‘growing’ and ‘protecting’.

4.       The first part of the ‘knowing’ stage involved analysis of the 2016/18 Light Detecting and Ranging Technology (LiDAR) data for the Waiheke Local Board tree canopy cover. A report identifying net tree canopy cover of 40 per cent was adopted by the local board in 2021.

5.       The final part of the ‘knowing’ stage has been to develop a 10-year action plan that identifies target areas where trees can be planted to help increase canopy cover in the local board area.

6.       The draft action plan was considered by the board in August 2022. It was resolved as follows:

That the Waiheke Local Board:

a)      adopt the Waiheke Local Board Island Ngahere 10 Year Action Plan in Attachment A of the agenda report.

b)      request that Parks, Sport and Recreation staff review the Waiheke Local Board Island Ngahere 10-Year Action Plan every three years and provide a report updating the local board on progress of delivery of the action plan.

c)      request that Parks, Sport and Recreation staff review the Waiheke Local Board Island Ngahere Action Plan implementation work programme annually and provide a report to the local board on the delivery of new tree plantings.

d)      delegate authority to the Waiheke Local Board Chair and Deputy Chair with majority member support, to approve final changes and amendments to the text and design of the Waiheke Local Board Island Ngahere 10-year Action Plan.

7.       In line with resolution d) staff worked with the board on suggested amendments to the action plan. This included:

·    Updates to the cover page to identify it is a Waiheke Island Ngahere Action Plan

·    Minor grammatical corrections;

·    Enlarging and replacing some graphics and maps;

·    Appendices clearly named;

·    Title updated regarding trees species suggestion;

·    Taonga species added;

·    Clarification within appendices regarding the opportunity for communities to provide feedback on where they would like trees planted.

 

8.       The updated Waiheke Island Urban Ngahere Action Plan 2023 is attached for adoption (Attachment A)

2.       Under section 12.1 of the current Standing Orders of the Waiheke Local Board, workshops convened by the local board shall be closed to the public. However, the proceedings of every workshop shall record the names of members attending and a statement summarising the nature of the information received, and nature of matters discussed.

3.       The purpose of the local board’s workshops is for the provision of information and local board members discussion.  No resolutions or formal decisions are made during the local board’s workshops.

4.       The record of proceedings for the local board’s workshops held on 1, 8, 15, and 22 November 2023 is appended to the report.

The policy schedule is updated monthly, reported to business meetings and distributed to council staff for reference and information only.

3.       The Hōtaka Kaupapa / governance forward work calendars aim to support local boards’ governance role by:

·    ensuring advice on meeting agendas is driven by local board priorities

·    clarifying what advice is expected and when

·    clarifying the rationale for reports

4.       The calendar also aims to provide guidance for staff supporting local boards and greater transparency for the public.
