b)        tono / request council officers work alongside North Harbour Indoor Cricket and North Harbour Softball to progress with the proposal to develop an indoor court facility.

Auckland Council’s Performance Report: Upper Harbour Local Board for quarter one 2023/2024

 

The Local Board Advisor, Robert Marshall, and the Lead Financial Advisor, Hao Chen,  were in attendance to support the item.

MOVED by Deputy Chairperson U Casuri Balouch, seconded by Member K Parker:  

That the Upper Harbour Local Board:

a)         whiwhi / receive the performance report for quarter one ending 30 September 2023.

b)        whakataha / reallocate $46,800 Locally Driven Initiatives Operational budget from Upper Harbour Community Grants (Activity ID 410) and $3,200 film permit revenue to fund a Geotechnical assessment report at the Albany Pool Stadium site identified for a new library facility in Albany.

c)         whakaae / approve Young Enterprise Scheme – Upper Harbour (Activity ID 1271) and associated budget of $2,000 into the 2023/2024 Customer and Community Services Work Programme (Attachment A to the agenda report) from unspent locally driven initiatives (LDI) operational budget.

Northern Busway Bylaw review

 

Resolution number UH/2023/151

MOVED by Member J Mclean, seconded by Member S Yang:  

That the Upper Harbour Local Board:

a)         whakarite / provide the following views on the proposed changes to the Northern Busway Bylaw:

i)          acknowledge the importance of protecting the rapid transport function of the Northern Busway now and in the future

ii)         support proposal 1: extending the bylaw to cover the new section of the Northern Busway from Constellation Station to Albany Station

iii)       support proposal 2: updating vehicles eligible to apply for busway access however recommend that airport shuttles should be in priority 1

iv)       support proposal 3: improving operational and decision-making processes on the Northern Busway

v)         express concern that by allowing additional vehicles to be eligible to use the Northern Busway may result in future congestion as the Northern Busway reaches capacity therefore needs to be considered carefully and may need to be adjusted again in the future.

10-year Budget 2024-2034 - local consultation content

 

The Senior Local Board Advisor, Heather Skinner, and the Lead Financial Advisor, Hao Chen (Via Microsoft Teams), were in attendance to support the item.

That the Upper Harbour Local Board:

a)         whakaae / approve local consultation document content and local supporting information content tabled at the 30 November 2023 business meeting, for inclusion in the 10-year Budget 2024-2034 consultation material.

b)        tautapa / delegate authority to the local board Chairperson to approve any changes required to finalise the local consultation document and supporting information content for the Upper Harbour Local Board for the 10-year Budget 2024-2034.

c)         whakaae / approve a Have Your Say event in the local board area during the 10-year Budget 2024-2034 consultation period as follows:

·         Hearing Style event available online and in person

·         Date: Thursday 21 March 2024

·         Time: 4pm

·         Venue: Upper Harbour Local Board office, 6-8 Munroe Lane, Albany.

d)         tautapa / delegate authority to the local board Chairperson to approve any changes required to the Have Your Say event.

e)         tautapa / delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2024-2034:

i)          local board members and Chairperson

ii)         General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor, Community Broker

iii)       any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer.
