Chairperson Sage welcomed those present and opened the meeting with a karakia.

5	10-year Budget 2024-2034 - local consultation content
	Caroline Teh, Local Board Senior Advisor, and Nick Palmisano, Local Board Advisor, were in attendance to speak to the item.
	Documents were tabled in support of this item. The copies of the tabled documents have been placed on the official minutes and is available on the Auckland Council website as minutes attachments.
	Resolution number WTM/2023/113 MOVED by Chairperson G Sage, seconded by Member A Bonham: That the Waitematā Local Board: a)      approve local consultation document content (Attachment A) and local supporting information content (Attachment B) for inclusion in the 10-year Budget 2024-2034 consultation material. b)      delegate authority to the local board Chair to approve any minor changes required to finalise the local consultation document and supporting information content for the Waitematā Local Board for the 10-year Budget 2024-2034.  c)      approve the following Have Your Say event in the local board area during the 10-year Budget 2024-2034 consultation period: i)       Hearing style event, Tuesday 12 March 2024, 4pm – 6pm, venue to be confirmed. d)      delegate authority to the local board Chair to approve any minor changes required to the Have Your Say event. e)      delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the 10-year Budget 2024-2034: i)       local board members and Chair ii)      General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor iii)     any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer. Resolution number WTM/2023/114

MOVED by Chairperson G Sage, seconded by Member A Bonham:

That the Waitematā Local Board:

a)      agree to exclude the public from the following part(s) of the proceedings of this meeting.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

C1       10-year Budget 2024-2034 – Local Board input on regional consultation content

The public conduct of the part of the meeting would be likely to result in the disclosure of information for which good reason for withholding exists under section 7.	s7(2)(c)(i) - The withholding of the information is necessary to protect information which is subject to an obligation of confidence or which any person has been or could be compelled to provide under the authority of any enactment, where the making available of the information would be likely to prejudice the supply of similar information or information from the same source and it is in the public interest that such information should continue to be supplied. In particular, the report contains information from confidential Budget Committee workshops that has not yet been released. This information will become public when the Mayoral Proposal is released (planned to be release on 4 December 2023).	s48(1)(a) The public conduct of the part of the meeting would be likely to result in the disclosure of information for which good reason for withholding exists under section 7.

The text of these resolutions is made available to the public who are present at the meeting and form part of the minutes of the meeting.

	Resolution number WTM/2023/115 MOVED by Member S Trotman, seconded by Deputy Chairperson G Moyle: That the Waitematā Local Board: a) acknowledge this opportunity to give feedback on the Draft Mayoral LTP Proposal, however given the short timeframes for review and informed consideration the board will provide further comment in April once the document has been finalised and community have provided their views. CARRIED
	Note: Pursuant to Standing Order 1.9.3, Member Bonham requested that her abstention to recommendation a) be recorded.
	Resolution number WTM/2023/114 MOVED by Chairperson G Sage, seconded by Member A Bonham: That the Waitematā Local Board: b) provide the tabled feedback on potential regional consultation topics and local board advocacy for the 10-year Budget 2024-2034. CARRIED
	Note: Deputy Chair Moyle and Member Trotman had to leave the meeting during discussion on these items and were not present when the item was put to the vote. Note: Pursuant to Standing Order 1.9.3, Member Matson requested that his abstention to recommendation b) be recorded.
