Local Board Views on South FTN Notices of Requirement from Auckland Transport |
|
|
Resolution number MR/2023/219 MOVED by Chairperson G Murphy, seconded by Member A Cunningham-Marino: That the Manurewa Local Board: a) provide the following views on four notices of requirement (NoRs) for the South Frequent Transport Network Notice of Requirement 1: South Frequent Transit Network: Great South Road FTN Upgrade i) tuhi ā-taipitopito / note the time provided to provide substantial feedback is extremely limited given the magnitude of the proposed NoRs ii) tuhi ā-taipitopito / note with concern that while the location of land acquisition is clear, what it will be used for is not clear iii) tautoko / support the need for improved transport mode connections and services, and can see the merit in the vision for the South Frequent Transport Network iv) recommend Supporting Growth work in partnership with Eke Panuku on planting and restoration enhancement opportunities around the Puhinui Stream near the Great South Road v) tono / request that local homeowners and local businesses who are impacted are supported to relocate vi) do not support the removal of any significant trees at Anderson Park and request they be protected or accommodated in the design vii) is concerned about potential noise and pollution impact on residents who find themselves living closer to the road viii) is disappointed to see reference to Te Mahia station described as being an undesirable pedestrian environment with safety concerns, and including poor visibility to the station, entrapment areas and poor interface with the adjacent industrial properties, given the Manurewa Local Board, in partnership with Auckland Transport has just completed approximately $3 million of investment in purchasing land, opening up the entrance, adding amenities, improving CPTED concerns, and installing art, bollards and landscaping. This major oversight totally compromises the integrity of the overall proposal for the South Frequent Transit Network: Great South Road FTN Upgrade ix) do not support using the frontage of Te Mahia station given point viii) above Notice of Requirement 2: South Frequent Transit Network: Great South Road Upgrade (Drury section) x) whakatārewa / defer to and support the Papakura Local Board’s feedback on this matter Notice of Requirement 3: South Frequent Transit Network: Takaanini FTN –Weymouth, Alfriston, and Great South Road Upgrades (NoR 3) xi) tuhi ā-taipitopito / note with concern that while the location of land acquisition is clear, what it will be used for is not clear xii) is concerned at the proposed removal of the thoroughfare along Beaumont’s Way to Mahia Road xiii) is unclear what structure a ‘berm’ would look like and whether it would keep cyclists totally safe from buses xiv) tuhi ā-taipitopito / note the ambiguity regarding proposed changes to the NIMT overbridge. It is unclear if the bridge will be physically widened, or the existing bridge will have new configurations on the road xv) tautoko / support the intent to demonstrate appropriate integration of the Manurewa Town Centre to address the interface and tie in of active modes pathways xvi) seek clarity on the impact of the stormwater and landscape response at Gallaher Park xvii) seek further clarity as to why the properties at corner and Alfriston Road and Magic Way are required in full xviii) is concerned at the proposal for a new four lane bridge on Alfriston Road and the impact this could have on Brough Road residents. There is no indication as to whether this will be signalised or not Notice of Requirement 4: South Frequent Transit Network: Takaanini FTN –Porchester Road and Popes Road Upgrades xix) tono / request that local homeowners who are impacted are supported to relocate xx) is concerned about potential noise and pollution impact on residents who find themselves living closer to the road on both Alfriston Road and Porchester Road b) appoint Member Matt Winiata to speak to the local board views at a hearing on the Notices of Requirement c) delegate authority to the chairperson of the Manurewa Local Board to make a replacement appointment in the event the local board member appointed in resolution (b) is unable to attend the Notices of Requirement hearing. |
