a) whakamihi / acknowledge and thank the Upper Harbour Local Board Engagement Advisor, Glenda Lock, Community Broker, Monica Sharma, Specialist Local Communication Advisor, Debbie Klein and the entire local board services team for the exceptional Engagement Strategy they developed for the Upper Harbour Local Board Plan 2023 consultation, that resulted in the Upper Harbour Local Board: i) receiving the highest number of submissions on a local board plan across 21 local boards. ii) having the highest performing video for raising awareness about the Upper Harbour Local Board Plan 2023 across all 21 local boards. iii) holding the highest number of engagement and consultation events in collaboration with community partners which assisted in engaging with a diverse range of communities.

a) kohuki / consider an extraordinary item regarding the Palestine Israel Conflict at item 16 of this agenda: i) the reason this matter was not on the agenda is that the request for advocacy from members of the Upper Harbour Community came after the agenda was published. ii) the reason why the discussion of this matter cannot be delayed until a subsequent meeting is that the next business meeting is scheduled for February 2024. |

without the local board taking a political stance of either side of the conflict :
a) whakamihi / acknowledge and support the community requests for a call for an immediate and permanent ceasefire in Palestine and Israel in support of a peaceful outcome. b) karanga / call on the Auckland Council to call on the Government of New Zealand to call for an immediate and permanent ceasefire in Palestine and Israel and the cessation of hostilities. c) tono / request the Government of New Zealand advocate for the peace process to restart. Every human life matters. New Zealand must stand with the innocent civilians impacted on both sides in this conflict. |

Resolution number UH/2023/166 MOVED by Member C Blair, seconded by Member K Parker: That the Upper Harbour Local Board: a) whakaae / grant, a lease for additional premises to the North Harbour BMX Association Incorporated for an area comprising approximately 1072m2 located at R259-321 Oteha Valley Road, Hooton Reserve, Albany on the land legally described as Lot 1 DP 198079 and Part Allotment 28 Parish of Paremoremo (as per Attachment A - Site Map), subject to the following terms and conditions: i) term – 5 years, commencing 1 January 2024, with two 10-year right of renewals, noting the final expiry date of 6 November 2048. ii) rent – $1.00 plus GST per annum if demanded. b) whakaae / approve all other terms and conditions in accordance with the Reserves Act 1977, Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines 2012. c) tuhi ā-taipitopito / note that public notification and iwi engagement for Auckland Council’s intention to grant a lease for additional premises to the North Harbour BMX Association Incorporated at R 259-321 Oteha Valley Road, Hooton Reserve, Albany has been undertaken between 21 September 2023 to 20 October 2023. d) tuhi ā-taipitopito / note that no objections to the notified proposal of the lease to the North Harbour BMX Association Incorporated were received.
