Purpose of the report

1.       To receive a deputation from Dr Fahima Saeid - CEO of the New Settlers Family and Community Trust, (NFACT).

Executive summary

2.       To introduce the New Settlers Family and Community Trust and discuss how the trust currently supports Afghan evacuees, exploited migrants and a large number of young people from the Afghan community.

3.       The government fund to support these community groups through the New Settlers Family and Community Trust will end in March 2024, however, most of the new families are not ready to be discharged from the service. The New Settlers Family and Community Trust will need further support to carry on some of the programmes to help this community group to successfully settled in the community.

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of three minutes per speaker is allowed, following which there may be questions from members.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

Auckland Council's Performance Report: Whau Local Board for quarter two 2023/2024

Purpose of the report

1.       To provide the Whau Local Board with an integrated performance report for quarter two, 1 October – 31 December 2023.

Executive summary

2.       This report includes financial performance, progress against work programmes, key challenges the board should be aware of and any risks to delivery against the 2023/2024 work programme.

3.       The key activity updates from this period are:

·        Local crime prevention fund, safety initiatives investment – Whau: Local crime prevention fund. Prevention initiatives contributing to reducing youth offending or town centre improvements through Crime Prevention Through Environmental Design (CPTED) measures:  Whau Local Board supported the option of investing the crime prevention grant to business and community.

·        Citizenship ceremonies Whau – hosted at Hoani Waititi Marae. The Civic Events team delivered three citizenship ceremonies in Quarter Two with 202 people from the Whau local board area becoming new citizens. 

·        Operational grant for Te Toi Uku: Fund Portage Ceramics Trust to operate Te Toi Uku, a museum collection of New Zealand ceramics and pottery-making equipment: In Quarter Two at Te Toi Uku there were 1,053 visitors across 19 programmes. 

4.       Auckland Council (Council) currently has a number of bonds quoted on the NZ Stock Exchange (NZX). As a result, the Council is subject to obligations under the NZX Main Board & Debt Market Listing Rules and the Financial Markets Conduct Act 2013 sections 97 and 461H. These obligations restrict the release of half-year financial reports and results until the Auckland Council Group results are released to the NZX on or about 28 February 2024.

Due to these obligations the financial performance attached to the quarterly report is excluded from the public.

5.        The Customer and Community Services capital expenditure budget has been revised to incorporate delayed delivery or earlier commencement of individual projects or other changes that are of material value.

6.       The Whau Local Board has an approved 2023/2024 work programme for the following operating departments:

8.       The graph below identifies work programme activity by RAG status (red, amber, green and grey) which measures the performance of the activity. It shows the percentage of work programme activities that are on track (green), in progress but with issues that are being managed (amber), and activities that have significant issues (red) and activities that have been cancelled/deferred/merged (grey).

9.       The graph below shows the activity status of activities which shows the stage of the activity in each departments the work programmes. The number of activity lines differ by department as approved in the local board work programmes.

Key activity updates

10.     Local crime prevention fund, safety initiatives investment – Whau: Local crime prevention fund. Prevention initiatives contributing to reducing youth offending or town centre improvements through Crime Prevention Through Environmental Design (CPTED) measures:  Whau Local Board supported the option of investing the crime prevention grant on business and community. Funds were allocated to:

-     Rosebank, New Lynn, Avondale and Blockhouse Bay Business Associations

-     Kelston and New Lynn Community Patrol

-     Ambrico Community

-     Māori Wardens

-     Crime Patrol Avondale/Blockhouse Bay/New Windsor/Glenavon

-     Pooch Patrol.

11.     Citizenship ceremonies Whau – hosted at Hoani Waititi Marae. The Civic Events team delivered three citizenship ceremonies in Quarter Two with 202 people from the Whau area becoming new citizens.  This included a special ceremony held at Hoani Waititi Marae on 31 October 2023 which was attended by 25 new citizens from the Whau area.  This was the first Citizenship ceremony to be held on the marae in the Auckland region and it was a great success. Meetings are underway to strategize how best to provide this option to new migrants in the new financial year.

12.     Operational grant for Te Toi Uku: Fund Portage Ceramics Trust to operate Te Toi Uku, a museum collection of New Zealand ceramics and pottery-making equipment: In Quarter Two, there were 1,053 visitors across 19 programmes. School holiday programmes included pinch pot making, clay-making for Whau Pathway Holiday Art and a tour group of Hōhepa homes residents. The Crown Lynn Collections Market, collaborating with New Lynn Community Hub attracted over 400 people and was the biggest event of 2023. The museum featured on Radio New Zealand’s The Panel with Wallace Chapman, promoting the market and highlighting Pasifka and Māori stories associated with Crown Lynn. The museum is working with Te Pou Theatre on their upcoming play about Māori Crown Lynn workers. A meeting was held with the local Ambrico community to strengthen connectedness and explore initiatives towards the museum’s goal of becoming a vibrant local community museum.

Activities on hold

13.     The following work programme activities have been identified by operating departments as on hold:

·        Whau – Te Tohu o Te Auaunga Implementation: Implement Te Tohu o Te Auaunga in the Whau area of the project. This involves design and installation of signage and planting: Project is currently on hold pending the review of content and layout. The concept design for the Te Auaunga Oakley Creek Interpretation Panels has been formulated. Next steps will be to confirm the inclusion of Māori-centred content for the signs. 

·        Blockhouse Bay Community Centre – renew car park: Renew car park surface and relocate sprinkler isolation valve and fire main: The detailed design phase has been finalised. The project is on hold until Financial Year 2024/2025.

·        Miranda Reserve – renew playground and associated park furniture: Renew playground and associated park furniture and fencing: Project is currently on hold due to ongoing construction works by Watercare for the Central Interceptor project.

·        Olympic Park – renew velodrome: Renew the velodrome surface: The project is currently on hold due to the ongoing development of the Velodrome Action Plan.

·        Gardner Reserve – toilet exterior wrap: Exterior wrap of the toilet block in Gardner Reserve: Funding has been put on hold and Auckland Transport are currently working its way through the processes to allow the Parks & Community Facilities department to complete this project.

Climate impact statement

14.     Receiving performance monitoring reports will not result in any identifiable changes to greenhouse gas emissions.

15.     Work programmes were approved in June 2023 and delivery is underway. Should significant changes to any projects be required, climate change impacts will be assessed as part of the relevant reporting requirements. Any changes to the timing of approved projects are unlikely to result in changes to emissions.

Māori impact statement

18.     Mana Whenua engagement: Increase local board profile: Engagement this quarter continued to build on connecting with mana whenua through a final Rangatira-ki-te-rangatira/chief to chief (governance) hui with Te Kawerau ā Maki, Whau, Waitakere Ranges and Henderson-Massey local boards. Board members met the new kaimahi for Te Kawerau ā Maki and were updated on the Te Henga marae development which is an advocacy issue for the Whau Local Board. No LDI was spent this quarter as costs are shared between boards for this hui and will be expended in future quarters.

19.     Māori Responsiveness: E Tu – responding to the key aspirations and priorities for Māori Whau: Fund a sustainable long-term programme of activities that build and strengthen relationships across West Auckland Māori communities: The highlight this quarter was the Citizenship Ceremony held at Hoani Waititi Marae. This was the first Citizenship ceremony to be held on a marae in the Auckland region. It was a great success and meetings are underway to strategize how best to provide this option to new migrants in the new financial year.

Financial implications

20.     This report is provided to enable the Whau Local Board to monitor the organisation’s progress and performance in delivering the 2023/2024 work programmes. There are no financial implications associated with this report.

Risks and mitigations

22.     While the risk of non-delivery of the entire work programme is rare, the likelihood for risk relating to individual activities does vary. Capital projects for instance, are susceptible to more risk as on-time and on-budget delivery is dependent on weather conditions, approvals (e.g., building consents) and is susceptible to market conditions.
