a)         whakaae/agree to consider an extraordinary item “Brief Update on the Draft Government Policy Statement on land transport 2024” at Item 17 – Consideration of Extraordinary Items of this agenda, noting:

i)          the reason the matter was not on the agenda is the draft Government Policy Statement on land transport was released on 4 March 2024, after the agenda was published, and

ii)         the reason why this matter cannot be delayed until a subsequent meeting is currently submissions close before the next committee meeting.

Implications of Removal of Regional Fuel Tax

MOVED by Deputy Chairperson C Fletcher, seconded by Cr C Darby:  

That the Transport and Infrastructure Committee:

a)      whiwhi / receive the update from Auckland Transport on the implications of the removal of the Regional Fuel Tax and proposed next steps for reprioritisation of Auckland Transport’s capital programme.

b)      tuhi ā-taipitopito / notes the remaining Regional Fuel Tax funding available for allocation is approximately $360 million.

c)       tuhi ā-taipitopito / notes the legislation enables allocation to Eastern Busway, Electric Trains and Stabling, other City Rail Link Day 1 works and Road Corridor Improvement projects, as well as operational expenditure for additional bus services on the Eastern Busway and additional train services (utilising the new trains) along the Eastern, Western, and Southern lines.

d)      ohia / endorses the continuation of the allocation of the Regional Fuel Tax funding for the following contractually committed projects:

i)    Completion of Eastern Busway stages 2 and 3 ($210 million),

ii)   Electric Trains and Stabling ($75 million).

e)      tuhi-ā-taipitopito / notes  that any allocation of any remaining Regional Fuel Tax will need to be aligned to the yet to be enacted Land Transport Management (Repeal of Regional Fuel Tax) Amendment Bill, noting this will be a combination of other City Rail Link Day 1 works Road Corridor Improvement projects, Eastern Busway Stage 4  and operational expenditure for new Eastern Busway and Electric Train services.

f)       tuhi ā-taipitopito / notes  that AT will carry out a rapid review of the capital programme, and will reprioritise implementation, to reflect reduced capital funding and pending funding impacts from the GPS – Land Transport, which may result in non-RFT funded projects also being descoped, deferred or stopped, reporting the findings of that rapid review to council to enable its decision-making on the long-term plan.

Council staff provided a verbal update on the recently released draft Government Policy Statement on land transport 2024

This brief update outlined the key points within the GPS and noted the planned process for the development of Auckland Council’s submission.
