6          Te Mihi | Acknowledgements

The Waiheke Local Board acknowledge, with great sadness, the passing of Vern Whitehead. His legacy is long and impressive, reaching far beyond the shores of Waiheke. As a reporter Vern went on from newspapers to found the Auto Media Group in Rotorua, and as that grew he retained a major shareholding, developing both the highly successful ‘Auto Talk’ and ‘EVs and Beyond’. Vern served as President of the Waiheke Rugby Club for several years and was made a lifelong member when he stepped down. With his wife Besty, Vern founded the Hospice fundraising Garden Party events, which were hosted at private homes for ten years. In the first year they raised $2,500, and over the ten years raised more than $600,000 for the Hospice. As its founder, Vern devoted himself to building Electric Island Waiheke. Waiheke has the highest per capita rate of EV ownership in New Zealand, and the formation of this advocacy group contributed to AT's decision to give Waiheke the first electric bus fleet in Auckland.

 

We are indebted to Vern for his leadership, vision, energy and strength of character.

That the Waiheke Local Board:

a)          thank Dr. Pam Oliver, coordinator for both Kaitiaki of Newton Reserve (KNR) and the planting group with the Onetangi Residents Association (ORA), Graeme Couper, co-chair of the Onetangi Residents Association and Tim Feather, coordinator of the Friends of Te Aroha and Hekerua Bay for their attendance and presentation regarding the land-owner approval process for volunteer groups.

b)          sincerely thank the presenters and respective groups for their outstanding work in restoring the ecology and natural environment in their respective areas.

c)          support the requests of Dr. Pam Oliver and approve expediting outstanding issues with respect to land-owner approvals.

d)          attach the statement tabled at the meeting by Dr. Pam Oliver to the minutes.

Project Kōkiri - Setting priorities for Auckland Transport project and programme engagement

That the Waiheke Local Board:

a)      support the proposed level of engagement to the below projects of the proposed work programme:

i)       collaborate on:

A)  Local Board Transport Capital Fund (LBTCF) Cycle path project

B)  The Esplanade, Oneroa project – closing the Esplanade to motorised vehicles.

ii)       consult on:

A.   Road Safety, Katoa Ka Ora, Implementation of the regional speed limit changes

B.   Mātiatia Wharf renewal programme

iii)      inform on:

A.   Awaawaroa Road Bridge project

B.   Road renewals

C.  Footpath renewals

Local board feedback on freshwater management in Tāmaki Makaurau / Auckland

That the Waiheke Local Board:

a)          support the implementation of the National Policy Statement on Freshwater Management 2020 in Tāmaki Makaurau / Auckland.

a)          note the general support of submissions from the Waiheke Local Board Area for the proposed management approaches.

Local board input to Auckland Council Submission on the draft Government Policy Statement on Land Transport 2024-34

Representation review and local board reorganisation

 

MOVED by Member R Tucker, seconded by Deputy Chairperson B Ranson:  

That the Waiheke Local Board:

a)          whiwhi / receive the Representation Review and Local Board Reorganisation report.

b)          appreciate the opportunity to provide feedback prior to the Joint Governance Working Party and Governing Body decisions that will lead to wide public consultation across the region.

c)          represent a community that has an abiding interest in promoting more independence of decision-making for local boards along with adequate funding and board resourcing to meet the needs of its residents and ratepayers, as well as the constant and growing number of off-island visitors, the majority of whom are Aucklanders (historic estimates of 65-70%).

d)          tuhi ā-taipitopito / note its own limitations to comment on the communities of interest in other local board rohe.

e)          tuhi ā-taipitopito / note that community leadership at a local board level is not solely a function of scale as is demonstrated by historically effective leadership at a regional or national level.

Proposals for More Empowered Local Boards

 

Resolution number WHK/2024/16

MOVED by Chairperson C Handley, seconded by Member R Tucker:  

That the Waiheke Local Board:

a)          whakamihi / thank the staff for the report and proposals and the work that has been done in tight timeframes to progress the analysis and advice.

b)          tautoko / support all of paragraph 15 proposals for providing sufficient strategic advice.

c)          tautoko / support paragraph 16 funding arrangements with the exception:

i)           that the inference is that to do more, local ratepayers should pay more when local rates are not sustainable for many ratepayers at the current level, and;

ii)          maintains that it is a matter of appropriate distribution, not necessarily a matter of quantum.

d)          tautoko / support all the examples of paragraph 17 as relevant, other than a) which is an option, but the matter locally is not one of targeted rates, rather a matter of equitable distribution of existing base rates levied against ratepayers of Waiheke.

e)          tono / request that the local boards of the Hauraki Gulf be viewed separately, and a proportion of rates allocated that would provide for sufficient local board governance prior to the allocation into the general rates funds.

f)           tautoko / support paragraph 20 proposals for what council may do differently to support this change.

Waiheke Local Board - Hōtaka Kaupapa Policy Schedule - March 2024

That the Waiheke Local Board:

a)      note / tuhi ā-taipitopito the Hōtaka Kaupapa – Policy Schedule for the political term 2022-2025 as at 27 March 2024.

b)      schedule an extraordinary business meeting on 1 May 2024 at 3:30pm and 12 June 2024 at 3:30pm to consider Annual Budget regional input and receive feedback, and the Local Board Agreement, respectively.
