Purpose of the report
1. To whiwhi / receive an update from Tātaki Auckland Unlimited (TAU) on their recent performance in the
2023/2024 financial year and future outlook.

Executive summary
2. CCOs and Port of Auckland Limited attendance at CCO Direction and
Oversight committee meetings is being rotated, with attendance by each entity
on a rolling basis. This allows more time for in-depth and up to date
performance discussion.
3. TAU representatives will be in attendance to present on their recent
performance in the 2023/2024 financial year, future outlook and answer any
questions. This will include:
· Highlights
from TAU 2023/2024 quarter two and recent performance
· Proposed future three-year work programme for TAU, following a 3-4
year period of disruption and change (merger, COVID-19, budget cuts,
restructuring).
· A
short verbal progress update on implementation of the recommendations from the 2023 State of the City: Benchmarking Tāmaki Makaurau Auckland’s international performance
report.
4. The TAU presentation will be attached to the meeting minutes.

Purpose of the report
1. To whiwhi / receive an update from Watercare on their performance
for the 2023/2024 financial year and future outlook.

2. CCOs and POAL attendance at CCO Direction and Oversight committee
meetings is being rotated, with attendance by each entity on a rolling basis.
This allows more time for in-depth and up to date performance discussion.
3. Watercare representatives will be in attendance to present on their
performance for the 2023/2024 financial year and future outlook and answer any
questions. This will include an update on the Central Interceptor project,
Waikato District Council contract, Ōrākei Main Sewer, and seasonal water
supply.
4. The Watercare presentation will be attached to the meeting minutes.

forecast financial statements

Purpose of the report
1. To
amend the 2023-2026 Eke Panuku, Tātaki, and Watercare Statements of Intent
(SOIs) to include forecast financial statements.

Executive summary
2. In
2019, an amendment to the Local Government Act 2002 (the Act) required
additional financial information to be included in the SOI of
council-controlled organisations (CCOs). In addition to the forecast
income statement, SOI should include a balance sheet, statement of cash flow,
and statement of movements in equity.
3. The
CCO Direction and Oversight Committee approved the Eke Panuku, Tātaki, and
Watercare 2023-2026 SOIs in August last year [CDOCC/2023/31].
Audit New Zealand’s auditors raised the issue of non-compliance in
late-2023 for Eke Panuku and Tātaki.
4. For
consistency, a group approach has been adopted to ensure they are not in breach
of the Act. The Transport and Infrastructure Committee last month approved
amendments to the Auckland Transport 2023-2026 SOI to include the
abovementioned financial statements [TICCC/2024/13].
5. The
Board of Eke Panuku has approved the required amendments to the Eke Panuku SOI,
provided as Attachment A (refer pages 36-43).
6. The
Board of Tātaki has approved the required amendments to the Tātaki
SOI, provided as Attachment B (refer pages 1-8, only the amendment has been
provided).
7. The
Board of Watercare has approved the required amendments to the Watercare SOI,
provided as Attachment C (refer pages 26-33).
8. These
modifications do not make any substantive change to the SOI. Approval of these
modifications is recommended to comply with the requirements of the Act.
