8 Ngā Tono Whakaaturanga | Deputations
Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Waitematā Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.
9 Te Matapaki Tūmatanui | Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of five minutes per speaker is allowed, following which there may be questions from members.
10 Ngā Pakihi Autaia | Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

1. To provide Waitematā and Gulf Ward Councillor Mike Lee with an opportunity to update the Waitematā Local Board on Governing Body issues.

3. Waitematā Local Board’s Standing Orders clauses 5.1.1 and 5.1.2 provide provision in the local board meeting for Governing Body members to update their local board counterparts on regional matters of interest to the local board, or on any Council business matter the Governing Body member wishes to raise with the local board.

That the Waitematā Local Board:
a) receive the verbal update from Waitematā and Gulf Ward Councillor, Mike Lee, for April 2024.

1. In accordance with Waitematā Local Board Standing Order - 2.5 Notices of motion, Member Sarah Trotman has submitted a notice of motion with regards to initiating open workshops by way of public online attendance for the Waitematā Local Board.
2. The notice and executive summary noting Deputy Chair Greg Moyle as seconder is appended as Attachment A.
That the Waitematā Local Board:
a) acknowledge the Ombudsman's call for Councils to open Workshops to reduce the perception that decisions are made behind closed doors.
b) acknowledge that some other Local Boards, including Devonport - Takapuna, Kaipatiki, Hibiscus and Bays, and Waitakere Ranges have open Workshops.
c) confirm its commitment to transparency of issues, and their associated processes, that come before it at Workshops.
d) open all Waitematā Local Board Workshops for public attendance online, except when a matter is confidential.
e) inform the public that the purpose of Open Workshops is for transparency only, that the Business Meetings remain the forum for Local Board Members to hear from the public. While the chat function online will be enabled, the public are advised it is for use by Local Board Members only. Any use of the online chat function, by a member of the public will result in that person being excluded from the rest of the Workshop.
f) make available, on the Waitematā Local Board webpage, all Workshop documentation, except when it is confidential under LGOIMA.

Purpose of the report
1. To present the Waitematā Local Board with the updated Hōtaka Kaupapa/governance forward work calendar.

2. This report contains the Hōtaka Kaupapa, a schedule of items that will come before the Waitematā Local Board at business meetings and workshops over the coming months.
3. The Hōtaka Kaupapa for the local board is included in Attachment A to the agenda report.
4. The calendar aims to support local boards’ governance role by:
· ensuring advice on agendas and workshop material is driven by local board priorities;
· clarifying what advice is required and when;
· clarifying the rationale for reports.
5. The schedule will be updated every month. Each update will be reported back to business meetings and distributed to relevant council staff. It is recognised that at times items will arise that are not programmed.
