Resolution number WTM/2024/55 MOVED by Member S Trotman, seconded by Deputy Chairperson G Moyle: That the Waitematā Local Board: a) acknowledge the Ombudsman's call for Councils to open Workshops to reduce the perception that decisions are made behind closed doors. b) acknowledge that some other Local Boards, including Devonport - Takapuna, Kaipatiki, Hibiscus and Bays, Waitakere Ranges and Rodney have Open Workshops. c) confirm its commitment to transparency of issues, and their associated processes, that come before it at workshops. d) open all Waitematā Local Board Workshops for public attendance online, except when a matter is confidential. e) request staff to ensure the purpose of a workshop item is clear: whether it be to inform, or to guide members in their decision-making, and to note when the decision will come to a board Business Meeting. f) inform the public that the purpose of Open Workshops is for transparency only, that the Business Meetings remain the forum for Local Board Members to hear from the public. While the chat function online will be enabled, the public are advised it is for use by Local Board Members only. Any use of the online chat function, by a member of the public will result in that person being excluded from the rest of the Workshop. g) make available, on the Waitematā Local Board webpage, all Workshop documentation and presentations, except when it is confidential under the Local Government Official Information and Meetings Act 1987. Do this immediately after the Workshop, further, upload the backlog of the workshop papers. h) record the Open Workshops and upload them on the Waitematā Local Board page. i) review the process after 6 months and make changes if required including potentially opening the Workshops in person. j) note that the Waitematā Local Board will make the best efforts to ensure that all staff attending in open Workshops are supported. A division was called for, voting on which was as follows:

MOVED by Deputy Chairperson G Moyle, seconded by Member A Matson: That the Waitematā Local Board: a) receive the report, but express disappointment at the late receipt of the report, about the proposed delivery of key transport and streetscape outcomes in Downton West, including the proposed removal of the flyover and associated street, network and bus facility upgrades to Lower Hobson St, Customs St West and Sturdee St. b) note the importance of engaging with stakeholders such as Heart of the City, City Centre Resident's Group throughout the process. |

MOVED by Member R Northey, seconded by Member A Bonham, an amendment to the original motion as follows: That the Waitematā Local Board: a) receive the report, but express disappointment at the late receipt of the report, about the proposed delivery of key transport and streetscape outcomes in Downtown West, including the proposed removal of the flyover and associated street, network and bus facility upgrades to Lower Hobson St, Customs St West and Sturdee St. b) note that funding for this package of works is included within the draft LTP. c) note that detailed design will come back to the local board, including the layout and operation of the proposed bus facilities, changes to the local street network and urban design and heritage opportunities. d) note the community aspiration for high public realm outcomes and recommend that funding towards the design of further urban realm enhancements to the Sturdee Street public space is considered within this Long-Term Plan process. e) endorse the removal of the flyover i) support the proposal in the bus plan that the Downtown West area become a transport hub, but not a large scale or dominant bus layover area ii) ensure there is adequate communication for nearby carparking where available iii) note the alternative routes for traffic that currently use the flyover are provided for in the plan and that it is important to ensure that traffic flows freely iv) note the importance of engaging with stakeholders such as Heart of the City, City Centre Resident's Group throughout the process.
