Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-

Manurewa Local Grant Round Three and Multi-Board Grant Round Two 2023/2024 Grants Allocations

Purpose of the report
1. To fund, part-fund or decline applications for Manurewa Local Grant Round Three and Multi-board Grant Round Two 2023/2024.

Executive summary
2. This report presents applications received in Manurewa Local Grant Round Two in Attachment A and Multi-Board Grant Round Three in Attachment B.
3. The Manurewa Local Board adopted the Manurewa Local Board Grants Programme 2023/2024 presented as Attachment C. The document sets application guidelines for contestable community grants submitted to the local board.
4. The Manurewa Local Board set a total community grants budget of $209,182 for the 2023/2024 financial year.
· A total of $1,810 was refunded from application LG2310-133 due to project partially cancelled and reallocated to 2023/2024 Community Grants round.
· A total of $2,000 was refunded from application LG2110-422 due to project cancellation and reallocated to 2023/2024 Community Grants round.
· A total of $66,368 was reallocated from Community Grants Manurewa to undertake the new work programme activity line item ‘Full Facilities Contracts Park Bins Top-up’.
· A total of $49,138.44 was allocated to 2023/2024 Manurewa Local Grant Round One and Multi-board Round One.
· A total of $32,148.96 was allocated to 2023/2024 Manurewa Local Grant Round Two.
· A total of $4,410.11 was refunded from application MB2021-236 and LG2010-227 due to project full/part cancellation.
· A total of $2,000 refunded from application YG2410-121, applicant decided not to attend the funded programme.
· A total of $1,389.51 was refunded from application LG2110-436, part of project did not take place due to Covid.
· A total of $897.67 was refunded from application LG2310-418 due to project underspent.
· A total of $10,000.00 was refunded from application LG2110-214, project has not taken place due to various reasons and applicant will reapply once further project plan is obtained.
· A toral of $1,775.64 was refunded from Manurewa Hospitality because project did not cost as much as budgeted.
· A total of $3,000 was refunded from The Operating Theatre Trust trading as Tim Bray Theatre Company due to major delay on the project.
This will take the remaining of community grant budget to $88,809.53 for remaining two Local Grant Rounds and one Multi-Board Grant Round.
5. A total of thirty-eight applications were received from Manurewa Local Grant Round Three, requesting a total amount of $202,369.42, and a total of twenty-four applications were received from Multi-Board Round Two, requesting a total amount of $103,622.00.
6. The total amount requested through 2023/2024 Manurewa Local Grant Round Three and Multi-Board Grant Round Two is $305,991.42.

7. The local board allocates grants to groups and organisations delivering projects, activities and services that benefit Aucklanders and contribute to the vision of being a world class city.
8. The Auckland Council Community Grants Policy supports each local board to adopt a grants programme. The local board grants programme sets out:
· local board priorities
· exclusions
· grant types, the number of grant rounds and when these will open and close
· any additional accountability requirements.
9. The Manurewa Local Board adopted the Grants Programme for 2023/2024 provided as Attachment C. The document sets application guidelines for contestable community grants submitted to the local board.
10. The community grant programmes have been extensively advertised through the council grants webpage, local board webpages, local board e-newsletters, Facebook pages, council publications, radio, and community networks.
11. The Manurewa Local Board set a total community grants budget of $209,182 for the 2023/2024 financial year.

Analysis and advice
12. The aim of the local board grant programme is to deliver projects and activities which align with the outcomes identified in the local board plan. All applications have been assessed utilising the Community Grants Policy and the local board grant programme criteria. The eligibility of each application is identified in the report recommendations.

Climate impact statement
13. The local board grants programme aims to respond to Auckland Council’s commitment to address climate change by providing grants to individuals and groups for projects that support and enable community climate action.
14. Community climate action involves reducing or responding to climate change by local residents in a locally relevant way. Local board grants can contribute to expanding climate action by supporting projects that reduce carbon emissions and increase community resilience to climate impacts. Examples of projects include local food production and food waste reduction; increasing access to single-occupancy transport options, home energy efficiency and community renewable energy generation; local tree planting and streamside revegetation; and educating about sustainable lifestyle choices that reduce carbon footprints.

15. Based on the main focus of an application, a subject matter expert from the relevant department will provide input and advice. Applications are mainly catergorised as arts, community, events, sport and recreation, environment, or heritage.
16. The grants programme has no identified impacts on council-controlled organisations and therefore their views are not required.

17. Local boards are responsible for the decision-making and allocation of local board community grants. The Manurewa Local Board is required to fund, part-fund or decline these grant applications against the local board priorities identified in the local board grant programme.
18. Staff will provide feedback to unsuccessful grant applicants about why they have been declined to increase their chances of success next time.

19. The local board grants programme aims to respond to Auckland Council’s commitment to improving Māori wellbeing by providing grants to individuals and groups who deliver positive outcomes for Māori. Auckland Council’s Ngā Mātārae department has provided input and support towards the development of the community grant processes.

6. The Community Grants Policy supports each local board to review and adopt its own local grants programme for the following financial year. The local board grants programme guides community groups and individuals when making applications to the local board.
7. The local board community grants programme includes:
· outcomes as identified in the local board plan
· specific local board grant priorities
· the types of grants, the number of grant rounds, and opening and closing dates
· any additional criteria or exclusions that will apply
· other factors the local board consider to be significant to its decision-making.
8. Once the local board grants programme 2024/2025 has been adopted, the types of grants, grant rounds, criteria, and eligibility with be advertised through an integrated communication and marketing approach which includes utilising the local board channels.

The new Manurewa Grants Programme has been workshopped with the local board and the board’s feedback incorporated into the grants programme for 2024/2025.

1. To present to the Manurewa Local Board the three-month Hōtaka Kaupapa / Governance Forward Work Calendar.

Executive summary
2. The Hōtaka Kaupapa / Governance Forward Work Calendar is a schedule of items that will come before the local board at business meetings and workshops over the next three months. The Governance Forward Work Calendar for the Manurewa Local Board is included in Attachment A.
3. The calendar aims to support local boards’ governance role by:
i) ensuring advice on agendas and workshop material is driven by local board priorities
ii) clarifying what advice is required and when
iii) clarifying the rationale for reports.
4. The calendar will be updated every month, be included on the agenda for business meetings and distributed to relevant council staff. It is recognised that at times items will arise that are not programmed. Board members are welcome to discuss changes to the calendar.
5. The Hōtaka Kaupapa / Governance Forward Work Calendar is also shared with mana whenua iwi organisations, along with an invitation to contact the local board through Local Board Services Department in liaison with the Local Board Chair, should mana whenua representatives wish to attend a business meeting or workshop on particular subjects of interest.
