Resolution number WTK/2024/38 MOVED by Member M Allen, seconded by Member L Manley: That the Waitākere Ranges Local Board: a) tono / request staff to investigate the recommendations and requests identified in the Waitākere Ranges Resilience Planning report and report back to the local board at a future workshop. The recommendations are as follows: i) encourage communities to include one another in their communications and planning Te Henga ii) coordinate a bulk purchase of radio communications equipment to be made and distributed to all the Waitākere Ranges communities for emergency use iii) assist in identifying funding or support for installing taps on water tanks to ensure access during power outages and enable fire service connectivity for firefighting purposes. Consider extending this initiative to other communities. Anawhata iv) provide local board funding for community resilience initiatives, such as organising community BBQs to foster connections v) support to secure funding for researching and updating the community emergency response plan. Piha vi) assist in sourcing funding for implementing radio telephones as a backup communication option during telecommunication network failures caused by storms. Karekare vii) support efforts to identify funding for providing satellite phones and other essential resources as requested by the community viii) advocate for and facilitate a relationship between Auckland Emergency Management (AEM) and West Coast Resilience Groups ix) provide resources and support for establishing a West Auckland disaster response and recovery network, involving relevant support agencies in the area x) offer free printing and support for updating and disseminating Karekare's Resilience Plan as needed xi) support the development of a community resilience advisory board in West Auckland. Henderson Valley xii) advocate to supply generators for mobile charging and basic amenities during crisis events xiii) collaborate with Auckland Emergency Management (AEM) to develop a system for the community to indicate critical situations, especially regarding areas inaccessible to fire services. xiv) support community-led stream clean-up efforts, particularly addressing log blockages that require specialized equipment and disposal to prevent future flooding xv) support the reinstatement of the community noticeboard at the corner of Mountain Road and Ōpanuku Road xvi) establish an emergency and resilience reference group for West Auckland xvii) facilitate relations between community resilience groups and Auckland Emergency Management (AEM) through the Community Broker xviii) maintain a focus on resilience planning at the local board level. Oratia xix) develop a strategic resource allocation plan for emergency deployments across the Waitākere area xx) support the establishment of a single point of contact for Waitākere-based emergency coordination, complementing the council's resilience role xxi) convene a citizens' assembly to define community concerns and collaboratively develop integrated resilience plans for West Auckland xxii) clarify available resources for communities, including radios and toolboxes, in partnership with Auckland Council. Waiatarua xxiii) ensure equitable communication with all communities, providing notifications and information beyond online platforms xxiv) provide printing support for forthcoming resilience guides. Glen Eden xxv) support community resilience initiatives to connect residents with existing resources, foster local networks, and enhance collaboration among community groups xxvi) actively support the formation of a resilience planning group in Glen Eden, providing resources for community leaders to develop emergency response and resilience plans, and facilitate communication efforts within the community. b) tono / request the Community Broker to provide an update report in April 2025 on progress. c) whakamihi / acknowledge the work done during the Anniversary Day and Cyclone Gabrielle events. d) whakamihi / thank the contributing groups for their input into this plan. e) whakamihi / acknowledge the work of Lisa Howard-Smith, Community Broker and Community Think to sensitively gather the community contributions into this report. |
