Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manukau Harbour Forum. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

To enable an opportunity for Natia Tucker, Simon Marshall and Jonny Bannister from Coastguard New Zealand,Tautiaki Moana to present to the Manukau Harbour Forum under Deputation. Whakarāpopototanga matua Executive summary 2. Coastguard New Zealand,Tautiaki Moana, is a volunteer led organisation with an aim of saving lives on the water. 3. The organisation will outline some of the unique challenges it faces operating on the moana, as well as the community engagement/education work it is undertaking to reduce the high drowning rates that occurs in the harbour.

9 Te Matapaki Tūmatanui | Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of three minutes per speaker is allowed, following which there may be questions from members.
10 Ngā Pakihi Autaia | Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

1. Welcome and Chair’s Update
The Chair welcomed members in person and online. The Chair expressed to members and those in attendance sadness with the recent passing of Fa'anana Efeso Collins members and those in attendance also expressed their sadness.
2. Work Programme update and 2023/2024 development discussion
Donna Carter – Healthy Waters Specialist, Sophia Olo-Whaanga, Manukau Harbour Forum Coordinator, Kartik Bhat, Relationship Advisor, Cate Jessep, Sustainable Schools Advisor Glenn Boyd - Local Area Manager
Discussion on the presentation of the work programme. The Manukau Harbour Forum Co-ordinator also gave an update on her work.
A presentation was given by Karen a Papatoetoe High School Student who was part of the Young leaders programme. Karen presented on her project the topic was the Long Fin Eel. A goal of her project is to bring Eels back into the stream. A plan for her project in 2024 is for a Pest Plan Removal around the stream and to plant natives.
3. Achieving Better Environmental Outcomes for the Manukau Harbour
Georgi Hart – Principal Analysist NES, Auckland Plan Strategy and Research, Dave Allen, Manager Natural Environment Strategy, Auckland Plan Strategy and Research
Presented on their project provided an update following the November 2023 meeting and a timeline for 2024. At the April 2024 workshop the team will discuss the outcomes from the workshop with the Planning, Environment and Parks Committee (PEP). A report will go to the June 2024 meting.
4. Local Board Plan – local boards references to Manukau
Standing order recommendation – given forum meets four times a year
