That the Franklin Local Board:

a)    acknowledge the passing of Dave Roberts, who made a significant contribution to the Bombay community as a Bombay Lions Member from the 1980's until 2020, a Bombay War Memorial Trust Trustee, a Bombay Community Group Trustee and the Bombay 150th Anniversary Committee. He served as a volunteer supporting the Bombay School’s Calf Club, the Bombay Farm run, the Bombay ANZAC Service and Bombay Rugby Club.

 

The Franklin Local Board extends posthumous thanks to Dave for his service to the local community and extends condolences to his family and the Bombay community.

Auckland Transport bi-monthly report to the Franklin Local Board - April 2024

MOVED by Deputy Chairperson A Cole, seconded by Member L Soole:  

That the Franklin Local Board:

a)       whiwhi / receive the April 2024 report from Auckland Transport

b)tono / request that Auckland Transport staff schedule a workshop with the board to provide advice on the Auckland Transport response to the Beachlands South Plan change (Plan Change 88) and options for Local Board advocacy, noting that the approval of this plan change will have significant impact on transport services and the roading network in the Whitford, Beachlands and Maraetai areas

c)       tono / request an update on, and timeline for, completion of the proposed parking plan for the Pukekohe Town Centre, with options available to the board to accelerate completion, noting that this work is needed to enable the outcomes of the Unlock Pukekohe (Pukekohe Town Centre regeneration) programme

d)tono / request that AT schedule a workshop to discuss streetlight management in the context of failures in the Pukekohe Sub-division. This workshop should explain the roles and responsibilities of Auckland Transport and energy providers in addressing streetlight failures or improvements, service levels that should be anticipated by the community and board and the process for escalating issues where service levels are not met.

Approval of concept design for new neighbourhood park at Ray Fausett Reserve, Pukekohe

That the Franklin Local Board:

a)      whakaae / approve the concept design for the new neighbourhood park at Ray Fausett Reserve as per Attachment A of the agenda report and request staff to progress the project to construction.

Future of the residential building and associated assets located at 6 North Road, North Road Reserve, Clevedon

That the Franklin Local Board:

a)   whakaae / approve removal of the residential house, garage and associated assets at 6 North Road and the reinstatement of the area into lawn

b)   tuhi ā-taipitopito / note that following removal of the residential property, garage and associated assets at 6 North Road:

i)       the assets will be removed from council’s asset database

ii)      local renewals budget would not be able to be used to replace the asset or the service provided, under council’s financial policies and guidelines

iii)     reinstatement of the asset will require new development funding.

Local Board Views on Proposed Plan Change 96 - Open Space and Other Rezoning Matters (2024)

That the Franklin Local Board:

a)         whakatārewa / defer the opportunity to provide local board views on Proposed Plan Change 96 – Open Space and Other Rezoning Matters (2024)  until this proposal can be discussed with the board, noting that the board has questions on the proposal not detailed in the report

b)         tono / request that staff schedule this workshop to enable the board to resolve views in sufficient time for these to be considered at any plan change hearing.

Review of the allocation table recording the allocation of decision-making responsibility for non-regulatory activities

That the Franklin Local Board:

a)      whakarite / provide the following input into the current review of the allocation table, recording the allocation of decision-making responsibility for non-regulatory activities:

i)           tuhi ā-taipitopito / note that there are no substantive changes proposed to the allocation of decision-making for non-regulatory activities

ii)          tuhi ā-taipitopito / note that work is underway to consider whether, from a policy perspective, local boards should be able to make both the acquisition and disposal decision as part of land exchanges and this will be considered through the next annual review of the allocation table or through the local board delegation protocols, which are due to be reviewed later this year

iii)        tuhi ā-taipitopito / note that the updated process for decision-making of stormwater activities will be reviewed with local boards in six months’ time and any issues arising will be considered through the next annual review of the allocation table or through the local board delegation protocols, which are due to be reviewed later this year

iv)        tono / request that the Governing Body direct staff to investigate further whether, from a policy perspective, local boards should be able to make decisions on stormwater activities, or aspects of them

v)      subject to receiving further advice from the review on the allocation of stormwater activities, agree a preliminary position that stormwater activities on open space that is governed by local boards should be allocated to local boards

vi)     reiterate to staff and the Governing Body of the board’s continued advocacy that local boards should be allocated greater decision making on:

A.   the location, acquisition and development  (eg playgrounds) of open    space in local board areas

B.   non-service properties within local board areas

C.   the management and funding of ‘regional’ parks located in local board    areas

vii)          recommend that the Allocation of Decision making for non-regulatory activities be updated to explicitly reference the role and responsibilities of local board versus the Governing Body with respect to local pools i.e. that the Local Board is responsible for setting and funding local service levels irrespective of the delivery model (internally managed or managed via contract), and regardless of a pool’s place in the network. Regional minimum service levels for pools services should be prescribed to provide a baseline that is equitable across the region. The board notes that staff are proposing significant changes to Pool service delivery without adequate local direction in terms of service levels. A correction to the allocation table is needed urgently to ensure that the network approach also delivers equitable outcomes and where possible service improvements in line with local priorities.
