Chairperson I Fordham opened the meeting and welcomed everyone in attendance.
Deputy Chairperson P O’Shea led the hui in a karakia.

Chairperson I Fordham declared an interest in respect to the local grant applications of Windy Hill - Rosalie Bay Catchment Trust and Ngāti Rehua Ngātiwai ki Aotea Trust for the Ahu Moana project at item 12 - Aotea / Great Barrier Local and Capital Grants Round Two 2023/2024 grant allocations.
Member C Ollivier declared an interest in respect to the capital grant application of Motu Kaikoura Trust Board at item 12 - Aotea / Great Barrier Local and Capital Grants Round Two 2023/2024 grant allocations.
Member N Sanderson declared an interest in respect to the capital grant application of Kaitoke School at item 12 - Aotea / Great Barrier Local and Capital Grants Round Two 2023/2024 grant allocations.

Review of the allocation table recording the allocation of decision-making responsibility for non-regulatory activities |

Resolution number GBI/2024/40 MOVED by Chairperson I Fordham, seconded by Member C Ollivier: That the Aotea / Great Barrier Local Board: a) provide the following input into the current review of the allocation table, recording the allocation of decision-making responsibility for non-regulatory activities: i. note that there are no substantive changes proposed to the allocation of decision-making for non-regulatory activities. ii. note that work is underway to consider whether, from a policy perspective, local boards should be able to make both the acquisition and disposal decision as part of land exchanges and this will be considered through the next annual review of the allocation table or through the local board delegation protocols, which are due to be reviewed later this year; and that budgeting implications should also be considered. iii. request increased decision making and oversight in the investigation and acquisition of a multi-use site for waste and septage to allow remediation of the closed Claris landfill site. iv. note that the updated process for decision-making of stormwater activities will be reviewed with local boards in six months’ time and any issues arising will be considered through the next annual review of the allocation table or through the local board delegation protocols, which are due to be reviewed later this year. v. request that the Governing Body direct staff to investigate further whether, from a policy perspective, local boards should be able to make decisions on stormwater activities, or aspects of them.
