The Chairperson gave an overview of the voting systems and requested a mover and a seconder.

That the Aotea / Great Barrier Local Board:

a)          whakaae / agree to utilise System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002 to elect its deputy chairperson.

The Chairperson called for nominations for the position of Deputy Chairperson.

 

Member N Sanderson nominated Member C Ollivier for the Deputy Chairperson role. Member L Caine seconded the nomination.

That the Aotea / Great Barrier Local Board:

b)         elect Member C Ollivier to serve Aotea / Great Barrier Local Board as Deputy Chairperson for the remainder of the 2022 – 2025 electoral term.

Review of the allocation table recording the allocation of decision-making responsibility for non-regulatory activities

MOVED by Chairperson I Fordham, seconded by Member C Ollivier:  

That the Aotea / Great Barrier Local Board:

a)          provide the following input into the current review of the allocation table, recording the allocation of decision-making responsibility for non-regulatory activities:

i.      note that there are no substantive changes proposed to the allocation of decision-making for non-regulatory activities.

ii.     note that work is underway to consider whether, from a policy perspective, local boards should be able to make both the acquisition and disposal decision as part of land exchanges and this will be considered through the next annual review of the allocation table or through the local board delegation protocols, which are due to be reviewed later this year; and that budgeting implications should also be considered.

iii.   request increased decision making and oversight in the investigation and acquisition of a multi-use site for waste and septage to allow remediation of the closed Claris landfill site.

iv.   note that the updated process for decision-making of stormwater activities will be reviewed with local boards in six months’ time and any issues arising will be considered through the next annual review of the allocation table or through the local board delegation protocols, which are due to be reviewed later this year.

v.     request that the Governing Body direct staff to investigate further whether, from a policy perspective, local boards should be able to make decisions on stormwater activities, or aspects of them.
