Resolution number HB/2024/36 MOVED by Deputy Chairperson J Parfitt, seconded by Member G Walden: That the Hibiscus and Bays Local Board: a) kohuki / consider an extraordinary item “Long-term Plan 2024-2034: local board consultation feedback and input” at Item 20 – Consideration of Extraordinary Items of this agenda, noting: i) the reason the matter was not on the agenda is because the final consultation data was not available in time to meet statutory deadlines, and ii) the local board is required to make recommendations on local matters for the long term plan by 2 May 2024 to enable and support the Governing Body to make decisions on key items to be included in the long term plan on 16 May 2024. The local board’s business meeting of 23 April is the only meeting scheduled before that date. |

Resolution number HB/2024/37 MOVED by Deputy Chairperson J Parfitt, seconded by Member V Short: That the Hibiscus and Bays Local Board: a) whakaae / approve the detailed design for comprehensive renewal including a mezzanine floor at Ōrewa Library located at 12 Moana Avenue, Ōrewa as per attachment A of the agenda report and request staff to progress the project to construction b) whakaae / approve the additional $1,800,000 to deliver the full scope of the comprehensive renewal project at Ōrewa Library and request staff to establish a physical work contract c) tuhi ā-taipitopito / note that the 2024/2025 work programme is not yet adopted, and the physical work contract is planned to be entered into before the adoption of the 2024/2025 Customer and Community Services CAPEX work programme thereby committing the budget allocation for the programme. |

Resolution number HB/2024/38 MOVED by Deputy Chairperson J Parfitt, seconded by Member L Willis: That the Hibiscus and Bays Local Board: a) whakaae / grant a new community lease to the Torbay Lawn Tennis Club Incorporated for an area comprising approximately 2472m2 located at R 33 Watea Road, Torbay on the land legally described as Lot 1 DP 64845 and Lot 1 DP 88189 (as per Attachment A to the agenda report – Site Map), subject to the following terms and conditions: i) term - 10 years, commencing 1 January 2025, with one 10-year right of renewal ii) rent – $1300.00 plus GST per annum iii) Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (as per Attachment B to the agenda report – Community Outcomes Plan). b) whakaae / approve all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012. |

Resolution number HB/2024/41 MOVED by Member J Law, seconded by Member G Walden: That the Hibiscus and Bays Local Board: a) tautoko / support the proposed Plan Change 96 – Open Space and Other Rezoning Matters (2024) to rezone 8-10 Link Crescent, Stanmore Bay from Open Space – Informal Recreation Zone to Open Space – Community Zone b) kopou / appoint members J Parfitt and G Walden to speak to the local board views at a hearing on Proposed Plan Change 96 – Open Space and Other Rezoning Matters (2024) c) tautapa / delegate authority to the chairperson of the Hibiscus and Bays Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the plan change hearing. |

Resolution number HB/2024/45 MOVED by Member G Walden, seconded by Deputy Chairperson J Parfitt: That the Hibiscus and Bays Local Board: a) whakarite / provide the following input into the current review of the allocation table, recording the allocation of decision-making responsibility for non-regulatory activities: i) express local board concerns that any process to utilise or occupy reserve land for stormwater purposes enables discussion and consideration of any impacts on the reserve and the community and takes into account the wider decision-making role of the local board ii) further clarification is needed on decision-making responsibilities for local community assets in regional parks for example: A) Vaughan Homestead, Long Bay Regional Park iii) note that further information is required to determine the definition of stormwater related activity. |

Resolution number HB/2024/46 MOVED by Chairperson G Brown, seconded by Member G Walden: That the Hibiscus and Bays Local Board: a) whiwhi / receive consultation feedback on the proposed Hibiscus and Bays Local Board priorities and activities for 2024/2025 and key advocacy initiatives for 2024-2034 b) whiwhi / receive consultation feedback on regional topics in the Long-term Plan 2024-2034 from people and organisations based in the Hibiscus and Bays Local Board area c) whakarite / provide input on regional topics in the proposed Long-term Plan 2024-2034 to the Governing Body as per Attachment B of this minutes item, including: i) North Harbour Stadium Proposal: support keeping the precinct as it is now and change the operational management of the stadium to ensure greater use by the community, noting the extensive community support for these two options ii) Bin removal: concerns with drop in service levels, for instance for waste collection and bins. d) tūtohu / recommend the following advocacy initiatives to the Governing Body for adoption in the 2024-2034 Long-term Plan: i) ensure the continued funding and support for the coastal projects along Ōrewa Beach ii) provide greater education and practical advice for landowners, renters or leaseholders, whose properties are at risk from the effects of climate change iii) fund the planned expansion of community recycling centres, especially those that will benefit the Hibiscus and Bays area iv) allocate sufficient funding to Auckland Transport to deliver the following projects within the currently expected timeframes: A) the Glenvar and East Coast Road improvements project B) Whangaparāoa Transport Interchange C) upgrades and reopening of Vaughans Road and Okura River Road. v) adopt the next steps identified in the 2022 local board-funded “Boat Launching Assessment’' and fund the Resilient Land and Coasts team to adopt the assessment through the Auckland region to address the optimisation of usage of existing publicly owned boat launching assets vi) move the budgets relating to the Ōrewa Holiday Park from the current regional budget to the relevant Hibiscus and Bays Local Board budget to align with the decision-making responsibilities of the local board for the holiday park (as per the local board resolution number HB/2024/31) vii) increase Reserve Contributions charges to the amount permissible under the Local Government Act (2002) in order for sufficient funding to be allocated for supporting infrastructure and recreation (as per the local board resolution number HB/2024/23). viii) allocate funding for redevelopment of surf lifesaving facilities across Auckland ix) request the retention of, and increased funding for, the Sport and Recreation Facilities Investment Fund. |
