Auckland Transport Update for the Papakura Local Board – April 2024 |

Resolution number PPK/2024/37 MOVED by Chairperson B Catchpole, seconded by Member F Auva'a: That the Papakura Local Board: Bayvista Drive a) tono / request Auckland Transport urgently calculate the traffic volumes and speeds through the Bayvista Drive / Ngakoro Road / Park Estate Road route and work with the developer to present options including signage to the board to reduce these volumes and speeds until the additional planned roads are delivered b) tono / request Auckland Transport organise a meeting for Bayvista Drive residents, and include the Papakura Local Board, Fletchers and ward councillors, to enable residents to understand the options, challenges and limitations of managing traffic in the area Wayfinding Signage c) tuhi ā-taipitopito / note that the local board allocated $40,000 towards wayfinding signage from the Southern Pathway to the Papakura Town Centre in November 2023 (PPK/2023/192) d) tono / request Auckland Transport work with New Zealand Transport Agency (NZTA) to deliver wayfinding signage from the Southern Pathway (which connects from Takanini to Karaka alongside the southern motorway) to the Papakura town centre so that the Local Board Capital Transport Fund contribution does not exceed $10,000 e) tono / request Auckland Transport to provide advice and alternative options for the reallocation of the remaining $30,000 Local Board Capital Transport Fund originally allocated to Wayfinding signage f) tuhi ā-taipitopito / note Auckland Transport’s advice not supporting any wayfinding signage to connect the Papakura train station to the Hunua Traverse in Clevedon due to safety concerns for cyclists g) tono / request Auckland Transport provide further information on its safety concerns in relation to cyclists using the roads between the Papakura Train Station and Clevedon, and options to address these Waihoehoe Road / Tui Street h) tono / request Auckland Transport convey to New Zealand Transport Agency (NZTA) that the Papakura Local Board requires a covered pathway over the path from the Drury Domain Great South Road carpark to the Drury Domain clubroom (meeting Crime Prevention Through Urban Design standards) to be provided as part of the realignment project of the Waihoehoe Road / Tui Street project in Drury i) tono / request Auckland Transport convey to New Zealand Transport Agency (NZTA) that the Papakura Local Board requires any impact on the Drury Domain playing field and playground while work is being done to be mitigated, and that any reinstatement work required meets Parks and Community Facility standards j) tono / request Auckland Transport convey to New Zealand Transport Agency (NZTA) that the Papakura Local Board requires that if a playing field is out of action due to the works, that NZTA provides the clubs with alternative options, fully funded by NZTA, to lessen the impact on sports teams’ usage for home games and practice requirements k) tono / request Auckland Transport convey to New Zealand Transport Agency (NZTA) that the Papakura Local Board requires an independent heritage assessment on the historic “well” in Tui Street, Drury, to ensure the aquifers are protected from accidental contamination from the stormwater ponds Gurdwara Sikh Temple, Takanini l) tono / request that Auckland Transport investigate additional options for safety issues raised by trucks parking on the roadside by the Gurdwara Sikh Temple Takanini to the measures below that are about to be delivered: · no stopping advisory signage · additional broken yellow lines on the eastern side of Takanini School Road outside the Gurdwara Sikh Temple entrances and exits. · extending the current planned broken yellow lines m) whakamihi / thank Auckland Transport for undertaking additional monitoring and enforcement around the Gurdwara Sikh Temple Papakura Town Centre n) tuhi ā-taipitopito / note that apart from the “speed measures” project in the Papakura town centre, due to constrained budgets, there will be no further work on the Papakura town centre upgrade concept in the foreseeable future Clevedon Road Pedestrian Crossing o) tono / request that the raised pedestrian crossing on Clevedon Road be adjusted to a Swedish style crossing to minimise the noise impact from empty heavy trucks on the neighbouring community Manuroa Road p) tono / request that Auckland Transport, in conjunction with Healthy Waters, undertake works to remove the gobi blocks, install kerb and channelling, and complementary resurfacing of Manuroa Road. |

Resolution number PPK/2024/38 MOVED by Chairperson B Catchpole, seconded by Member G Hawkins: That the Papakura Local Board: a) tuhi ā-taipitopito / note that there are no substantive changes proposed to the allocation of decision-making for non-regulatory activities b) tuhi ā-taipitopito / note that work is underway to consider whether, from a policy perspective, local boards should be able to make both the acquisition and disposal decision as part of land exchanges and this will be considered through the next annual review of the allocation table or through the local board delegation protocols, which are due to be reviewed later this year c) tuhi ā-taipitopito / note that the updated process for decision-making of stormwater activities will be reviewed with local boards in six months’ time and any issues arising will be considered through the next annual review of the allocation table or through the local board delegation protocols, which are due to be reviewed later this year d) tono / request that the Governing Body direct staff to investigate further whether, from a policy perspective, local boards should be able to make decisions on stormwater activities, or aspects of them e) reiterates the board’s consistent position that local boards should have more significant decision making powers on a range of activities in local board areas and on assets governed by local boards, including in this instance stormwater activities f) advocates to the Governing Body that local boards should be allocated greater decision making on: i) the location, acquisition and development of open space in local board areas ii) non-service properties within local board areas. g) support the Franklin Local Board advocacy for the management and funding of “regional” parks located in local board areas. |

Resolution number PPK/2024/39 MOVED by Chairperson B Catchpole, seconded by Member A Webster: That the Papakura Local Board: a) provide the following local board views on Proposed Plan Change 96 – Open Space and Other Rezoning Matters (2024): i) the local board agrees with the proposed plan change ii) the board does not agree with the Kāinga Ora submission request to change the zoning status of the following four sites to “Residential Mixed Housing Suburban” until the Local Board optimisation process has been fully progressed: · 133R Settlement Road · 11R Fulmen Place · 8R Redcrest Ave · 16R Redcrest Ave iii) it is noted that 11R Fulmen Place, 8R Redcrest Ave and 16R Redcrest Ave are not part of the Plan Change 96 – Open Space and Other Matters (2024). b) appoint Brent Catchpole (Chairperson) and Jan Robinson (Deputy Chairperson) to speak to the local board views at a hearing on Proposed Plan Change 96 – Open Space and Other Rezoning Matters (2024) c) delegate authority to the chairperson of the Papakura Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the plan change hearing. |
