Deputation - Waiheke Island Pony Club

 

Resolution number WHK/2024/33

MOVED by Chairperson C Handley, seconded by Deputy Chairperson K Matthews:  

That the Waiheke Local Board:

a)         thank the Waiheke Island Pony Club and its representatives for speaking to their rebuild plans on Te Huruhi Reserve to remediate fire damage and loss.

b)         in principal, grant land-owner approval for the Club Room and Tack Shed rebuilds as these are like-for-like structures.

c)         request council staff to facilitate the land-owner approval process for all of the proposed development by the Waiheke Island Pony Club as soon as possible.

d)         encourage council staff to accelerate the lease process and thank council staff for already initiating the process.

a)         approve the Chairperson’s report to be considered under extraordinary business item 22 as this was inadvertently missed off the agenda.

Notice of Motion - Member P Walden - Ombudsman's report on workshops

 

MOVED by Member P Walden, seconded by Deputy Chairperson K Matthews:  

That the Waiheke Local Board:

a)         receive the Notice of Motion.

b)         receive the Ombudsman’s report dated October 2023 and titled “Open for business”.

c)         resolve to:

i)          adopt a principle of openness by default for all Waiheke Local Board workshops (and briefings, hui, forums etc.), including a commitment to record a clear basis for closure where justified, on a case-by-case basis.

ii)         make sure the time, dates, venues, and subject matter, of all workshops are publicised in advance, along with rationale for closing them where applicable.

iii)        request the Chief Executive;

A)        review practice and internal guidance for keeping records of workshop proceedings, ensuring they contribute to a clear audit trail of the workshop, including details of information presented, relevant debate, and consideration of options.

B)        publish workshop records on the council’s website as soon as practicable after the event.

C)        formalise a process for considering release of information from closed workshops.

D)        consider adding the message that members of the public are able to make a complaint to the Ombudsman about the administration of workshops on a relevant section of the council’s website pertaining to the Waiheke Local Board.

Auckland Council’s Quarterly Performance Report: Waiheke Local Board for quarter three 2023/2024

MOVED by Chairperson C Handley, seconded by Deputy Chairperson K Matthews:  

That the Waiheke Local Board:

a)      receive the performance report for quarter three ending 31 March 2024.

b)      approve funding of $1,295.00 from the Waiheke Local Board Community and business emergency response plans and resilience programme (LDI budget) for Member R Tucker to attend the LGNZ Community Board conference in August.

c)      note work programme ID 3978 – “Community and business emergency response plans and resilience programme” should be updated to Red status due to delays to implement the Emergency Response co-ordinator position, and request the $20,000.00 for this position be carried forward to FY25 to ensure there is on-island support for emergency responses on Waiheke.

Waiheke Local Board Grants Programme 2024/2025

That the Waiheke Local Board:

a)         adopt the Waiheke Grants Programme 2024/2025 as per Attachment A.

 

b)         delegate the chairperson to work with staff to make any minor changes.

 

c)         add under Higher Priorities category: “funding which addresses socioeconomic inequity and provides opportunity for those not able to participate without funding support.”

That the Waiheke Local Board:

a)      kopou / appoint Deputy Chair K Matthews for staff consultations over landowner approval applications (excluding applications for filming and events) following discussion with board members.

b)      kopou / appoint Deputy Chair K Matthews as an alternate contact on resource consent matters and delegate authority to that member to:

i)     provide the local board views, if any, on whether a resource consent should proceed as a non-notified, limited notified or fully notified application;

ii)    prepare and provide local board’s views, if any, on notified resource consents and speak to those views at any hearings if required.
