Te Uru Tapu / Sacred Grove of Pōhutukawa at Takapuna Beach Reserve - approval of the amended developed design scope

MOVED by Chairperson T van Tonder, seconded by Member M Powell:  

That the Devonport-Takapuna Local Board:

a)   whakakore / revoke resolution DT/2021/181 on Te Uru Tapu / Sacred Grove of Pōhutukawa, within the Takapuna Beach Reserve

b)   whakaae / approve the developed design for Te Uru Tapu / Sacred Grove of Pōhutukawa, within the Takapuna Beach Reserve, as per Option 1b in Attachment A to the agenda report including the following:

i.    permanent closure and removal of the southern boardwalk at Te Uru Tapu / Sacred Grove of Pōhutukawa

ii.   retention of public access to the lookout

iii.  closure of the staircase entrances from the beach as well as the northern and southern access to the southern boardwalk

iv.  the reinstatement of the boundary, beside the private property, on the northwestern edge of Te Uru Tapu / Sacred Grove of Pōhutukawa; ensuring that any new fencing does not obstruct sightlines to the grove.

v.   removal of invasive plant species and refresh understory planting in Te Uru Tapu / Sacred Grove of Pōhutukawa with native species

c)   whakaae / approve naturalisation of the path north of the site and installation of educational elements to highlight the cultural heritage and significance of the wāhi tapu / sacred site at Te Uru Tapu / Sacred Grove of Pōhutukawa

d)   whakaae / approve an investigation of improvements to the stormwater outlet on the southern edge of Te Uru Tapu / Sacred Grove of Pōhutukawa

e)   whakaae / approve an investigation of a small extension to the existing seawall between the lookout and the Promenade.

f)   tono / request staff investigate an extension of the stairs from the public look out to the beach, or alternative beach access from the lookout.

g)   tono / request staff investigate high tide passage options at the base of the seawall.

h)   tono / request staff come back to the Local Board with options and costings of f) & g) for potential inclusion in the project.

i)    tono / request staff engage with mana whenua representatives on implementation of the design and to provide input into any further design work and separately engage with representatives of key community stakeholders on implementation of the restoration plan and to provide input on any further restoration work.

j)    tuhi / note that plain tree props may be required on advice from an arborist to manage large tree limbs settling safely and it is intended that tree props and bracing will be discussed during the next phase of the project, noting the prior views of mana whenua on use of tree props.

That the Devonport-Takapuna Local Board:

a)           whai / adopt the Devonport-Takapuna Ethnic Communities Plan 2024-2029

b)          tautapa / delegate authority to the chairperson of the Devonport-Takapuna Local Board to approve any minor edits that may be necessary to the Ethnic Communities Plan prior to publication.

c)           give thanks to both Hearts & Minds and The Asian Network Incorporated for their commitment to this project and the completion of this plan.

Devonport-Takapuna Board Grants Programme 2024/2025

 

Resolution number DT/2024/91

MOVED by Chairperson T van Tonder, seconded by Member G Wood:  

That the Devonport-Takapuna Local Board:

a)           whai / adopt the Devonport-Takapuna Grants Programme 2024/2025 subject to the following changes:

i)             Lower priority: to amend 5th bullet point to read ‘Community Events that have commercial sponsorship.”

ii)           Exclusions: remove final bullet point, ‘events that have commercial promotion for financial gain”

iii)         Higher priority: to add an additional bullet point ‘projects, events and activities that are contained in Devonport-Takapuna Local Board strategic documents and centre plans.

iv)         Amend typographical error in lower priorities second bullet point to read, ‘… groups and/or activities taking place outside the local board area, unless the applicant can clearly demonstrate the benefit to local board residents.’

Local board feedback on the draft Mahere Hukihuki mo te Whakahaeretanga me te Whakaitinga o te Para / Waste Management and Minimisation Plan 2024

 

Resolution number DT/2024/92

MOVED by Member G Wood, seconded by Member M Powell:  

That the Devonport-Takapuna Local Board:

a)           support the direction of the draft Waste Management and Minimisation Plan 2024, including the Hauraki Gulf Islands Waste Plan 2024.

b)           note that feedback from the Devonport Takapuna Local Board area was evenly split on the issue of fortnightly waste collections.

c)           request that any savings that are achieved through moving to a fortnightly rubbish collected are passed on to the household ensuring that households are not doubly penalised with a lesser service for a higher cost.

d)           request that the cost of changing household bin sizes is waived during the initial transition phase.

e)           express concern regarding the rising cost of waste management on households and request council to explore options for mitigating rising costs.

f)            support additional funding for waste minimisation education and marketing campaigns aimed at reducing waste

g)           support Auckland Council advocating to reform the Litter Act 1979 to ensure Local Authorities are able to enforce fly tipping and waste dumping.

h)           Request that biosolid waste is more appropriately addressed in the WWMP noting that the Puketutu Island Rehabilitation Project will be completed in the early 2030s, and there will need to be a new reuse solution to prevent the 200,000Tper year of organic waste (same quantity as food waste) from going to landfill.

Permanent changes to landowner approval process for filming activities

That the Devonport-Takapuna Local Board:

a)      whakaae / agree to permanently waive the requirement (in the Local Board Delegation Protocols) for staff consultation with the local board on landowner approvals, for low and medium impact film shoot permit applications, as defined in the Auckland Film Protocol 2019 Impacts Table

b)      whakaae / agree that Screen Auckland will notify the local board film lead of all low and medium impact film permits granted in local parks and facilities, ahead of these activities taking place

c)      whakaae / agree that Screen Auckland continues to work with Parks & Community Facilities staff in assessing and determining conditions for the use of local parks and facilities, where appropriate, for all film shoot permit applications.

Auckland Citizens Advice Bureaux Funding Model Options

That the Devonport-Takapuna Local Board:

a)      ohia / endorse option 3 as the preferred option for a new strategic funding model for Auckland Citizens Advice Bureau, noting this enables both a regional and outcomes-based focus for the organisation and is the preferred option of Auckland Citizens Advice Bureaux.

That the Devonport-Takapuna Local Board:

a)           whai / approve the 2024/2025 Customer and Community Services work programme and its associated budget (Attachment A to the agenda report) subject to the following amendments:

                      i.          tapi / amend the activity description for activity ID: 1349, To provide event funding towards up to two significant events

                    ii.          tapi / amend further decision points for activity ID: 1349, Takapuna Beach Business Association to present an outline of their proposed event(s) to the Devonport-Takapuna Local Board in the first quarter

                   iii.          tapi / amend the activity description for activity ID: 1351, To provide event funding towards up to two significant events

                   iv.          tapi / amend further decision points for activity ID: 1351, Milford Village Business Association to present an outline of their proposed event(s) to the Devonport-Takapuna Local Board in the first quarter

                   xi.          tapi / amend the activity description for activity ID: 2865 Legacy Rates Grants Devonport-Takapuna, to read as follows “Budget allocated to local boards from legacy rates grants that have been continuing since amalgamation. A transition mechanism was put in place as part of Long-term Plan 2018-2028 for three years. From 1 July 2021, this budget fell under the complete discretion of the Local Board. As part of the 2021/2022 work programme adoption, the D-T LB decided to continue to support legacy rates grants for the financial years 2021/2022, 2022/2023, and 2023/2024, reducing the grant allocation by 1/3 every Financial Year, to allow groups that are funded appropriate time to gradually adjust to the decrease in funding.”

                 xv.          tono / request that staff seek clarity on activity ID: 3687, The Scout Association of New Zealand on current usage and future intentions for the premises on Becroft Park and that this be communicated to the Devonport-Takapuna Local Board in quarter one

               xvi.          tono / request staff prioritise ID: 4350 to determine current use and future intentions of the premises occupied by the Lions Club of Devonport, Allenby Reserve noting the premises are currently underutilised

              xvii.          inclusion of an additional activity to the Community Lease Work Programme 2024/2025 – negotiate a new community lease for premises at Operetū/Fort Takapuna Reserve to meet the needs of the Restoring Takarunga Hauraki Charitable Trust 

            xviii.          inclusion of an additional activity to the Community Lease Work Programme 2024/2025 prioritising the assignment of the lease currently approved to be held by the Devonport Peninsula Trust for the Nursery site at 27 Lake Road (DT/2022/135) to Restoring Takarunga Hauraki Charitable Trust as the trust has now formed its own legal entity and wishes to take control of the lease.

               xix.          Tapi / amend the budget for activity ID: 100 Community grants Devonport-Takapuna to $240,861.

b)      whai / approve in principle the 2025/2026 and 2026/2027 Customer and Community Services – Parks and Community Facilities work programme (Attachment A to the agenda report).

c)      whai / approve the Risk Adjusted Programme projects identified in the 2024/2025 Customer and Community Services work programme (Attachment A to the agenda report).

d)      tuhi ā-taipitopito / note that funding for the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development and Local Board Discrete Project budgets is subject to approval by the Planning, Environment and Parks Committee.

b)      whakaae / agree to hold community forums every three months, on a Tuesday of the relevant month, commencing at 6.00pm with a minimum of one held at the Local Board office in Takapuna, and the others to be at different venues spread geographically within the local board area.

c)      whakaae / agree to hold two Community Conversations a year.

d)      tuhi ā-taipitopito / note that the date, time, and location of the 2024 and 2025 community conversations will be confirmed closer to the time based on the engagement activity that is proposed for members to attend.
