Approval of Customer and Community Services local board work programme 2024-2025

 

A copy of a memorandum on the Draft Regional Work Programme and Discrete Projects (One Local Initiatives - OLIs), dated 29 May 2024, was tabled at the meeting. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

That the Henderson-Massey Local Board:

f)       tuhi ā-taipitopito / note the memo received on 29 May 2024 on the proposed changes to the programming of the Parks and Community One Local Initiatives (OLIs) as part of the draft 2024/2025 Regional Work Programme, and provide the following feedback:

i)           support work for provision of an aquatic facility for the Northwest area by reconfirming the former Parks, Arts Community and Events Committee (PACE) recommendations (PAC/2020/68) which confirmed:

                            A)         there is existing and growing need for additional aquatic and leisure services in northwest Auckland

                            B)         there is no reliably accessible aquatic provision in northwest Auckland

                            C)         the lack of aquatic provision in northwest Auckland is placing stress on the wider aquatic network, with neighbouring facilities at capacity

                            D)         there is limited access to indoor courts in the northwest

                            E)         providing a destination aquatic centre with two full-sized indoor courts would align with Auckland Plan outcomes and respond to the gap in the network

                            F)         the quantifiable benefits of providing this facility exceed the capital and operational costs required to develop the facility.

g)         request that funding is brought forward to Financial Year 2026/2027:

i)           for a detailed business case for the provision of an aquatic facility in the Northwest

ii)         to implement the former PACE Committee’s recommendation to commence an investigation into Royal Reserve and Fred Taylor Park as suitable sites to locate the proposed facility as well as partnership opportunities as part of the detailed business case outlined in (2)(i) above.

h)         advocate for the remaining funding for an aquatic facility in the Northwest to be brought forward to 2027/2028 and 2028/2029.

i)           support in principle the establishment of a community reference group for an aquatic facility in the Northwest partnership with Council, and as a pilot programme for undertaking alternative approaches the service provision planning and delivery.

Auckland Citizens Advice Bureaux Funding Model Options

a)         tautoko / support option three as the preferred option for a new strategic funding model for Auckland Citizens Advice Bureaux as follows:

i)           option three: Regional and outcomes focussed model. ACABx allocates the council funding across sites/services while advancing strategic service priorities. This ”bulk-fund” model allows ACABx to invest strategically, with a regional outcome focus, co-ordination and reporting.

Local board feedback on the draft Mahere Hukihuki mo te Whakahaeretanga me te Whakaitinga o te Para / Waste Management and Minimisation Plan 2024

That the Henderson-Massey Local Board:

a)          whakarite / provide the following feedback on the draft Waste Management and Minimisation Plan 2024 and its 12 key priority areas:

Overall direction of the plan

i)           endorse the vision for Auckland to be zero waste by 2040.

ii)         note that the majority of submissions from the Henderson-Massey local board area supported the regional plan and its priorities.

Key priorities

1.          Empowering iwi and community partnerships

iii)        support strengthening our partnership approach with mana whenua and delivering on Māori outcomes through waste initiatives.

iv)        support te ao Māori values underpinning the vision, priorities and actions of the waste plan.

v)         support expansion and strengthening of the Resource Recovery Network and its services, in particular additional community recycling centres.

vi)        note the critical, multi-faceted roles that many community recycling centres played during the disaster response and supporting the continuing development and establishment of the Resource Recovery Network.

vii)      note the need to ensure recycling services are provided in urban and rural areas.

2.      Targeting specific activities and materials

viii)     support efforts to target the reduction of Construction and Demolition (C&D) waste, acknowledging that this is a larger waste stream than residential waste, through methods such as deconstruction rather than demolition.

ix)        support the five priority waste streams (organics, including food scraps, green waste, timber and cardboard/paper), plastics, packaging, textiles and biosolids and provide more options to reduce/reuse/recycle.

x)         note with concern the limited options for recycling and reuse of textiles in Aotearoa / New Zealand.

xi)        support efforts to change attitudes towards fast fashion.

xii)      support efforts to regulate for better design and durability of products.  

xiii)     support strengthening our focus on disaster preparedness and climate change mitigation, adaptation and resilience, but note that 2023’s weather events demonstrate we are in a climate emergency and steps to reduce and absorb carbon should be prioritised.

xiv)     do not support the reduction in the number of bins in our public spaces.

xv)      support the introduction of more public bins for specific purposes, such as dog waste.

xvi)     support more enforcement of illegal dumping and littering and support the focus on better regulatory tools to address this issue.

3.      Advocacy for future action

xvii)   support advocacy to all sectors for actions, policy and regulation that will move Tāmaki Makaurau / Auckland up the waste hierarchy where reduce, rethink, redesign and reuse, repair and repurpose principles are the preferred approach to waste reduction.

xviii)  support advocacy for implementation of a container return scheme.

xix)     support the extension of the mandatory product stewardship schemes to further products.

4.      Delivering direct action

xx)      support Aucklanders to use their kerbside recycling and food scraps bins effectively, and to shift to rates-funded collection services.

xxi)     do not support transition to a fortnightly kerbside rubbish collection once the kerbside food scraps collection is well established, noting that a majority of submitters in the Henderson-Massey Local Board Area did not support the transition to fortnightly rubbish collection

xxii)   support multiple bin sizes including very small bins that empower low waste producers.

xxiii)  support accelerated efforts to minimise operational wastes from the Auckland Council Group.         

xxiv)  support efforts to address litter and illegal dumping to protect public health and the environment.

5.      Across all priorities

xxiv) support efforts to utilise partnerships to achieve a Zero Waste Auckland built on a circular economy.
