Approval of Customer and Community Services local board work programme 2024-2025

That the Franklin Local Board:

a)          whai / approve the 2024/2025 Customer and Community Services work programme and its associated budget presented in Attachment A with the following amendments:

i)           note that the budget allocation table detailed in the report, and the work programme recommended does not capture the Franklin Paths Programme and associated budget generated through the Franklin Paths Programme targeted rate. The board requests that the work programme and associated budget tables are updated to enable expected Programme management and project delivery outcomes and effective Franklin Local Board governance over the programme

ii)          note that the budget allocation table detailed in the report and the work programme recommended does not reflect the availability of $1.4 million revenue from the optimisation of local asset Karaka Reserve, Drury (acquired by NZTA/Waka Kotahi as part of transport network developments). The board requests that the work programme and associated budget tables are updated, and in anticipation of this funding becoming available for allocation, board approves the allocation of this funding toward improvements to and restoration of the Pukekohe Town Hall projects (Customer and Community Services – Parks and Community Facilities work programme ID 20637)

iii)        note that the budget allocation table detailed in the report and the work programme recommended does not reflect the allocation of Māori Outcomes funding to the Franklin Local Board Pukekohe Cemetery unmarked Graves project, and the work programme does not include the Project as a deliverable of the project by CCS: PCF – Te Waka Tai-ranga-whenu unit. The board requests that the work programme and associated budget tables are updated to reflect delivery leadership and budget source

iv)        note that a number of work programme lines do not provide information on budget allocations and request that staff update this information for the Quarter 1 report. This includes those with ABS Opex or Capex allocations and ‘regional’ budget sources. This information is critical in enabling Local Board’s to provide effective governance over local facilities or monitoring of regional initiatives delivered at the local level

v)             request a correction to work programme ID 1016 Wai o Manu Reserve Development so that Further Decision points reflect the 2024-2025 delivery period

vi)        note that a number of activity descriptions are very detailed and recommend these are amended for the Quarter 1 to be more concise and focussed on local deliverables e.g. Franklin Hub Services (work programme ID’s 3935 and 3936)

b)         whai / approve in principle the 2025/2026 and 2026/2027 Customer and Community Services – Parks and Community Facilities work programme presented in Attachment A  with the following comments/amendments:

i)          request that the Parks and Facilities work programme be updated to reflect the requested amendments requested in (a) above

ii)        request that activity names to be updated to reflect the decision made as part of item 15 of this agenda i.e. to reflect adopted co-naming for the Quarter 1 report e.g. work programme ID’s 17718 and 46226.

c)      whai / approve the Risk Adjusted Programme projects identified in the 2024/2025 Customer and Community Services work programme presented in Attachment A 

d)      whakarite / provide feedback for consideration by the Planning, Environment and Parks Committee on projects funded from the Slips Prevention, Local Parks and Sports Field Development budgets and discrete local board projects funded from regional budgets presented in Attachment C  as follows:

i)           support work programme ID 26119 27 Trevor McMiken Drive, develop new neighbourhood park, $1,800,000

ii)         support work programme ID 40357 Kahawairahi Drive Reserve , install open space assets, $542,968

iii)        support work programme ID 46531 Lady Jane Franklin Botanical Reserve Waiuku – remediate storm structure damages, $200,000

e)      tuhi ā-taipitopito / note that funding for the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development and Local Board Discrete Project budgets is subject to approval by the Planning, Environment and Parks Committee.

f)       recommend to the Planning, Environment and Parks Committee that investigation is undertaken for local boards to have a greater role in the park-land acquisitions process and allocation of growth funding so that investment in local facilities in growth areas reflects the priorities and needs of local communities. The board notes that such influence is in line with the purpose and role of local boards

Franklin Local Board Community Partnerships Programme 2024/2025

That the Franklin Local Board:

a)    defer the approval of Franklin Local Board community partnerships to the August 2024 business meeting to enable further discussion with groups on proposals, noting that this programme is significantly over-subscribed. The board wish to revisit opportunities for enhanced local collaboration, reduced outcome duplication and enhanced alignment with local board objectives 

b)    request that staff facilitate opportunities for the board to engage directly with some applicants to better understand proposals prior to approving the Community Partnership programme and to enable applicants to amend proposals in line with board preferences if possible.

Auckland Transport bi-monthly report to the Franklin Local Board - June 2024

That the Franklin Local Board:

a)          whiwhi / receive the June 2024 report from Auckland Transport

b)         note disappointment with the scope of the Oakland/Hingaia Road signalisation project, reiterating that the Franklin Local board considers that the project does not adequately consider the capacity needed for this road and is not fit for purpose. The Franklin Local Board maintains that the Special Housing areas at Clarks Beach and Glenbrook, and significant green-field developments in Kingseat and Karaka emphasises the need for effective public transport services.

Local board feedback on the draft Mahere Hukihuki mo te Whakahaeretanga me te Whakaitinga o te Para / Waste Management and Minimisation Plan 2024

That the Franklin Local Board:

a)      whakarite / provide feedback on the draft Waste Management and Minimisation Plan 2024, including the Hauraki Gulf Islands Waste Plan 2024. as follows:

i)           support in principle the zero waste journey of Auckland Council Te Mahere Hukihuki mo te Whakahaeretanga me te Whakaitinga o te Para, Waste Management and Minimisation Plan 2024 (draft plan) on this basis that this plan aligns with the Franklin Local Board Plan 2023 ‘Our environment’ outcome and advocacy priorities

ii)          recommend that more effective communication is needed to keep up with the changes in the recycling programme to help the community in the recycling journey 

iii)        note with concern that battery and E-recycling is still a gap and request staff to investigate more options for addressing this gap

iv)        recommend that communication on the inorganic collection service could be improved and suggest more work is required to support communities to use this service

v)         support proposal to continue weekly business rubbish collections to keep our business areas clean and tidy.

Permanent changes to landowner approval process for filming activities

That the Franklin Local Board:

a)    do not agree to permanently waive the requirement (in the Local Board Delegation Protocols) for staff consultation with the local board on landowner approvals, for low and medium impact film shoot permit applications, as defined in the Auckland Film Protocol 2019 Impacts Table on the following basis:

i)        do not consider it appropriate to delegate decision-making to staff for activities that do not align with local community benefit. The board welcomes screen production in the Franklin Local Board area on balance with local community interests and believe that it is a local board’s role to monitor this balance, and provide constructive input

ii)    members have demonstrated that Franklin Local Board consideration of land owner approvals (film permit applications) do not create risk to filming activities i.e. that Franklin Local Board representatives are consistently responsive to approvals requests.

Auckland Citizens Advice Bureaux Funding Model Options

a)         provide the following feedback on the preferred option for a new strategic funding model for Auckland Citizens Advice Bureaux:

i)      support option three: Regional and outcomes focussed model allowing Auckland Citizens Advice Bureaux to take a regional outcomes focus, co-ordination and reporting

ii)    note that there is minimal service provision seen on the ground in the Franklin Local Board area, and suggest that Auckland Citizens Advice Bureaux consider a refreshed needs-based approach to service delivery and delivery innovation (beyond the office-based service delivery) if they are to reach the wider Auckland region

iii)   suggest considering developing relationships with and supporting agencies who are currently delivering similar services e.g. in the Pukekohe and Waiuku area could be an efficient and innovative approach to regional service delivery.
