Resolution number PPK/2024/71 MOVED by Chairperson B Catchpole, seconded by Deputy Chairperson J Robinson: That the Papakura Local Board: a) acknowledge Anne Candy for being awarded a Companion of the New Zealand Order of Merit in the King’s Birthday Honours 2024, for services to Māori and local government. Ms Anne Candy (Ngāiterangi, Waikato-Tainui) was a Manukau City Councillor from 1995 until 2010 and Deputy Mayor of Manukau from 1998 to 2007. Ms Candy chaired the Manukau City Council’s Environmental Hearings Committee from 2007 to 2010 and was an elected member of the Counties Manukau District Health Board from 2008 to 2010. She has been a member of Manurewa Local Board since 2019. She was a Review Panel member for the External Review of Maternity Care in the Counties Manukau District for the DHB in 2012. She has contributed in various ways to Ngati Te Ata, supporting parents and whānau in education, health, housing, te reo Māori, cultural heritage, the wellbeing of tamariki, and environmental protection. She was appointed by the Māori Women’s Welfare League as an inaugural Trustee of the Water Utility Consumer Assistance Trust in 2011. She co-founded in 2005 and has chaired the Taonga Education Centre Charitable Trust, helping establish the Potiki Early Childhood Centre and Parents Unit in 2006 and Te Kopu Inc’s Te Kahui Iti Nei Early Childhood Centre in 2008. She served as Bishop’s Commissary to Te Pihopa o Te Tai Tokerau from 2002 to 2023. Mrs Candy was patron of the Manurewa RSA from 1998 to 2018 and has been patron of the Manukau National Council of Women since 2002.

Auckland Transport Update for the Papakura Local Board – June 2024 |

Resolution number PPK/2024/78 MOVED by Chairperson B Catchpole, seconded by Deputy Chairperson J Robinson: That the Papakura Local Board: a) whiwhi / receive the Auckland Transport Update – June 2024.
Hingaia / Oakland Intersection
b) whakamihi / thank Auckland Transport for finding an option to avoid a stop/go restriction by shifting the road and construction closer to the vacant land so that one lane in each direction can be maintained. The board looks forward to the completion of this project and will continue to advocate for stage 2, the widening of Hingaia Road to alleviate traffic congestion for vehicles accessing the motorway.
Waihoehoe Road Upgrade Project
c) tuhi ā-taipitopito / note that NZTA WakaKotahi has advised that following the government’s ‘roads of significance’ announcement, funding for projects currently in the planning phase, including Waihoehoe Road, have had budget restrictions, resulting in the mitigations proposed for the left in and out of Tui Street no longer being options, ie:
i) relocation of the playground to allow additional carparking on Great South Road
ii) covered walkway from the Great South Road carpark to the Drury Domain
d) request Auckland Transport convey to NZTA the local board’s concern that there is no safe method for traffic to turn right into or out of Tui Street, noting the additional parking on Great South Road was the option to mitigate these safety concerns
e) request an update from Auckland Transport and NZTA, as requested at the last workshop, on the option for the ability to access Tui Street as part of the intersection for Waihoehoe Road and Great South Road
Papakura Town Centre seating
e) whakamihi / thank Auckland Transport for expediting the removal of two public seats located outside K’Shoes on Great South Road in the Papakura Town Centre, noting that the Papakura Business Association is working with the relevant agencies to try to address loitering and anti-social behaviour in the town centre
Gurdwara Sikh Temple safety measures
f) request Auckland Transport to investigate why the safety measures put in place at the Gurdwara Sikh Temple are inconsistent with what was explained at the site meeting, ie: the road markings put in place allow vehicles to park on Takanini School Road right up to the Temple entrance way creating sight line safety issues, particularly if the vehicles parked are large.

Approval of Customer and Community Services local board work programme 2024-2025 |

i) add a new work programme line for the Te Kete Rukuruku team to implement signage for the Hingaia Park Sculpture in consultation with mana whenua with a budget of $5,000 reallocated from the Parks and Community Facilities work programme line ID42749 Papakura – LDI minor capex fund 2024/2025
ii) add a new Customer and Community Services work programme line for Regional Services and Strategy to provide local board line of sight of the investigation and advice for the optimisation project of 8 – 10 Averill Street (Papakura Art Gallery), noting this work is being funded from a regional budget
b) whai / approve in principle the 2025/2026 and 2026/2027 Customer and Community Services – Parks and Community Facilities work programme in Attachment A c) whai / approve the Risk Adjusted Programme projects identified in the 2024/2025 Customer and Community Services work programme in Attachment A d) whakarite / provide the following projects feedback for consideration by the Planning, Environment and Parks Committee on projects funded from the Slips Prevention, Local Parks and Sports Field Development budgets and discrete local board projects funded from regional budgets in Attachment D
e) tuhi ā-taipitopito / note that funding for the Coastal Renewals, Slips Prevention, Local Parks and Sports Field Development and Local Board Discrete Project budgets is subject to approval by the Planning, Environment and Parks Committee f) recommend to the Planning, Environment and Parks Committee that investigation is undertaken for local boards to have greater decision making in how growth funding is allocated within an area of growth and intensification in line with increased decision-making responsibilities, and noting that these investment decisions have direct implications for local boards and local communities.

Waste Management and Minimisation Plan 2024, including the Hauraki
Gulf Islands Waste Plan 2024 i) The Papakura Local Board requests more
communication for those affected by the removal of the rubbish tag system in
Papakura ii) The board does not support the reduction in frequency of household rubbish collection service to fortnightly
iii) The board believes a fortnightly service will exacerbate illegal dumping
iv) The board expresses concern that there is no place for disposable nappies to go which will lead to smelly bins. In the middle of summer the odour from the rubbish is not going to work and will certainly lead to illegal dumping. Lower socio-economic areas will be heavily impacted
v) A product stewardship approach is
required encouraging overseas suppliers to use paper packaging and
alternatives to polystyrene and plastic bags vi) The board believes data collection on a “per house” approach would provide better insight into people’s behaviour in relation to waste.

i) The Papakura local board note concerns expressed to it from the Papakura CAB about the funding decisions and lack of engagement from ACABX
ii) The Papakura local board provisionally supports option two subject to further engagement with the Papakura CAB
iii) Requests that the chair speaks at the Governing Body on behalf of the board and the Papakura CAB when this matter is considered.

Permanent changes to landowner approval process for filming activities |

Resolution number PPK/2024/88 MOVED by Chairperson B Catchpole, seconded by Member G Hawkins: That the Papakura Local Board:
a) Do not agree to permanently waive the requirement (in the Local Board Delegation Protocols) for staff consultation with the local board on landowner approvals, for low and medium impact film shoot permit applications, as defined in the Auckland Film Protocol 2019 Impacts Table on the following basis:
i) Do not consider it appropriate to delegate decision-making to staff for activities that do not align with local community benefit. The board welcomes screen production in the Papakura Local Board area on balance with local community interests and believe that it is a local board’s role to monitor this balance, and provide constructive input
ii) Members have demonstrated that Papakura Local Board consideration of land owner approvals (film permit applications) do not create risk to filming activities i.e. that Papakura Local Board representatives are consistently responsive to approvals requests.
