Views on the Draft Auckland Regional Land Transport Plan 2024-2034 |

Resolution number MR/2024/101 MOVED by Chairperson M Winiata, seconded by Deputy Chairperson G Murphy: That the Manurewa Local Board: a) advocate for the following initiatives for the Regional Land Transport Plan (RLTP):
i) increase the number of shared paths in the area to improve walking, cycling and multi-modal options for residents ii) complete the walking and cycling connection between Manurewa and Waiata Shores both the Great South Road access and the Papakura Stream Bridge iii) tono / request that Auckland Transport use the current local board funding formula of 80 per cent population, 15 per cent deprivation and 5 per cent land area or a similar formula with a higher deprivation allocation to distribute the local board transport capital fund iv) investigate options for more cycleways/cycle paths on public land and on land within rail corridors including the expansion of the Papakura ti Pukekura plan to include Manurewa v) Bus 367 - Eugenia Rise to be prioritised under the Climate Action Transport Targeted Rate (CATTR) vi) allocate adequate funding to ensure improved road maintenance and renewals to improve the local roads and roading network vii) Auckland Transport to work with New Zealand Transport Agency to increase the number of red-light/safety cameras in Manurewa to deter speeding and rat-running viii) increased street cleaning and clearing of gutters and culverts, in particular in winter and on streets with a large number of deciduous trees.
b) tautoko / support the Climate Action Transport Targeted Rate (CATTR) Walking Programme with first three years focusing on funding 35km of walking connectivity improvements and comprehensive walking investment in Manurewa. c) tautoko / support the Airport to Botany project to increase transport options for residents including those who work at the airport. d) tautoko / support the Mayor’s Long-term Plan proposal to cap weekly public transport fares to a maximum of $50 per week. e) tautoko / support more funding to be allocated to Public Transport Infrastructure projects, particularly in the first three years. f) tautoko / support the increase in funding towards the Local Board Transport Capital Fund (LBTCF) to pre-COVID-19 levels. g) tautoko / support an off-road pedestrian / cycle pathway to be included as part of the Mill Road project to provide a safe alternative for different modes of travel. h) tuhi ā-taipitopito / note the continued advocacy for the initiatives in the 2023 Manurewa Local Board Plan. i) tuhi ā-taipitopito / note that the timeframes did not allow for local boards to analyse the public submission to provide input to the Regional Land Transport Plan (RLTP) 2024-34. j) tuhi ā-taipitopito / note that the timeframes of the Regional Land Transport Plan (RLTP) 2024 did not allow for adequate local board consideration or input and this needs to be rectified for the Regional Land Transport Plan (RLTP) 2027-37. k) tono / request Auckland Transport consider health and safety and accessibility concerns when planning to close the Te Mahia and Homai barrier controlled level crossing when expanding the bridge. l) whakamihi / thank the Manurewa residents who submitted on the Regional Land Transport Plan (RLTP). |

Resolution number MR/2024/102 MOVED by Chairperson M Winiata, seconded by Deputy Chairperson G Murphy: That the Manurewa Local Board: a) whakaae / approve the additional allocation of the Manurewa Local Board Transport Capital Fund 2022-2025 the following projects: i) Finlayson Avenue traffic calming - $42,000 ii) Roys Road Traffic Calming - $68,000 iii) Riverton/Porchester corner - $80,000 iv) Great South Road crossing - $18,000 b) whakaae / approve the allocation and recommencement of the Manurewa Local Board Transport Capital Fund 2022-2025 for the following projects: i) Real Time display board - $40,000 ii) Dennis Avenue Speed Calming - $262,000. |

Manurewa Cycle Connection – Climate Action Transport Targeted Rate |

Resolution number MR/2024/103 MOVED by Chairperson M Winiata, seconded by Deputy Chairperson G Murphy: That the Manurewa Local Board: a) tautoko / support active modes that allow people to travel safely both recreationally and to work or school. b) tautoko / support off road cycling infrastructure especially along berms, the rail corridor and where connections can be made to existing cycleways to improve the connectivity across the board and region. c) tuhi ā-taipitopito / note the existing support, investment and advocacy for cycling infrastructure in the 2023 Manurewa Local Board Plan, including: i) the walking and cycling connection to Waiata Shores ii) increasing the number of shared paths iii) ensuring walking and cycling connections to public transport options iv) investigating off-road cycleways that do not repurpose existing road corridor space v) investigating options for more cycleways on public land and on land within rail corridors. d) do not support the proposed separators on Roscommon Road, Mahia Road and Weymouth Road for the following reasons: i) the proposed location is unsuitable for this infrastructure given the high number of trucks on this stretch of road coming from the airport, making it unsafe ii) the road width is not suitable in this location iii) the separators create a false sense of security which could lead to increased accidents iv) intersections are where most accidents happen yet safety at intersections is not taken into consideration in this proposal v) we have access to berms and central medians that would be ideal for cycleways or shared paths that are continually ignored.
e) tono / request Auckland Transport investigate the option to utilise the 9m wide and 900m length grass berm space on Weymouth Road, which would enable a separated cycleway that removes cyclists from the road completely.
f) tono / request early engagement from Auckland Transport on cycleways and shared paths in future.
g) tuhi ā-taipitopito / note the board is unhappy with the quality of the report for a project of this significance as it lacks detail and transparency.
h) tuhi ā-taipitopito / note the report does not contain sufficient financial information to make an informed decision.
i) tono / request Auckland Transport provide options to progress these projects without reducing the road corridor i.e on the berms.
