Acknowledgements: The passing of Roscoe Webb

That the Waitākere Ranges Local Board:

a)          whakamihi / acknowledge the passing of Roscoe Webb on 4 June 2024, aged 57 and his service to Waitākere City Council and Auckland Council.

Roscoe was born in Kent, but as a qualified arborist came to New Zealand in 1993 to work for Treescape. He took a position in Waitākere City Council and worked in Grant Jennings’ parks assets team. In Auckland Council, he became operational manager of a number of Auckland’s cemeteries, including Waikumete Cemetery, a position he held for about 5 years.

He later became operations manager at Auckland Zoo and was still a manager for Auckland Council at the time of his death.

Roscoe was highly valued as a manager by his teams and served the west in a number of roles. He will be missed by his work colleagues and by elected members who knew him. He leaves many friends and a son.

a)          whakaae / approve the 2024/2025 Customer and Community Services work programme and its associated budget (Attachment A to the agenda report).

b)         whakaae / approve in principle the 2025/2026 and 2026/2027 Customer and Community Services – Parks and Community Facilities work programme (Attachment A to the agenda report).

e)          recommend the following Waitākere Ranges projects to the Planning, Environment and Parks Committee for joint funding from local capital expenditure and regional growth fund: 

i)           Koroī / Clayburn Reserve, Glen Eden (Ref # 27877) – develop the undeveloped neighbourhood park in Glen Eden to provide greenspace for significant residential growth around the town centre

ii)         Parrs Park (Ref #23999) - skate park upgrade to increase recreation opportunities for Sunnyvale/Glen Eden’s destination park, with both area’s experiencing rapid housing growth

iii)        Titirangi War Memorial Hall and Library refurbish exterior of building and storm water system and particularly support allocation of seismic strengthening funding for this building.

f)           request an assessment of landslip risks to Waitākere Ranges roads where there are significant landslides and stability issues, with some of those being on park land bordering roads, and requests greater collaboration between slips prevention funds across council asset types.

Views on the Draft Auckland Regional Land Transport Plan 2024-2034

 

A copy of the public consultation Feedback Summary on the Regional Land Transport Plan 2024-2034 for the Waitākere Ranges local board area was tabled. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number WTK/2024/97

MOVED by Chairperson G Presland, seconded by Member M Allen:  

That the Waitākere Ranges Local Board:

a)          whakarite / provide the following feedback on the Draft Regional Land Transport Plan 2024-2034:

i)           note that a late change in the Government Policy Statement on Transport has meant that the preparation of the draft statement has been rushed.

Climate change

ii)         note that Auckland Council declared a climate emergency in 2019 

iii)        note that Auckland Council’s Transport Emissions Reductions Pathway (TERP) plan has the target of a 64 per cent reduction in transport emissions by 2030

iv)        note that the draft plan states that there is insufficient funding to deliver the level of transport investment at the pace and scale required to achieve a 64 per cent reduction in transport emissions by 2030, and consequently TERP’s objectives will not be met

v)         urge the plan to be amended to be bolder, to increase public transport and support improved walking and cycling options.

Park and ride

vi)        note that park and rides have been given a relatively low ranking in the Auckland region’s priorities for transport funding list

vii)      request that park and rides are ranked higher in the Auckland region’s priorities for transport funding list

viii)     note that the opening of the City Rail Link may result in high demand for park and ride parking spaces, particularly in the western park and rides at Swanson, Sunnyvale and Glen Eden

ix)        note that park and ride usage at the edge of the city achieves considerably greater congestion benefits. This is because the saved trips are longer and also they serve areas that are otherwise deprived of public transport, such as the rural and coastal parts of the Waitākere Ranges rohe

x)         support the First and Final Leg program (improving access to railway stations)

xi)        support the First and Final Leg program being rolled out over time to the whole of the western line.

Level crossings

xii)      note that there is funding available for level crossing removal at Takaanini but nowhere else

xiii)     note the comment in the draft plan that “addressing level crossings becomes a more pressing issue due to impacts on local traffic and safety. Auckland Transport is progressing a regional programme of level crossing removals but faces significant funding challenges to implement these as fast as required”

xiv)     note that the advent of the City Rail Link will cause havoc in Glen Eden where the rail line crosses Glenview Road close to a major intersection and we appeal to the Committee to address this issue as a priority.

Walkways and cycleways

xv)      support the prioritisation of walkways and cycleways

xvi)     note that walkways and cycleways are some of the cheapest and most efficient means of improving sustainability and reducing congestion

xvii)   support state highway improvements being ranked as a lower priority

xviii)  note that the Waitākere Ranges Local Board has a Greenways Plan

xix)     note that the implementation of the Waitākere Ranges Local Board Greenways Plan remains largely incomplete

xx)      note that the Waitākere Ranges Local Board Greenways Plan could provide significant congestion benefits if implemented

xxi)     request that the projects in the Waitākere Ranges Local Board Greenways Plan are given consideration

xxii)   note as an example that the Sunnyvale to Glen Eden cycleway, which potentially uses Waikumete Cemetery, could provide significant connectivity between Glen Eden and Sunnyvale and also provides increased access to the Twin Streams cycleways

xxiii)  note that “Cycling projects that will increase the size of the cycling network” are one of the options for funding to be considered

xxiv)  note that walkways and cycleways will: contribute to optimising traffic movement on our road network and motorways, encourage more sustainable modes of travel from key growth areas and provide opportunities for investment in safety infrastructure to reduce deaths and serious injuries on our transport network.

Importance of footpaths

xxv)   note that too many local footpaths are currently of low quality

xxvi)  support increased emphasis on the importance of ongoing footpath maintenance

xxvii)request greater priority be given to adding to the footpath network where community have indicated a strong desire to utilise use them.

Northwest Rapid Transit

xxviii)  note that the Northwest is an area of rapid growth and that the north western motorway suffers from significant congestion during increasingly large parts of the day

xxix)  support the introduction of quality public transport in the northwest region but note that any development must future proof rapid transport, preferably for rail or light rail

xxx)   note funding issues for the Northwest Rapid Transit project. Our suggested solution is NZ Transport Agency Waka Kotahi (NZTA) is persuaded to transfer the funding from the State Highway Improvements activity class to the Public Transport Infrastructure activity class.

 

Public transport

xxxi)  note that an increased uptake of public transport is a major element of Transport Emissions Reductions Pathway (TERP)

xxxii)    note that it is predicted that funding will be sufficient for existing services, City Rail Link-enhanced services and “potentially a portion of new bus services”

xxxiii)  note that TERP requires a five-fold increase in the number of public transport trips taken and that this proposal is not close to achieving that level of public transport patronage

xxxiv)  note that increased farebox recovery will put a dampener on the need to dramatically increase public transport use

xxxv)    note that there needs to be an increased focus on safety, particularly at transport hubs

xxxvi)   support the establishment of new public transport routes, especially to the coastal communities out west which currently do not have any access to public transport. This will require small local buses, and greater frequency and reliability

xxxvii) strongly advocate for investment in smaller buses to improve connection to the major transport routes, protect our rural/coastal roads and increase public transport patronage in our outlying areas.

East West Link

xxxviii)   propose that the funding for the East West Link project ($651 million over ten years) is saved and put to better use, preferably a project that will not increase greenhouse gas emissions.

That the Waitākere Ranges Local Board:

a)          whakarite / provide the following feedback on the draft Waste Management and Minimisation Plan 2024 and its 12 key priority areas:

Overall direction of the plan

i)           endorse the vision for Auckland to be zero waste by 2040

ii)         note that the majority of submissions from the Waitākere Ranges local board area supported the regional plan and its priorities.

Key priorities:

Empowering iwi and community partnerships

iii)        support strengthening our partnership approach with mana whenua and delivering on Māori outcomes through waste initiatives

iv)        support te ao Māori values underpinning the vision, priorities and actions of the waste plan

v)         support expansion and strengthening of the Resource Recovery Network and its services, in particular additional community recycling centres

vi)        note the critical, multi-faceted roles that many community recycling centres played during the disaster response and supporting the continuing development and establishment of the Resource Recovery Network

vii)      note the need to ensure recycling services are provided in urban and rural areas.

Targeting specific activities and materials

viii)     support efforts to target the reduction of Construction and Demolition (C&D) waste

ix)        support the five priority waste streams (organics, including food scraps, green waste, timber and cardboard/paper), plastics, packaging, textiles and biosolids

x)         note with concern the limited options for recycling and reuse of textiles in Aotearoa New Zealand

xi)        support efforts to change attitudes towards fast fashion

xii)      support efforts to regulate for better design, right to repair and durability of products

xiii)     note that green waste from parks and environmental volunteer work in kauri dieback areas like the Waitākere Ranges has become a significant cost burden. Our community weed bins have to be plastic lined with deposited material wrapped and disposed of as contaminated waste

xiv)     recommend the Waste Management and Minimisation Plan includes a focus on accelerating council efforts to find a practical solution for the safe and cost-effective disposal of weeds

xv)      support strengthening our focus on disaster preparedness and climate change mitigation, adaptation and resilience, but note that 2023’s weather events demonstrate we are in a climate emergency and steps to reduce and absorb carbon should be prioritised

xvi)     note that communities and the natural environment in the Waitākere Ranges local board area are strongly impacted by the removal of buildings destroyed by flooding and landslides in 2023.

Advocacy for future action

xvii)   support advocacy to all sectors for actions, policy and regulation that will move Tāmaki Makaurau / Auckland up the waste hierarchy where reduce, rethink, redesign and reuse, repair and repurpose principles are the preferred approach to waste reduction

xviii)  support advocacy for implementation of a container return scheme

xix)     support the extension of the mandatory product stewardship schemes to further products.

Local Board Views on Private Plan Change 97 - Redwood Park Golf Club

That the Waitākere Ranges Local Board:

a)          tuhi ā-taipitopito / note that 15 of 17 submissions are in support of Private Plan Change 97

b)         tautoko / support Private Plan Change 97 for Redwood Park Golf Course in Swanson to change the Unitary Plan zoning from ‘Residential - large lot’ to ‘Open space – sport and active recreation’ on the basis that it:

i)           reflects the land’s current and proposed future use as a golf course

ii)         acts as a green belt for Swanson village, to preserve its semi-rural character, provide open space and visual amenity

iii)        provides a transition into rural - countryside living zone, being alongside the Rural Urban Boundary

iv)        is an appropriate location for a golf course, being on the outskirts of the city

v)         helps manage flood risk. Part of the golf course land is a flood plain. Retaining the expanse of permeable surface is prudent.

c)          tono / request the opportunity for the Waitākere Ranges Local Board chair to speak to the local board views at a hearing on Private Plan Change 97.

ii)         this is specially important in the context of Cyclone Gabrielle and future weather events.

That the Waitākere Ranges Local Board:

a)          whiwhi / receive the decision made under delegation on 9 May 2024 providing feedback from the Waitākere Ranges Local Board to Heritage New Zealand on the inclusion of Maurice Shadbolt House and Studio in the Heritage List.

b)         tuhi ā-taipitopito / note that Heritage New Zealand Pouhere Taonga has made Maurice Shadbolt House and Studio at 35 Arapito Road, Titirangi, a Category 1 historic place on the New Zealand Heritage List/Rarangi Korero, List No. 2286, recognising its cultural significance to New Zealand as the home of writer Maurice Shadbolt.

c)          tuhi ā-taipitopito / note that Heritage New Zealand Pouhere Taonga has asked that Shadbolt House is retained on Schedule 14.1 of the Auckland Unitary Plan, that Auckland Council consider the interiors for inclusion on the schedule, particularly the studio, and that significant trees on the property be considered for inclusion on Schedule 10 of the Auckland Unitary Plan. 

d)         refer these resolutions to Heritage staff and request to progress the inclusion of Shadbolt House, the interiors, the studio, and the significant trees in the Auckland Unitary Plan.

e)          whiwhi / receive the tabled letter and report from Heritage New Zealand Pouhere Taonga in support of the inclusion of Maurice Shadbolt House and Studio in the New Zealand Heritage List/Rārangi Kōrero as a Category 1 historic place.
