Resolution number MR/2024/118 MOVED by Chairperson M Winiata, seconded by Member H Andrew: That the Manurewa Local Board: a) acknowledge the teams that represented New Zealand in Nottingham and the Touch World Cup in July. Of the 13 teams that represented us, all achieved silver in the finals except for the Mens 40s team who took the Gold. While the top wasn’t achieved by all, it shows that touch in New Zealand is very strong and with the Touch World Cup coming to New Zealand in 2028, the local board would love to see Manurewa hosting parts of, if not the whole tournament in the local board area. |

Resolution number MR/2024/119 MOVED by Chairperson M Winiata, seconded by Member A Cunningham-Marino: That the Manurewa Local Board: a) acknowledge the New Zealand Team who went to the Paris 2024 Olympics and came away with some stunning achievements and the best medal result that New Zealand has seen. It provides inspiration for talented youth in Manurewa and it’s up to the local board to support pathways for local clubs to encourage them to aim for gold, as Kiwis have just seen. |

Response to Ombudsman's recommendation to open workshops by default |

MOVED by Chairperson M Winiata, seconded by Member A Lesa: That the Manurewa Local Board: b) whakaae / agree that all future workshops of the Manurewa Local Board will be open to the public by default, and materials considered by the board at workshops be published, from 1 October 2024 c) whakaae / agree that the manner in which the public can access the workshop is through attendance at the venue where the workshop takes place in the first instance, with the chair having the discretion to allow remote attendance where direct attendance is impractical d) whakaae / agree that the decision to close a workshop will be made by the chair and deputy chair, with advice from the Local Area Manager or appropriate staff, and this decision will be notified on council’s website (or another appropriate channel) to the public as soon as practicable e) whakaae / agree that materials provided to local board members and considered at a closed workshop will be published after the workshop unless there is a good reason to withhold them under the Local Government Official Information and Meetings Act 1987 f) whakaae / agree that until further advice and guidance is developed by staff, the decision to close workshops will be considered under section 48 of the Local Government Official Information and Meetings Act 1987 (but including the need to maintain the effective conduct of public affairs through the free and frank expression of opinions by or between or to members or officers or employees of Auckland Council in the course of their duty). Auckland Council submission to New Zealand’s Second Emissions Reduction Plan (ERP2) |

Resolution number MR/2024/129 MOVED by Chairperson M Winiata, seconded by Deputy Chairperson G Murphy: That the Manurewa Local Board: a) whakarite / provide feedback to be incorporated and/or amended to Auckland Council’s submission to New Zealand’s Second Emissions Reduction Plan (ERP2). b) tuhi ā-taipitopito / note the potential negative impacts Emissions Reduction Plan 2 (ERP2) directions could have on vulnerable communities, as they are likely to be more impacted c) do not support the discontinuation of the Climate Emergency Response Fund (CERF) d) do not support the phase-out of fossil gas and the development of a gas transition plan e) do not support the reliance on the transition to, and uptake of, electric vehicles (EV) to reduce emissions, instead there should be a greater focus on reliable and accessible public transport f) tautoko / support the intention to integrate climate mitigation with resilience-building measures g) tautoko / support the Waste Minimisation Fund initiatives, in particular the infrastructure projects and systems that reduce organic waste and emissions, including product stewardship schemes, expanding and upgrading resource recovery facilities, and diverting organic waste from landfill h) tono / request greater engagement with Māori and iwi i) tono / request greater collaboration with local government, noting Auckland Council has Te Tāruke-ā-Tāwhiri: Auckland's Climate Plan and Transport Emissions Reduction Pathway (TERP), which include ways to reduce emissions j) tuhi ā-taipitopito / note the support for mandatory solar power requirements on new builds and subsidised solar schemes on preexisting builds to reduce strain on the grid and reduce emissions. |

Kōkiri Agreement 2024-2025 - A plan for Auckland Transport project and programme engagement |

Resolution number MR/2024/130 MOVED by Chairperson M Winiata, seconded by Deputy Chairperson G Murphy: That the Manurewa Local Board: a) receive Auckland Transport’s report in Attachment C, and provide the local board’s views on the level of engagement outlined in the draft Kōkiri Agreement 2024-2025 in Attachment A and the Auckland Transport reponse memo in Attachment B to the agenda report b) tuhi ā-taipitopito / note that the board requests greater engagement on Auckland Transport projects to ensure the local views and context is understood and to enable the best outcome for all projects in the area c) tono / request a list of all Manurewa-based projects in Auckland Transport’s pipeline to enable the board to choose which projects they would like to include in Project Kōkiri d) whakarite / provide the following feedback on the content of the memo in Attachment B to the agenda report: i) request Auckland Transport provide new suggestions of projects for the local board to consider in place of the two items that are now complete ii) request Auckland Transport provide new suggestions of projects for the local board to consider in place of the items that have been cancelled iii) request Auckland Transport workshop the memo to gain clarity on the queries and questions noted in the memo e) tautoko / support Kōkiri being a public document to allow for increased public oversight and accountability, however this increases the need to get the agreement right f) tuhi ā-taipitopito / note that Project Kōkiri’s aim is to improve the communication and relationship between the local board and Auckland Transport yet the communication throughout this process has been poor g) tuhi ā-taipitopito / note that Project Kōkiri is to be an agreement between Auckland Transport and the local board, however this requires further discussion between Auckland Transport and the local board to ensure it is a mutually beneficial agreement h) tuhi ā-taipitopito / note that Project Kōkiri misses the mark in working with the local board on a proactive basis i) whakatārewa / defer endorsement of the Kōkiri agreement in Attachment A until a workshop with Auckland Transport has taken place in order to discuss the content of the memo, for Auckland Transport to provide advice and additional projects the board would like considered, and to agree on the direction. |
