Ngataringa skatepark relocation, Woodall Park - consultation and design

 

Resolution number DT/2024/124

MOVED by Chairperson T van Tonder, seconded by Member M Powell:  

That the Devonport-Takapuna Local Board:

a)         note that 19 sites have been investigated on the Devonport Peninsula for the relocation of the Ngataringa Skate Park.

b)        whakaae / approve Woodall Park as the preferred site for the replacement of the Ngataringa skate park provision, noting its excellent catchment coverage, co-location of other sporting codes, good accessibility, size, and visibility.

c)         tono / request that a detailed soil contamination and bearing capacity investigation be carried out at the open grassed space in Woodall Park to ensure this location is feasible and has longevity.

d)        tono / request staff conduct full community consultation on location of the skate park including on associated facilities like shade, seats, scooter track and any potential concerns.

e)         tono / request staff conduct consultation with the skate community on current usage, preferred design features, activities and skate theme; utilising reference material to provide inspiration and use this feedback to inform the design of a suburb level skatepark.

f)          tono / request that staff use the engagement process to signal to the skating community that Council intends to remove the informal skate ramps currently located on the netball courts at Woodall Park, given a new facility will be constructed by the end of 2025.

g)        tono / request that Community Facilities removes the informal skate ramps currently being used on the netball courts at Woodall Park following the consultation, if they are not claimed by the public; noting that Council has fielded some complaints regarding noise and other matters by neighbouring properties.

h)        tono / request that staff continue to work with the Devonport Skatepark Advisory Group through a co-design process, establishing regular scheduled feedback sessions and project updates through the lifecycle of this project.

i)          tono / request that the future skate provision design and delivery comes within the approved budget allocation of $946,000.

Third Party Approval - 48 Esmonde Road - Shared Pathway and Seating

 

Resolution number DT/2024/125

MOVED by Member G Wood, seconded by Member P Allen:  

That the Devonport-Takapuna Local Board:

a)         whakaae/accept the proposed assets within the EPA package for 48 Esmonde Road and the subsequent construction of assets within the open space shown on the KBS Capital LTD, 48 Esmonde Road - Shared Pathway Design Structural Engineering Drawings, and approve the assets to be vested in the Council upon practical completion.

j)          request that KBS Capital Limited reconsider the installation of LED strip lighting or other appropriate amenity lighting along the length of the shared walkway for public safety, noting that the walkway will be popular with residents at all hours and eventually cyclists, when the Francis-Esmonde shared path is delivered.

k)         tautapa/delegate to the General Manager, Parks and Community Facilities authority to negotiate the Infrastructure Funding Agreement on terms acceptable to the Council’s Infrastructure Funding team.

l)          tautapa/delegate to the General Manager, Parks and Community Facilities authority to assess and approve engineering detail for the hard assets for the development.

Auckland Council's Quarterly Performance Report: Devonport-Takapuna Local Board for quarter four 2023/2024

That the Devonport-Takapuna Local Board:

a)         exclude the public from the following part(s) of the proceedings of this meeting.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

 

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

In particular, the report contains detailed financial results of the Auckland Council group that requires release to the New Zealand Stock Exchange.

That the Devonport-Takapuna Local Board:

a)         receive the performance report for quarter four ending 30 June 2024.

b)        note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2023/2024 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 29 August 2024.

c)         request a memo from Te Kete Rukuruku with a more fulsome update and indication of timeframes.

d)        request a meeting with Eke Panuku to discuss options for 27 Lake Road.

Joint traffic bylaw review feedback report

MOVED by Chairperson T van Tonder, seconded by Member G Wood:  

That the Devonport-Takapuna Local Board:

a)         whakarite / provide the following feedback on the proposed changes on the review of Auckland Transport (AT) and Auckland Council (AC) traffic-related bylaws outlined in Attachment A of the agenda report.

i)          support establishing a single bylaw by Auckland Transport and Auckland Council to replace the existing bylaws. (Option 4 in the summary document).

ii)         support the prohibition of parking on beaches and recommend the enablement of enforcement and infringement to support this position.

iii)       support the prohibition of berm parking where there is a formed kerb and channel, or in areas that have been grassed or planted or any vegetation not intended to be a carpark.

iv)       support the proposal to amend the bylaw which will remove the requirement for a resolution to be made before a sign can be erected to enforce berm parking. 

v)         do not support the enablement of motorhome, boat parking or tractor parking on the road corridor, or of cars parking across footpaths obstructing access for pedestrians.

vi)       support the prohibition of heavy and commercial vehicles being parked overnight on residential streets.

vii)      recommend that the bylaw provides for an agile approach to implementing “No Stopping At All Times” lines on roads where there is not enough room for cars to park or manoeuvre safely; noting Kerr Street and Northboro Road as examples.

viii)     recommend that an additional piece of work be delivered simultaneously that enables more effective enforcement of the rules contained in a new transport bylaw.

Feedback on the representation review initial proposal

That the Devonport-Takapuna Local Board:

a)         whiwhi / receive the summary of feedback on the representation review initial proposal via memo prior to the business meeting.

b)        tuhi ā-taipitopito / note that the Joint Governance Working Party (JGWP) will hear submissions on the proposal including local board feedback, for a decision by the Governing Body on 26 September 2024.

c)         do not support the breach of the +/-10% rule in the population of the North Shore Ward and recommend that the inclusion of coastal suburbs immediately north of Milford be shifted from the Albany Ward to the North Shore ward to reach compliance with the representation rule for both Wards.

d)        support the minor boundary change for the Devonport-Takapuna Local Board that places the whole of Saunders Reserve in the Upper Harbour Local Board boundary.

e)         express disappointment that the consultation was not better utilized to understand the public’s perceptions and understanding of local representation, seeking views on perceived communities of interest, given the Council intention to implement a regoranisation in time for the 2028 Local Election.

f)          tono / request to speak to its submission in front of the JGWP at hearing and delegate Members G Wood and G Busch to speak on behalf of the Local Board.
