Resolution number OP/2024/106 MOVED by Chairperson AR Autagavaia, seconded by Member A Choudhary: That the Ōtara-Papatoetoe Local Board: a) acknowledge and congratulate the Papatoetoe Olympic Weightlifting Club star, Ajah Pritchard-Lolo. Ajah made history today as the first Vanuatu 🇻🇺 athlete to compete in Weightlifting at the Olympics, finishing 11th in the Paris 2024 - Women’s 81kg category. Ajah set some new personal bests finishing with an 89kg snatch (PB) and 108kg clean and jerk, for a total of 197kg (PB). Congratulations on your outstanding achievement Ajah!.

Member Dr. Ashraf Chaudhary provided a verbal report acknowledging the 78th India & Pakistan Independence Day. Member Topou Folau acknowledged the win by Tangaroa College and the opening by Eke Panuku at the history of the whenua in Old Papatoetoe, Member L'amanaia Lorenzo Kaisara gave a verbal update acknowledging Sistema Aotearoa NZ.

Kōkiri Agreement 2024-2025 - A plan for Auckland Transport project and programme engagement |

Resolution number OP/2024/113 MOVED by Chairperson AR Autagavaia, seconded by Member TF Folau: That the Ōtara-Papatoetoe Local Board:
a) ohia / endorse the levels of engagement established by Auckland Transport in the Ōtara-Papatoetoe Local Board Kōkiri Agreement 2024-2025 with the following comments: i) tuhi ā-taipitopito / note that project Kōkiri aims to create a more structured and effective process for local boards to engage with and influence Auckland Transport projects and programmes. The board expects regular reporting and communication to translate this aspiration. The board also tuhi ā-taipitopito / note their request for reports at monthly business meetings (Resolution number Ōtara-Papatoetoe/2023/36) to allow for transparency and accountability and also to help with communication on local transport matters, with local communities; ii) look forward to receiving reports every three months, as proposed through the Kōkiri agreement. In the time ahead, the board will have the opportunity to experience how these serve local governance influence on transport matters in the local area; iii) tuhi ā-taipitopito / note the board’s advocacy for increased bus services to Auckland International Airport Area, the Wiri area, and the East Tāmaki industrial area at times of the day that suit working hours. These are significant employment zones that are serviced by people living in Ōtara-Papatoetoe and this includes shift workers who also depend on public transport. There is opportunity to work with the private sector, partner with local business associations and businesses to conduct trials. East Tāmaki has the highest rate of car use for those travelling to and from work in the area. The East Tāmaki business community sustainable transport advocacy group are seeking safer transport solutions for workers and the community, for quick wins and low cost options. Adoption of Eke Panuku Ōtara-Papatoetoe Local Board Engagement Plan 2024/2025 |

Resolution number OP/2024/114 MOVED by Chairperson AR Autagavaia, seconded by Member A Choudhary: That the Ōtara-Papatoetoe Local Board: a) whai / adopt the Eke Panuku Development Auckland Engagement Plan 2024/2025. b) tuhi ā-taipitopito / note that Eke Panuku will attend a monthly workshop and provide six-monthly memorandum updates on the items in schedule A of the Engagement Plan 2024/2025. c) whakamana / authorise the Chair Apulu Reece Autagavaia to sign this engagement plan on behalf of the local board. d) d) acknowledge and thank the Eke Panuku team in maintaining regularity of communication with the local board and seeking inputs at important junctures on urban-regeneration programmes in Manukau and Old Papatoetoe. |

Resolution number OP/2024/116 MOVED by Chairperson AR Autagavaia, seconded by Member TF Folau: That the Ōtara-Papatoetoe Local Board: a) tuhi ā-taipitopito / note the summary of feedback received on the representation review initial proposal via memo tabled to the business meeting. b) tuhi ā-taipitopito / note that the Joint Governance Working Party (JGWP) will hear submissions on the proposal including local board feedback, for a decision by the Governing Body on 26 September 2024. c) whakarite / provide its formal submission on the proposal: i. whakaū / confirm that the board does not support the initial proposal to amend subdivision boundaries to meet the 10% requirements; ii. reaffirm Resolution number OP/2024/24, para (a) and in addition note that: a. Papatoetoe too has communities of interest where the people are also strongly affiliated through their interests, culture and local activities and family ties; b. future reviews could look at extending Ōtara’s boundaries to include parts of Howick, namely areas in Flat Bush which have traditionally been part of Ōtara before the Super City amalgamation. This would address the concerns with Howick’s high population numbers, and bring back communities of interest to Ōtara for representation in local governance. iii. whakamihi / thank communities for their feedback. Representation Review 2024 Summary of feedback report, attachment A, tabled. We are very grateful that our community came out in force with higher numbers than most other local board areas. It is clear, our community want to make no changes to the subdivision boundaries to protect our communities of interest. We also surmise from the feedback, that our community is against our local board amalgamating with another local board. Furthermore, as elected members we have had extensive discussions with our community during the Long -term Plan feedback and other recent consultations. We believe the overwhelming number of our community are against any proposal to amalgamate the Ōtara-Papatoetoe Local Board with any other local board. As set out in (b) Resolution number OP/2024/24, amalgamation would result in less representation, in particular for Ōtara, where there would be less elected representatives in an enlarged local board. Our communities are already struggling with day to day life, and engaging with Council processes is not a priority. Having less representation diminishes the little representation they currently have. d) tono / request to speak to its submission in front of the Joint Governance Working Party at the hearing and delegate the Chair Apulu Reece Autagavaia or Deputy Chair Vi Hausia as an alternate.
