The World Health Organisation (WHO) has confirmed the appointment of Dr Saia Ma’u Piukala as the Regional Director for the Western Pacific. Dr Saia Ma’u Piukala is the first Pacific islander to become Regional Director. He is a politician, public health leader and surgeon with nearly 30 years of experience working in Tonga and across the Pacific. Prior to his election as Regional Director, Dr Piukala was a Member of Parliament (since 2014) and the Minister of Health of the Kingdom of Tonga (2014−2019, 2021−2024). He led the country’s response to the undersea volcanic eruption and tsunami in 2022, as well as COVID-19 preparedness and response, resulting in high vaccination coverage.

Resolution number MO/2024/99 MOVED by Chairperson N Bakulich, seconded by Deputy Chairperson W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) ohia / endorse the renaming of the Māngere Mountain Education Centre to ‘Te Wharekura o Te Pane o Mataaoho’ b) ohia / endorse the Manager, CCO Governance & External Partnerships to approve the funding for the Māngere Mountain Education Trust for 2024/25 and associated performance measures c) whakamihi / thank and acknowledge the Māngere Mountain Education Trust for demonstrating significant achievements in project completion and educational impact from its inception in 2007. Through effective governance and strategic planning, particularly noted in 2013 and 2019, MMET with the assistance of the local board continues to be a vital contributor to the cultural and educational landscape of the local area, fostering connection between the community and its historical heritage. The restoration and integration of Kīngi Tāwhiao’s Cottage further shows MMET’s commitment and the local board’s goal of preserving and sharing the rich history of the area d) tautoko / support and advocate for a lease extension and collaborate with the Community Leasing team to support MMET. Securing a longer-term lease will enhance MMET’s stability and make them more attractive to potential funders. This support will also help MMET work towards financial self-sustainability. Additionally, providing a lease letter of comfort will bolster MMET’s credibility and strengthen their funding applications, ensuring continued operation and growth of their educational programs e) tautoko / support exploring the development of an integrated education strategy with the Tūpuna Maunga Authority (TMA) to enhance educational program effectiveness, streamline resource use, and strengthen community engagement. Leveraging the strengths of both MMET and TMA will create a more impactful and sustainable educational framework, benefiting both the local community and the broader Auckland region. Auckland Council’s CCO Governance & External Partnerships Team to continue facilitating discussions and negotiations between MMET and TMA and provide guidance and support to align the strategy with Council priorities f) advocate to the governing body to reestablish MMET’s previous budget amounts to continue its work in our community. |

Resolution number MO/2024/104 MOVED by Chairperson N Bakulich, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) ohia / endorse the Manukau Harbour East Shoreline Adaptation Plan (Attachment A) b) whakamihi / thank all involved in the coastal protection and community engagement efforts. The invaluable guidance, diverse expertise, and active participation—especially from Mana Whenua, the Māngere Taio Network, Watercare, and local communities—are crucial to our success. We also appreciate the support from Council departments, which helped navigate challenges and keep this plan on track c) tono / request relevant council departments to engage with the local board on prioritising adaptation projects for budget allocation. The local board emphasizes the importance of focusing on managing, maintaining, and renewing coastal assets, ensuring that future budgets are distributed using an equity lens, with greater consideration given to communities most vulnerable to coastal erosion and flooding, and with limited financial capacity to respond. |

Kōkiri Agreement 2024-2025 - A plan for Auckland Transport project and programme engagement |

Resolution number MO/2024/105 MOVED by Chairperson N Bakulich, seconded by Member P Peo: That the Māngere-Ōtāhuhu Local Board: a) ohia / endorse the levels of engagement established by Auckland Transport in the Māngere-Ōtāhuhu Local Board Kōkiri Agreement 2024-2025 with the following comments: i) note the Kokiri project aims to create a more structured and effective process for local boards to engage with and influence Auckland Transport projects and programmes. The board expects regular reporting and communication to achieve this goal. We request detailed quality reports at monthly business to ensure transparency and accountability maintained. This will also improve communication on local transport matters with the community ii) look forward to receiving reports every three months, as proposed through the Kokiri agreement. In anticipation, the board will have the opportunity to experience how these serve local governance influence on transport matters in the local area iii) note the board’s advocacy for increased bus services to Auckland Airport Area, including establishing a bus stop outside the new Manawa retail complex, the local areas manufacturing and logistic areas, at times that suit working hours. These will be significant employment zones that are serviced by people living in Māngere-Ōtāhuhu and this include shift workers who also depend on public transport iv) deliver free bus service in the local area, that may include places highlighted in this resolution including shopping centres, and places of visitor interests. Its noted that the Regional Local Transport Plan was released recently, and details if budgets were allocated to this initiative was committed remains unclear. Request Auckland Transport to pursue this, and provide the local board a strategy and plan to assist the local board if the RLTP is uncommitted to this long standing initiative of the local board. |

Resolution number MO/2024/106 MOVED by Chairperson N Bakulich, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) whakarite / provide the following feedback on the proposed changes on the review of Auckland Transport (AT) and Auckland Council (AC) traffic-related bylaws outlined in Attachment A of the agenda report: i) acknowledge that combining the bylaws is beneficial as it simplifies understanding, ensures consistency, and consolidates regulations. This will make enforcement more efficient and transparent. Additionally, it will reduce administrative and delivery costs, such as those for signage, and create a clearer regulatory environment for residents and stakeholders ii) require that Auckland Council and Auckland Transport consider the cost of living crisis when implementing vehicle parking and towing policies. This includes reviewing warning systems so families are personally notified before fines are applied and providing clear communication in multiple languages. This aims to balance enforcement with compassion, helping to ease the financial burden on struggling families while maintaining road safety and order iii) request Auckland Transport and Auckland Council ensure ongoing community engagement and effective communication regarding the policy changes and implementation processes iv) require Auckland Transport seek the local board’s views and local knowledge in policy development and decisions, including practical designs. Highlight that the local board’s involvement is crucial for ensuring that policies are tailored to local needs and conditions v) require Auckland Council and Auckland Transport address safety concerns related to trucks parked on roadsides within the policy framework vi) recognise that the collaboration between Auckland Transport and Auckland Council is essential for advancing this proposal. It ensures that bylaws are communicated to the public and implemented effectively. This partnership is vital for achieving a unified approach and efficiently addressing regulatory needs vii) note the local board’s disappointment at Auckland Council's absence from the workshop held at the Māngere-Ōtāhuhu Local Board office Wednesday 14 August 2024. The board expected to discuss Auckland Council's role in the change proposal and seek clarification on managing and implementing the changes viii) request clarity on when and how the Police will be involved in enforcing these proposed law changes. Also seeking information on budget implications, particularly regarding the consequential costs of enforcing these laws, such as towing abandoned vehicles ix) request clarity on policy differences between commercial and residential roads for abandoned vehicles to ensure consistent enforcement and effective management. Understanding these differences helps address safety concerns and maintain road aesthetics. |

Resolution number MO/2024/107 MOVED by Chairperson N Bakulich, seconded by Member P Peo: That the Māngere-Ōtāhuhu Local Board: a) whiwhi / receive the summary of feedback on the representation review initial proposal via memo prior to the business meeting b) whakarite / provide its formal submission on the proposal as follows: i) supports changes that genuinely enhance local representation and address the specific needs of our community. Recognizing the importance of ensuring that representation accurately reflects our diverse population, Māori, and Pasifika and their unique challenges ii) note the proposal focuses on adjustments in other areas such as central Auckland, North Shore, and Rodney Local Boards. For Māngere-Ōtāhuhu, the main concern is that community’s representation might be diminished under the new arrangements, affecting a local board’s ability to effectively advocate for local needs iii) support the current governance local board structure. This helps avoid administrative burden and confusion from restructuring. However, the local board is open to increasing members if the population grows, ensuring proportional representation without compromising stability iv) oppose Councillors being elected at large. Electing Councillors at large can lower some barriers, but it introduces new challenges. Campaigning across the entire area can be costly and demanding, which may disadvantage candidates with fewer resources. This system might reinforce the existing imbalance between well-funded and less-funded candidates, limiting opportunities for those who struggle to compete on a larger scale. Therefore, opposing this approach ensures that the electoral process remains fair and accessible to all candidates, regardless of their financial means v) Requests a detailed cost analysis to understand the financial implications of potential changes. Note the local board’s concern on maintaining diverse representation and ensuring effective governance to meet the community's different needs vi) note that the Joint Governance Working Party (JGWP) will review all submissions, including local board feedback, with the final decision to be made by the Governing Body on 26 September 2024, where the chair will present the Māngere-Ōtāhuhu Local Board or nominated delegate will attend. c) tuhi ā-taipitopito / note the amendments to the “Feedback on the representation review initial proposal” report published to the Agenda.
