Resolution number UH/2024/112 MOVED by Deputy Chairperson U Casuri Balouch, seconded by Chairperson A Atkinson: That the Upper Harbour Local Board: a) whakaae / approve the allocation of an additional $178,000 from the Upper Harbour Local Board Transport Capital Fund for the completion of the Herald Island Kingsway Road (Causeway) Lighting project for lighting option 3.4A bringing the total allocation for this project to $478,000 b) whakaae / approve the allocation of $90,000 from the Upper Harbour Local Board Transport Capital Fund for the Clark Road pedestrian crossing upgrade (Option 2) c) whakaae / approve the allocation of $375,000 from the Upper Harbour Local Board Transport Capital Fund for Picasso Drive Pedestrian Improvements d) whakaae / approve the allocation of $62,000 from the Upper Harbour Local Board Transport Capital Fund for the Wayfinding Signage project prioritising Fairview, Oteha Valley and Harrowglen e) tuhi ā-taipitopito / note that the allocation of funding in clauses a) – d) will leave an available balance of $91,692.34 Local Board Transport Capital Fund for allocation f) tono / request further workshops with Auckland Transport to discuss scoping and prioritisation of other potential projects with the remaining and any potential future Local Board Transport Capital Funding including: i) options for a signalised or raised pedestrian crossing on Sunset Road to enable safe crossing from Caribbean Drive to Target Road noting that the ‘in zone’ primary school for Unsworth Heights is on Target Road and there is currently no safe or easy way for students to cross Sunset Road ii) upgrade of the refuge island on Barbados Drive to a raised pedestrian crossing to join the shared paths between Barbados Reserve and Unsworth Reserve as outlined in the map attached to the minutes iii) installation of a bus shelter at the following bus stops: A) 4631 on Oteha Valley Road B) 5928 on Totara Road C) 5929 on Totara Road g) acknowledge the concerns raised regarding safety on Kyle Road and note that Auckland Transport advice outlined in paragraph 49 of the agenda report is that there is not enough clearance in this location to install safety barriers h) tono / request that Auckland Transport expedite implementation of reactive safety improvements on Kyle Road i) tono / request that Eke Panuku install a raised pedestrian crossing on Launch Road in the area opposite the stairs to Hudson Bay Road prior to vesting the road to Auckland Transport.

Resolution number UH/2024/113 MOVED by Chairperson A Atkinson, seconded by Member K Parker: That the Upper Harbour Local Board: a) whakarite / provide feedback on the proposed changes on the review of Auckland Transport (AT) and Auckland Council (AC) traffic-related bylaws outlined in Attachment A of the agenda report as follows: i) support the proposal going out to public consultation and reserves the right to provide local board views on the proposal once public consultation feedback is received ii) express concern regarding the capacity to enforce the bylaws especially along the beaches. |

Resolution number UH/2024/114 MOVED by Chairperson A Atkinson, seconded by Deputy Chairperson U Casuri Balouch: That the Upper Harbour Local Board: a) whai / adopt the Eke Panuku Development Auckland Upper Harbour Engagement Plan 2024/2025 (attachment A to the agenda report) b) tuhi ā-taipitopito / note that Eke Panuku Development Auckland will provide a six-monthly memorandum to update on the following items: i) Lot 6 and part of lot 5 - Hobsonville Point ii) Pump Station 6 iii) Launch Road iv) Service Property Optimisation Investigation c) whakamana / authorise the local board chairperson to sign this engagement plan on behalf of the local board d) restate resolution number UH/2024/112 clause i) request that Eke Panuku install a raised pedestrian crossing on Launch Road in the area opposite the stairs to Hudson Bay Road prior to vesting the road to Auckland Transport e) tono / request Eke Panuku and Auckland Transport report back on safety solutions prior to the vesting of Launch Road.

Resolution number UH/2024/115 MOVED by Deputy Chairperson U Casuri Balouch, seconded by Member S Yang: That the Upper Harbour Local Board: a) tuhi ā-taipitopito / note that to meet transparency, the Ombudsman expects workshops to be open by default. b) whakaae / agree that workshops will be open to the public by default from January 2025, unless the chairperson deems it reasonable to close a specific workshop. c) tuhi ā-taipitopito / note that staff are preparing guidance to support an open by default approach into the Best Practice Guidance for the 2025 term.

Resolution number UH/2024/116 MOVED by Member C Blair, seconded by Member S Yang: That the Upper Harbour Local Board: a) whiwhi / receive the updated tabled report on “Submission on the representation review initial proposal” b) whiwhi / receive the summary of feedback on the representation review initial proposal as outlined in the tabled report c) tuhi ā-taipitopito / note that the Joint Governance Working Party will hear submissions on the proposal including local board submission, for a decision by the Governing Body on 26 September 2024. d) whakarite / provide its formal submission on the proposal as follows: i) support the proposed changes that impact the Upper Harbour Local Board area ii) restate resolution number UH/2024/25 clause d) tautoko / support the proposal to make a minor boundary change with Devonport-Takapuna Local Board so that all of Saunders Reserve will be in Upper Harbour Local Board area iii) note that 86 per cent of individuals of individuals that submitted from within the Upper Harbour and Devonport-Takapuna local board areas support this minor boundary change with Devonport-Takapuna Local Board so that all of Saunders Reserve will be in Upper Harbour Local Board area iv) restate resolution number UH/2024/25 clause e) tautoko / support a minor adjustment to the Kaipātiki and Upper Harbour local boards boundary through Kereru Reserve so that the whole reserve will be within in the Upper Harbour Local Board area v) note that 81 per cent of individuals that submitted from within the Upper Harbour and Kaipātiki local board areas support a minor adjustment to the Kaipātiki and Upper Harbour local board boundary through Kereru Reserve so that the whole reserve will be within in the Upper Harbour Local Board area vi) support the proposal to shift the section of the Upper Harbour / Kaipātiki local board boundary that lies between Caribbean Drive and Albany Highway southwards, so it follows a road boundary for the following reasons: A) it creates a more logical split between the local board areas B) communities of interest are likely found on either side of the main road on the ridge rather than just beside the ridge C) note that 81 per cent of individuals that submitted from within the Upper Harbour and Kaipātiki local board areas support this proposed change vii) support the proposal to align Bayview, currently split across Upper Harbour and Kaipātiki local boards, to the Kaipātiki Local Board for the following reasons: A) it creates a more logical split between the local board areas B) note that 81 per cent of individuals that submitted from within the Upper Harbour and Kaipātiki local board areas support this proposed change.

Resolution number UH/2024/117 MOVED by Chairperson A Atkinson, seconded by Deputy Chairperson U Casuri Balouch: That the Upper Harbour Local Board: a) whiwhi / receive the performance report for quarter four ending 30 June 2024 b) tuhi ā-taipitopito / note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2023/2024 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 29 August 2024 c) whakamihi / thank staff for their efforts in delivering a successful Upper Harbour work programme for 2023/2024 acknowledging the many outcomes that have been delivered for the Upper Harbour community that will provide benefits for many years to come d) whakamihi / thank staff for the work on the development of the Rosedale Tree Management Plan and note the local board have allocated funding in Activity ID 23967 Upper Harbour Urban Ngahere Planting Plans for the 2024 / 2025 Customer and Community Services Capital Work Programme to start addressing some of the issues raised e) tuhi ā-taipitopito / note that a separate assessment was done for the trees within the gap in tree row 1 beside the hockey turf and request that this separate assessment and associated actions are considered as part of the implementation of actions for section 2; tree row 1 of the Rosedale Tree Management Plan.
