Acknowledgement: June Mariu

That the Waitākere Ranges Local Board:

a)          acknowledge the death of June Mariu.

June is one of those rare people without whom our communities would not be the same. June and her peers form an important group whose dedication, generosity and commitment make that community a better place to live in.

During June’s life she achieved many things. She taught at Rutherford College and started the Marae at the school. She was an exceptional netballer, a former captain of the Silver Ferns and she was also a former President of the Māori Women’s Welfare League. She was a tireless worker for te reo and for Hoani Waititi Marae’s kohanga reo. She was an integral part of Hoani Waititi Marae and without her the institution would be a pale comparison of what it is.

That the Waitākere Ranges Local Board:

a)          acknowledge the death of Jennifer Lee (Jenn) Wyatt-Sargent 21 May 1946-1 July 2024.

We are saddened to hear of the sudden passing of Jennifer Wyatt Sargent a local resident of many years, known to many groups for her activities to support others. She was an incredible community champion, serving in a voluntary capacity as chair of Western Women’s Refuge and was a longtime supporter and friend to Family Action. She was active in the business community working alongside local businesses to see them thrive as well as offering Human Resources support when needed. She will be greatly missed, and our thoughts are with her family and friends.

Acknowledgement: Wally Thomas

That the Waitākere Ranges Local Board:

a)            acknowledge the death of Wally Thomas. We regret to acknowledge the death of well-known Westie Wally Thomas. He was well known in the west.  He was originally the editor of the Western Leader. He then became one of the managers at Waitākere City Council and I [Greg Presland] had a lot to do with him during his time there. After amalgamation he moved to Auckland Transport where again he had a senior role.

He was always approachable, had an almost inevitably cheery disposition despite the work he was involved in.  He was dedicated and committed to his work. He had suffered from cancer for some time but despite putting up a brave fight succumbed recently to it. Our thoughts are with his whānau.

Adoption of Eke Panuku Waitākere Ranges Local Board Engagement Plan 2024/2025

That the Waitākere Ranges Local Board:

a)      whai / adopt the Eke Panuku Development Auckland Engagement Plan 2024/2025.

b)      tuhi ā-taipitopito / note that Eke Panuku will provide a memorandum annually to update the board on 202-208 West Coast Road, Glen Eden.

c)      urge Eke Panuku and the Governing Body to include Glen Eden Town Centre as a priority for urban regeneration when it comes time to consider new priority locations. Glen Eden Town Centre has the potential to be an exemplary compact centre around the train station and complement the existing regeneration work in neighbouring centres along the Western Line.

Joint traffic bylaw review feedback report

That the Waitākere Ranges Local Board:

a)          whakarite / provide the following feedback on the proposed changes on the review of Auckland Transport (AT) and Auckland Council (AC) traffic-related bylaws outlined in Attachment A of the agenda report:

Parking vehicles off a roadway (berm parking)

i)           do not support a blanket prohibition of parking off a roadway or on berms if they do not block or damage the footpath or berm on the basis that Auckland is in an awkward period of transition with housing intensification, changes to parking provision planning rules and the need for the city to keep investing in public transport and active modes to change travel behaviour, which continues to be highly dependent on private car use.

That the Waitākere Ranges Local Board:

ii)         note the requirement for no-berm parking signs to enable enforcement will create visual clutter on roadsides. Further work needs to be done to find an alternative.   

iii)        note that there are many negative attributes of vehicle parking on berms and off-roadway areas that may need to be dealt with on a case by case basis.

iv)        ask that the review consider issues in rural parts of the Waitākere Ranges where off-road parking on road reserves or road edges creates a hazard.

MOVED by Deputy Chairperson M Clayton, seconded by Member L Manley:  

That the Waitākere Ranges Local Board:

Vehicles on beaches

v)         support continuing to prohibit vehicles on beaches including Muriwai and Kariotahi, other than to launch or retrieve a boat, or for safety and emergency services for the following reasons:

A)    to protect wildlife including marine species such as shellfish

B)    to prevent damage to fragile dune systems

C)    to protect the wilderness experience provided by the expansive west coast beaches

D)    to protect beach users, noting that fatalities have occurred at Muriwai and Kariotahi with vehicles on beaches.

vi)        support retaining a provision to exempt council, surf life saving clubs, civil defence, emergency services and utility providers from requiring approval when carrying out their lawful functions.

That the Waitākere Ranges Local Board:

Unsuitable traffic, including heavy vehicles

vii)      supports the recommendation to:

A)    add parking-related controls and other Land Transport Act 1998 powers to regulate heavy traffic, including, for example, the power to require security under LTA 1998.

B)    amend Part 2: Street Damage of the AT Activities in the Road Corridor Bylaw 2022 to help address problems related to the use of heavy vehicles accessing development or construction sites on private lands, causing damage to nearby roads.

That the Waitākere Ranges Local Board:

Resourcing implications to implement the bylaw:

viii)     recommend the bylaw review include an assessment of the resourcing requirement for compliance and enforcement of the bylaw, with options.

ix)        consider that overall compliance and enforcement is under-resourced and wanting in the Waitakere Ranges area.

x)         note that the Waitakere Ranges Local Board has been funding an animal management officer as a pilot on West Coast beaches to protect wildlife and improve compliance with dog control bylaws.

Reason for passing this resolution in relation to each matter

Ground(s) under section 48(1) for the passing of this resolution

The public conduct of the part of the meeting would be likely to result in the disclosure of information for which good reason for withholding exists under section 7.

s7(2)(h) - The withholding of the information is necessary to enable the local authority to carry out, without prejudice or disadvantage, commercial activities.

In particular, the report contains the local board's financial results for the year which are exluded from disclosure prior to 29 August 2024. Auckland Council (Council) currently has a number of bonds quoted on the New Zealand, Singapore and Swiss Debt Markets (Quoted Bonds). As a result, the Council is subject to continuous disclosure obligations, which it must comply with under the listing rules of the NZX (Listing Rules), the listing rules of other exchanges and the Financial Markets Conduct Act 2013 (FMCA).
These obligations restrict the release of annual financial reports and results until the Auckland Council Group results are released to the NZX – on or about 29 August 2024..
