b)         acknowledge the passing of Wally Alfred Thomas (formerly Auckland Transport’s Executive General Manager – Stakeholder, Communities & Communication) and offer condolences to his family and friends.

Adoption of Eke Panuku Aotea / Great Barrier Local Board Engagement Plan 2024/2025

That the Aotea / Great Barrier Local Board:

a)      adopt the Eke Panuku Development Auckland Engagement Plan 2024/2025.

b)      note that Eke Panuku will provide six-monthly memorandum updates on the following items:

i)       Blackwell’s Quarry

ii)      Downtown West

iii)     Eke Panuku Waterfront placemaking activities

c)      authorise the local board chairperson to sign this engagement plan on behalf of the local board.

Auckland Council’s Quarterly Performance Report: Aotea / Great Barrier Local Board for quarter four 2023/2024

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson C Ollivier:  

That the Aotea / Great Barrier Local Board:

a)      whiwhi / receive the performance report for quarter four ending 30 June 2024.

b)      tuhi ā-taipitopito / note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2023/2024 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 29 August 2024.

c)      whakaae / approve $2,000.00 from the FY24/25 local grants budget (work programme ID #134) to part fund the printing costs of the updated Jewels of Aotea booklet.

d)      whakamihi / thank Jacqui Fyers – senior local board advisor and Nan Hu – senior finance and performance advisor for all their mahi in putting together the report.

Joint traffic bylaw review feedback report

 

Resolution number GBI/2024/97

MOVED by Member P O'Shea, seconded by Deputy Chairperson C Ollivier:  

That the Aotea / Great Barrier Local Board:

a)          whakarite / provide the following feedback on the proposed changes on the review of Auckland Transport and Auckland Council traffic-related bylaws outlined in Attachment A of the agenda report:

i.      support option 4 to replace the current bylaws with a joint AT and AC Traffic Bylaw, and adopt the required changes as recommended in option 2, to provide for better efficiencies.

ii.     note that Aotea / Great Barrier has a lack of on-island compliance enforcement and request consideration of resource to support any enforcement of the bylaws.

Local board views on Proposed Plan Modification 15 - Sites of Significance to Mana Whenua - Tranche 2a

 

Chairperson I Fordham declared an interest in this item as a submitter and took no part in the discussion.

Matthew Gouge - Senior Policy Planner – Central & South Planning Unit, Planning and Resource Consents was in attendance to speak to the report.

MOVED by Deputy Chairperson C Ollivier, seconded by Member P O'Shea:  

That the Aotea / Great Barrier Local Board:

a)       whakarite / provide the following local board views on the Council-initiated Plan Modification 15:

i.      support the council-initiated plan modification 15 to introduce five Māori heritage sites (Hirakimatā, Poutekorua, Ruahine, Komahunga, and Korotiti) to appendix 2f of Auckland Council District Plan – Hauraki Gulf Islands Section (HGI).

ii.     support the proposed amended wording to both that appendix, and Part 7.13 of the HGI.

iii.   note the importance of Ngāti Rehua Ngātiwai ki Aotea Trust being a part of this process and request this continues when scheduling to ensure accuracy of narratives and process.

iv.   note the submissions received and request continued engagement with affected private landowners when scheduling the sites.

b)      do not seek to appoint a local board member to speak to the local board views at a Council hearing on Plan Modification 15.

Auckland Council submission to New Zealand’s Second Emissions Reduction Plan (ERP2)

a)      ratify the local board feedback provided under delegation to be appended to Auckland Council’s submission to New Zealand’s Second Emissions Reduction Plan (ERP2), referred as Attachment A to the agenda report.
