6 Te Mihi | Acknowledgements
Chairperson A Poppelbaum acknowledged the passing of Peter Aimer on 17 August 2024. Peter was a long-standing volunteer and committee member of Centennial Park Bush Society for fifteen years and headed the Pest Control Programme for eight of those years. Despite retiring in 2021 at the age of 86, he continued to run his own bait line, order and distribute bait and train new volunteers.

Resolution number HB/2024/105 MOVED by Member J Parfitt, seconded by Chairperson A Poppelbaum: That the Hibiscus and Bays Local Board: a) whakarite / provide the following feedback on the review of the proposed changes to the joint Auckland Transport and Auckland Council traffic-related bylaws outlined in Attachment A to the agenda report: i) tautoko / support Option 4, to establish a single bylaw by Auckland Transport and Auckland Council to replace the existing bylaws ii) whakaae / agree to continue to prohibit or restrict the use and parking of vehicles on a beach, which ensures our highly valued beaches are safe and able to be used recreationally by all iii) tautoko / support the prohibition of berm parking where there is a formed kerb and channel, or in areas that have been grassed or planted, or any vegetation not intended to be a carpark, but note the following concerns that need to be further considered: A) express concern that the unintended consequences of berm parking bans, particularly in areas with narrow streets and in areas that are not well served by public and active transport B) express concern that the prohibition of berm parking could cause confusion for residents and motorists if it will be applied ad hoc rather than a general ban C) express concern that restrictions on berm parking will be challenging to implement with the lack of carparks in intensified developments as a result of the removal of minimum carparking requirements in the Auckland Unitary Plan. iv) tuhi ā-taipitopito / note public safety concerns, emergency vehicle access and potential damage berm parking can cause and therefore the need to prevent it v) tautoko / support amendments relating to unsuitable traffic or heavy vehicles parked on roads, particularly to help address heavy vehicles accessing development or construction sites, causing damage to surrounding roads vi) tautoko / support the prohibition of heavy and commercial vehicles being parked overnight on residential streets vii) tono / request that an additional concurrent piece of work be delivered to ensure effective enforcement of the rules contained in a new transport bylaw. |

Resolution number HB/2024/106 MOVED by Chairperson A Poppelbaum, seconded by Member J Parfitt: That the Hibiscus and Bays Local Board: a) whai / adopt the Eke Panuku Development Auckland Hibiscus and Bays Local Board Engagement Plan 2024/2025 b) tuhi ā-taipitopito / note that Eke Panuku Development Auckland will provide a memorandum annually to update on the agreed items c) whakamana / authorise the chairperson of the local board to sign this engagement plan on behalf of the local board. |

Resolution number HB/2024/107 MOVED by Member J Law, seconded by Member J Parfitt: That the Hibiscus and Bays Local Board: a) whakarite / provide the following submission on the initial representation review proposal: i) tuhi ā-taipitopito / note the consultation results sent on 16 August 2024 following the 2024 Auckland Council representation review process ii) tautoko / support minor boundary changes to the Albany Ward following supportive community consultation results iii) tuhi ā-taipitopito / note that the East Coast Bays subdivision is currently not compliant with the rule for fairness of representation and that there is currently no practical way to resolve that within our current local board boundaries iv) tuhi ā-taipitopito / note that the Hibiscus and Bays Local Board believes retaining communities of interest will lead to stronger local governance understanding and engagement v) tuhi ā-taipitopito / note that the Hibiscus and Bays Local Board advocated for changes to the local board and ward boundary to include Ara Hills subdivision into the Hibiscus Coast subdivision and this was not included in consultation vi) tuhi ā-taipitopito / note that Ara Hills currently only has direct access into the Hibiscus Coast subdivision and does not have direct access into the Rodney Local Board. Ara Hills residents use Hibiscus Coast schools, public facilities, parks and recreation vii) tuhi ā-taipitopito / note that the Hibiscus and Bays Local Board requested a boundary change review to include Rangitoto College, the majority of students who derive from the East Coast Bays, to be part of the East Coast Bays subdivision and this was not included in consultation viii) tono / request that the next representation review is a local government commission review that should allow a full discussion for future ward boundary changes to reflect expected new developments, population growth and shifts in communities of interest, and early planning and consultation with local boards and community will be essential and resourcing should be planned for accordingly. b) tuhi ā-taipitopito / note that the Joint Governance Working Party will hear submissions on the proposal including local board feedback, for a decision by the Governing Body on 26 September 2024. |
