Resolution number PPK/2024/110 MOVED by Chairperson B Catchpole, seconded by Member F Auva'a: That the Papakura Local Board: a) acknowledge the Papakura Brass Band who competed in the C Grade competition at the National Championships held in Manukau in July. There were ten bands competing and the band took home third place in the Street march category, and there was only one point between them and the second-place winners Te Awamutu. The Brass Band also came top in music, tied with two other bands, as well as top in inspection. The Brass Band National Championships is one of the oldest in the world, the first one being held in Christchurch in 1880. Nowadays the national competition is held in July over 4 days. This year it was held at the Due Drop Centre in Manukau from July 10th – 13th. |

a) acknowledge Tracy Shackleton for her stellar work as the Papakura Town Centre manager for over 11 years. Her vibrant personality has been reflected in the beautification of the town centre with planter boxes, painted bike planters and vacant shop window dressing. Her work with the business owners to improve town centre safety with the fairy light programme and increasing the number of CCTV cameras has created a vibrant well-lit town centre. We wish Tracy and her family all the best with the next chapter of her life’s journey.

acknowledge Zoe
Smith, winner of two Planet Youth Pūmanawa Āwhina Awards: i) Kotahitanga Award – Ability to bring local groups together, bind them and build community cohesion. Zoe hugely contributed to large numbers at activations, not just participants, but also volunteers and sponsors
ii) Pūmanawa Āwhina Coordinator of the Year 2024 - Consistently meets performance outcomes across the board evidenced by facilitation of steering group meetings, regularity of activations, reporting and storytelling. Outstanding achievements for the area represented, both administratively and also evidenced through participant surveys. Zoe epitomizes innovation with her ability to think outside the box, catering to every participant that turns up, whilst garnering huge support and desire for the Igniting Potential in Rangatahi (IPIR) programme for rangatahi to take part.

Developing a community-led disaster resilience plan for Papakura |

Resolution number PPK/2024/120 MOVED by Chairperson B Catchpole, seconded by Member F Auva'a: That the Papakura Local Board: a) ohia / endorse in principle the draft community-led disaster resilience plan for Papakura in Attachment A to the agenda report b) tuhi ā-taipitopito / note that two initial community-led disaster resilience plan projects (street activations and training) are being funded by the regional Auckland Council pilot for climate adaptation: Resilient Tāmaki Makaurau c) tautoko / support the formation of a leadership group for the community-led disaster resilience plan and acknowledge community participants for their commitment in developing the plan and contributing to its ongoing implementation d) tuhi ā-taipitopito / note that the priorities for the community-led disaster resilience plan’s leadership group in financial year 2024/2025 are: (i) establishing the leadership group to finalise and start implementing the plan (ii) a communications and awareness-raising strategy for Papakura (iii) confirming and developing Papakura community emergency hubs
e) tono/ request staff work with the Drury community committee to assess the installation of an emergency management radio antenna and radio room at the Drury Hall and to report back to the board. |

Response to Ombudsman's recommendation to open workshops by default |

Resolution number PPK/2024/122 MOVED by Chairperson B Catchpole, seconded by Member K Hieatt: That the Papakura Local Board: a) tuhi ā-taipitopito / note that the recommendation of the Ombudsman and staff is for local board workshops to be open by default and for materials relating to workshops to be published b) whakaae / agree that all future workshops of the Papakura Local Board will be open to the public by default, and materials considered by the board at workshops be published, from 1 October 2024 c) whakaae / agree that the manner in which the public can access the workshop is through attendance at the venue where the workshop takes place in the first instance, with the chair having the discretion to allow remote attendance where direct attendance is impractical c) whakaae / agree that the decision to close a workshop will be made by the chair and deputy chair, with advice from the Local Area Manager or appropriate staff, and this decision will be notified on council’s website (or another appropriate channel) to the public as soon as practicable d) whakaae / agree that materials provided to local board members and considered at a closed workshop will be published after the workshop unless there is a good reason to withhold them under the Local Government Official Information and Meetings Act 1987 e) whakaae / agree that until further advice and guidance is developed by staff, the decision to close workshops will be considered under section 48 of the Local Government Official Information and Meetings Act 1987 (but including the need to maintain the effective conduct of public affairs through the free and frank expression of opinions by or between or to members or officers or employees of Auckland Council in the course of their duty). |
