Resolution number DT/2024/140 MOVED by Member G Wood, seconded by Chairperson T van Tonder: That the Devonport-Takapuna Local Board: a) whakaae/approve to terminate, as of 17 October 2024, the existing community lease for The North Shore Budget Service Incorporated, located at the Mary Thomas Centre, 3 Gibbons Road, Takapuna b) tuku/grant, under the Local Government Act 2002, a new monthly lease for 225 square metres for The North Shore Budget Service Incorporated, in the Auckland Council-owned premises identified as Takapuna Community Services Building, 3 Gibbons Road, Takapuna on the land legally described as Lot 2 Deposited Plan 150933, comprised in record of title NA90A/193 and Lot 3 Deposited Plan 134486, comprised in record of title NA79B/624 in Attachment A (Site/Floor Plan), subject to the following terms and conditions: i) term – month-to-month lease commencing 18 October 2024 ii) rent – $1,300.00 plus goods and services tax (GST) per annum if demanded. iii) operational expenditure charge – $45.00 per square metre plus GST per annum c) whakaae/approve all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 (updated July 2023) and the Local Government Act 2002 d) tuhi ā-taipitopito/note, that engagement with mana whenua and public notification are not required for Auckland Council’s intention to grant a new monthly lease e) tuhi ā-taipitopito/note, due to the prioritisation of this matter, this will be added to the local board Parks and Community Facilities: Community Leases Work Programme 2024/2025.

Resolution number DT/2024/141 MOVED by Member G Wood, seconded by Member G Busch: That the Devonport-Takapuna Local Board: a) tuku / grant, under Section 54(1)(b) of the Reserves Act 1977, a new community lease to The Air Training Corps Association of New Zealand Incorporated for approximately 3,091 square meters (more or less) of land and the council-owned building 220 square metres (more or less) located at Achilles Crescent Reserve, R 13 Achilles Crescent, Narrow Neck legally described as Lot 32 and 35 Deposited Plan 38181, Lot 3 Deposited Plan 49953, Part Lot 2 Deposited Plan 4515 (as per Figure 1 and Attachment A to the agenda report – Site Plan), subject to the following terms and conditions: i) term – an initial term of five years commencing 17 September 2024, with one (1) five-year right of renewal ii) rent – $1.00 plus GST per annum if demanded iii) subsidised maintenance fee – $500.00 plus GST per annum applicable to the council-owned building (shown outlined in red and marked “B” on Attachment A to the agenda report – Site Plan) iv) community outcomes plan – to be appended as a schedule to the lease agreement b) whakaae / approve all other terms and conditions to be in accordance with the Reserves Act 1977, the Auckland Council Community Occupancy Guidelines 2012 (Updated July 2023). c) whakaae / approve The Air Training Corps Association of New Zealand Incorporated community outcomes plan (Attachment B to the agenda report) d) tuhi ā-taipitopito / note that staff undertook public notification during the period 9 November 2023 until 7 December 2023, and mana whenua engagement from 6 December 2023 until 26 January 2024 regarding Auckland Council’s intention to grant a new community lease to The Air Training Corps Association of New Zealand Incorporated for its occupied premises located at Achilles Crescent Reserve, R 13 Achilles Crescent, Narrow Neck. e) tuhi ā-taipitopito / note that staff did not receive any submissions or objections during the public notification period about the proposed new community lease to The Air Training Corps Association of New Zealand Incorporated at Achilles Crescent Reserve, R 13 Achilles Crescent, Narrow Neck.

Auckland Transport Kōkiri / Local Board Transport Agreement Quarterly Update - September 2024 |

Resolution number DT/2024/145 MOVED by Chairperson T van Tonder, seconded by Member G Wood: That the Devonport-Takapuna Local Board: a) whiwhi / receive the September 2024 quarterly update on the Kōkiri / Local Board Transport Agreement 2024/2025. b) endorse the updated and more comprehensive Kōkiri Agreement, included as Attachment A to this report c) note that the following planned technology projects are missing from Attachment A and request that they be reinstated: i) Lake Rd / Takapuna Grammar Schools intersection pedestrian detection ii) Fred Thomas / Taharoto / Anzac intersection pedestrian detection d) request the following new project is added to the Kōkiri Agreement under Collaborate: i) Lake Road optimisation e) request the following projects are added to the Kōkiri Agreement under Advocacy: i) Francis to Esmonde link ii) Auburn Street pedestrian crossing f) do not support AT imposing new variable speed limits outside schools prior to the Minister of Transport bringing out his new speed limit rule, especially in relation to the additional costs in subsequently changing.

Resolution number DT/2024/146 MOVED by Chairperson T van Tonder, seconded by Member G Wood: That the Devonport-Takapuna Local Board: a) endorse in principle the Thriving Rangatahi strategy and provide the following feedback: i) note that this strategy is currently unfunded by the Council Group and as such places an unfair burden on Local Boards to deliver from their restrained budgets. ii) request that council establish annual reporting on what programmes and initiatives have been delivered within the Council group that addresses these issues, and that success can be measured year on year to ensure this strategy remains relevant. iii) request an annual hui for Local Boards be facilitated to encourage the sharing of work programme lines, ideas and opportunities, that improve the wellbeing of rangatahi. iv) note that the Devonport-Takapuna currently supports this strategy by: A) providing operational funding towards accessible and safe spaces for young people such as Shore Junction, Takapuna and Devonport Libraries, Sunnynook Community Centre and Devonport Community Centre. B) advocating for cctv and lighting along our transport network, as well as safe transit to school via walking and cycling improvements. C) enabling youth engagement through Younite and by directing funding to a youth specialist in our work programme. D) supporting our migrant youth through activities and actions contained within our Ethnic Plan. E) funding two community activators who support grass-roots community development that directly impacts youth wellbeing. F) funding and supporting arts, culture, music, sporting and community groups that directly benefit the wellbeing of our rangatahi.
