The mantle of leadership may pass, but the essence of Kotahitanga remains steadfast - a beacon of togetherness that will light our way forward.

a)      whakaae / approve the following variations including budget to its adopted 2024 – 2027 Customer and Community Services work programme as per attachment A, specifically:

i)     variation of project ID 18103 Te Pae o Kura / Kelston Community Centre – comprehensive renewal – increase ABS: Capex – Local Renewal funding in financial year 2024/2025 to $416,681.

ii)    variation of project ID 24349 Te Rangi Hiroa/Birdwood Winery building – refurbish winery, reduce ABS: Capex – Local Renewal funding in financial year 2024/2025 to $373,822 and increase ABS: Capex – Local Renewal funding in financial year 2025/2026 to $1,553,010.

iii)   variation of project ID 18382 West Wave Aquatic Centre – comprehensive renewal, increase ABS: Capex – Local Renewal funding in FY2024/2025 to $2,133,775 and increase ABS: Capex – Local Renewal funding in FY2025/2026 to $1,800,150.

iv)   variation of project ID 30169 West Wave Aquatic Centre – comprehensive renewal – phase 2, decrease ABS: Capex – Local Renewal funding in financial year to $215,000 and decrease ABS: Capex – Local Renewal funding in financial year 2025/2026 to $487,941.

Joint traffic bylaw review feedback report

That the Henderson-Massey Local Board:

a)      whakarite / provide feedback on the proposed changes on the review of Auckland Transport (AT) and Auckland Council (AC) traffic-related bylaws outlined in Attachment A of the agenda report.

i)          whakaae / agree with policy that prohibits vehicles parking on berms but makes exceptions for vehicle owners who partially park on berms to allow adequate accessway off the road corridor. Intensification and growth have significantly increased demand for on-street parking on roads and streets, many of which do not have adequate width to cope with this increase. Vehicle owners who use the berm with the intention of allowing adequate space for other vehicles using the road corridor should not be penalised for being conscientious.

ii)        tautoko / support continuing to prohibit the use and parking of a vehicle on a beach.

iii)      tautoko / support adding parking related controls to regulate heavy traffic and amending the Auckland Transport Activities in the Road Corridor Bylaw 2022 to address problems related to heavy vehicles accessing development or construction sites on private lands causing damage to nearby roads.

A)       tuhi ā-taipitopito / note its concern and awareness of issues caused by heavy vehicles in the Henderson-Massey rohe, including damage to public roads and footpaths and parking that endangers pedestrians.

B)       recommend that any changes are clearly highlighted in Resource Consent conditions, and that any changes are made in consultation with Council’s planning team.

C)       tuhi ā-taipitopito / note its concern that Auckland Transport and Auckland Council may not have sufficient resourcing to implement and carry out on the spot enforcement where necessary.

D)       recommend that Auckland Transport and Auckland Council make best attempts to communicate changes directly to the building and construction industry, or any organisation(s) that represents the building and construction industry.

iv)      tono / request a review into how Auckland Transport and/or Auckland Council can be more effective at enforcing noise nuisance from vehicles in conjunction with Police.  

v)        recommend the bylaw review include an assessment of the resourcing requirement for compliance and enforcement of the bylaw, with options.

That the Henderson-Massey Local Board:

a)      ohia / endorse the approach to “nest” the council’s strategic priorities for children and young people under Ngā Hapori Momoho - Thriving Communities.

b)      ohia / endorse the five draft strategic priorities for children and young people, recognising that there are connections across them all and the need to avoid a siloed approach.

c)      whakaae / agree with the nine ways Auckland Council can support the wellbeing of children and young people, noting the importance of building their capacity and capability to enable and empower them to advocate for themselves and design their own solutions.

d)      tautoko / support sharing best practice examples from around the region to leverage what is working well across the whole of council.

e)      tuhi ā-taipitopito / note the importance of on-going monitoring and evaluation to ensure that those facing the greatest disparities in outcomes are benefitting from Auckland Council’s investment in children and young people.

f)       tuhi ā-taipitopito / note the importance of socialising the strategy with staff across the whole of council to ensure there is a youth lens on council’s investment decisions and activities when projects and initiatives are designed.

g)      recommend a review of council consultation and engagement practices which are failing to connect with young people.

Pools and Leisure Outsourced Centre Procurement Report

 

Resolution number HM/2024/136

MOVED by Chairperson C Carter, seconded by Member I Papau:  

That the Henderson-Massey Local Board:

a)         tuhi ā-taipitopito / note the proposed enhanced pools and leisure services contract management approach.

b)         tuhi ā-taipitopito / note that the proposed high-level key performance indicators for inclusion in the service management agreements, noting that centre specific KPIs will be developed on an annual basis and included in centre operations plans for local board approval.

c)         tuhi ā-taipitopito / note that the Revenue, Expenditure and Value Committee will consider the regional service management contracts for pools and leisure services on 15 October 2024.

d)         whakarite / provide the following feedback for staff to factor into advice to the Revenue, Expenditure and Value Committee based on the proposed enhanced contract management approach and key performance indicators.

i)          do not support the clustering of the Massey Leisure Centre with facilities in Albert-Eden and Puketāpapa local board areas.

ii)        tuhi ā-taipitopito / note that Massey has different community needs to Mt Albert and Puketāpapa areas. Massey has a much lower socio-economic base with a greater Māori, Pasifika, and migrant populations. Massey is also, one of two Auckland areas that Auckland Transport has identified as suffering transport poverty.

iii)       tuhi ā-taipitopito / note that Massey is not geographically aligned with Mt Albert and Lynnfield and therefore risks being overlooked from the economies of scale proposed (bring leadership, staff, and resourcing). Since Auckland Council’s amalgamation (in 2010), West Auckland has seen numerous instances where centralisation has had a negative effect on services.

iv)       tono / request that an equity lens be used to address the areas of greatest need in Auckland in relation to strategic and investment decisions, service, and funding levels.

v)        tuhi ā-taipitopito / note that children and rangatahi are high users of Massey Leisure Centre therefore Council must consider the ‘Thriving Rangatahi’ report which is Auckland Councils plan to support the wellbeing of children and young people. Council’s first finding in the review is that some children are experiencing persistent disadvantage and greater hardship. Research shows this is the case for children and young people in Massey. It is recommended that council take a targeted approach to focus resources where they are most needed.

vi)       tuhi ā-taipitopito / note their concern about the loss of operator knowledge in relation to West Auckland and its unique demographic make-up.

vii)     tono / request more detailed information on how the proposed changes will affect Massey Leisure Centre including options, baseline levels, advice, and financial costing. We are disappointed to see that local boards must use their limited LDI budgets if they want to continue with levels of service above baseline levels.

 

e)      tuhi ā-taipitopito / note that in the event of any change to service partners and/or site allocation, staff will seek further feedback after 15 October 2024 from the Henderson-Massey Local Board around transition planning (including timing).

f)       tuhi ā-taipitopito / note that under delegation from the Chief Executive, staff are in the process of extending the current contracts for all currently outsourced sites through to 31 March 2025, to provide continuity through the busy summer period and allow for transition planning (if a change was required).

g)         whakaae / agree that the decision only be released and that the report and any attachments remain confidential until the need for confidentiality no longer exists.
