Purpose of the report

1.       The purpose of the workshop is to:

i)       present Joint Governance Working Party (JGWP) recommendations for changes to the representation review initial proposal to the Governing Body before its meeting on 26 September 2024

ii)       seek direction from the Governing Body on the preparation of any additional maps or advice needed before the 26 September Governing Body meeting to ensure a smooth process for public notification on 3 October 2024.

Executive summary

2.       The representation review initial proposal was publicly notified for consultation on 8 July 2024 and is provided in Attachment A.

3.       2,359 submissions on the initial proposal were received between 8 July and 8 August 2024. The feedback analysis report is provided in Attachment B.

4.       19 of the 21 local boards resolved formal submissions on the representation review initial proposal at their August business meetings. The local board feedback is provided in Attachment C.

5.       Following the close of submissions and receipt of local board submissions, the JGWP oversaw the hearings process on the representation review initial proposal from 2 – 6 September. The Joint Governance Working Party deliberated on 13 September 2024 whether to recommend any changes to the initial proposal based off feedback received. The agreed recommendations are provided below.

Central Auckland wards

Resolution number JGWPC/2024/1

MOVED by Cr K Leoni, seconded by Cr A Baker: 

That the Joint Governance Working Party:

c)        tūtohungia / recommend to the Governing Body the following changes to the central Auckland wards, to reach compliance to the 10% rule:

i)       Newmarket and Parnell to be in Ōrākei ward

ii)       Grafton to be in Waitematā & Gulf ward

iii)      Eden Terrace to be in Albert-Eden-Puketāpapa ward

iv)      Ellerslie to be in Ōrākei ward

v)      St Johns to be in Maungakiekie-Tāmaki ward

vi)      Royal Oak to be in Maungakiekie-Tāmaki ward

 

 

 

 

North Shore / Albany wards

That the Joint Governance Working Party:

a)          whakaae / adopt the initial proposal and acknowledge the non-compliance to the 10% rule for North Shore ward is necessary to maintain communities of interest

Rodney Local Board subdivisions

That the Joint Governance Working Party:

a)      whiwhi / receive further advice on relevant submissions.

b)      tūtohungia / recommend to the Governing Body in relation to the proposed changes to Rodney Local Board subdivisions:

i)       the adoption of Amendment 2 which includes 5 subdivisions, noting that this will meet the 10% compliance requirement for all subdivisions:

A)      Northern Rodney (2 elected members) (to include Wainui and Waitoki)

B)      Warkworth (2 elected members)

C)      Dairy Flat (1 elected member)

D)      Kumeū (2 elected members)

E)      Southern Kaipara (2 elected members) (to include Kaukapakapa)

ii)       future work with the local community, through the Rodney Local Board, working with mana whenua, on the appropriate names for these subdivisions in the future, to be determined at the next representation review or any earlier opportunity such as a reorganisation process

 

Howick Local Board subdivisions

a)      whiwhi / receive further advice on relevant submissions.

b)      tūtohungia / recommend to the Governing Body in relation to the proposed changes to Howick Local Board subdivisions:

i)       adopt the initial proposal to divide the Botany subdivision to add a Flat Bush subdivision, for Howick’s subdivisions to have the following representation:

A)      Pakuranga (3)

B)      Howick (3)

C)      Botany (2)

D)      Flat Bush (3)

ii)       Kaipātiki and Upper Harbour local boards (Sunset Road, Kereru Reserve and Bayview)

iii)      Puketāpapa and Maungakiekie-Tāmaki local boards (Taumanu Reserve)

That the Joint Governance Working Party:

a)     tūtohungia / recommend future work on the following matters:

i)       for the next Representation Review or earlier reorganisation work

A)      The impact of residential growth south of the Tāmaki river on boundaries of wards and local boards in that area

B)      Naming of wards, local boards and subdivisions to reflect local identity, working with mana whenua

C)      North Shore/Albany ward and Kaipātiki, Devonport/Takapuna, Hibiscus and Bays and Upper Harbour local board boundaries issues

D)      Local board boundary issues in relation to Ōrākei and Waitematā around Newmarket and Parnell

 

 

 

ii)       for the council organisation and partners to address before the 2025 elections:

A)      Local board practice around subdivisions, including a possible publicity campaign prior to the 2025 elections around the nature of subdivisions within a local board area, and their purpose for electoral rather than organisational matters.

B)      Civics education regarding the roles of local boards and governing body, and elected members of the different parts of the structure, to increase community understanding and effective participation, including in voting.

6.       Materials provided towards informing the deliberation of any recommended changes from the 2 September JGWP meeting agenda will be available on the AK Have Your Say webpage on Monday 16 September, including:

·    Agenda items five to 13 – staff reports on hearing matters.

·    Written feedback received and analysis of feedback per proposed change.

·    Hearing schedules, submissions spoken to, and speaker presentations where provided. 

·    Consultation approach and communications activity.

·    Representation review initial proposal – further advice.

·    Reference maps and population tables for specific areas of proposed change.

·    Hearing session recordings.
