That the Ōrākei Local Board:

a)          acknowledge today, 19 September, as Suffrage Day. We mark 131 years ago when, in 1893, New Zealand became the first nation in the world where women gained the right to vote. We commemorate this milestone and acknowledge the contributions of women who have fought to advance women’s rights and the betterment of our society.

b)         acknowledge the passing of Māori King Kiingi Tūheitia Pootatau Te Wherowhero VII on 30 August 2024. We would also like to acknowledge the new monarch of the Kiingitanga, the Māori King movement, who was anointed on the 5 September 2024, Te Arikinui Kuini Nga wai hono I te po Pootatau Te Wherowhero VIII.

c)          acknowledge the passing of several highly respected and much-loved members of the Ōrākei community over the last year. Their contributions to the life of our community are appreciated and will be remembered. We are grateful for the life of:

i)           Elizabeth Mary Macky, mother of Ōrākei Local Board Deputy Chair Sarah Powrie, passed away 23 September 2023, aged 94. Elizabeth was consistently kind in helping people to understand the value of engaging in issues to do with the preservation of our city's heritage. She was a passionate gardener, and the family garden contained a wealth of interesting things to harvest, which she used to cook up a storm. Elizabeth adored Lake Rotoiti and lived at a small house there during World War Two. It was there that she learned that her brother who was serving in the war had died. Her view was that one must soldier on and this informed her entire life. (Words by Member P Tucker, whose family were long-term friends of the Macky family.)

ii)         Leonie Elisabeth Lawson MNZM, mother of Deputy Mayor and Ōrākei Ward Councillor Desley Simpson, passed away 20 May 2024, aged 93. Leonie was loved and respected by so many for her lifelong contributions to music, teaching and the New Zealand choral scene. She was a life member of the New Zealand Choral Federation, and was Director of Music at Auckland Diocesan School for Girls for many years. She also founded the Auckland Girls' Choir and was their Musical Director until recently, and served as Assistant Director and accompanist for the Auckland Boys' Choir for more than 10 years.

iii)        Sir Colin James Maiden KNZM, passed away 31 July 2024, aged 91. Sir Colin served as Vice Chancellor of the University of Auckland from 1971 to 1994. A Rhodes Scholarship took him to the University of Oxford, where he completed his doctorate in 1957. He held directorships of many New Zealand companies and served on a number of New Zealand government committees. He is the namesake of Ōrākei Local Board’s well-used local sports park, Colin Maiden Park.

Alan Minson (Governance Committee Member and Lease Extension Project Manager – The Mens Shed) and Phil O’Flaherty (Governance Committee Member – The Mens Shed) were in attendance to speak to the item.

Buddy Carson - Bridge repairment and the outlet blockage at Dingle Dell Reserve

That the Ōrākei Local Board:

a)          receive the presentation regarding the bridge repairment and the outlet blockage from Buddy Carson, and thank him for his attendance.

b)         request staff to liaise with Community Facilities staff to provide the board with an update on the process as soon as possible.

c)          request an update from Healthy Waters on progress that has been made to reduce the likelihood of flooding at Dingle Road at the end of Dingle Dell.

Waiatarua Reserve – Landowner Approval – additional building for Mens Shed Auckland East

 

Kate Burson (Land Use Advisor) and Alex Stansfield (Senior Land Use Advisor) were in attendance to speak to the item.

MOVED by Chairperson S Milne, seconded by Member T Churton:  

That the Ōrākei Local Board:

a)          note that the Mens Shed offers local residents a way to connect with each other, learn new skills and provides a valuable service to the community, and that the local board appreciates their enthusiasm and contribution to the community

b)         approve the landowner application from Mens Shed Auckland East Incorporated (Mens Shed) seeking landowner approval to build an additional building in Waiatarua Reserve, 98 Abbotts Way, Remuera subject to the following being provided or achieved:

i)           Further technical and design details of the proposed structure being provided whereby the view shaft into the reserve is partially or wholly preserved through a revised land area requirement, and the board being satisfied with the quality and fit of the building for its intended use including health and safety requirements

ii)         The above being achieved within 18 months of this resolution.

c)          note that landowner approval does not necessarily imply the granting of an agreement to lease and that the local board granting a lease will also be subject to the satisfactory provision of the above requirements.

Adoption of Eke Panuku Ōrākei Local Board Engagement Plan 2024/2025

That the Ōrākei Local Board:

a)          adopt the Eke Panuku Development Auckland Ōrākei Local Board Engagement Plan 2024/2025.

b)         note that Eke Panuku will provide a six-monthly memorandum to update the local board on the following items:

i)           78 Merton Road (26,000 sq metres of open grass land at the front and BMX track at the rear)

ii)         84 -100 Morrin Road (Lot 1 and 2 are currently under development by Fletcher Building, LOT 3 15,000 sq metres are set aside for reserve (Purchas Hill)

iii)        84a Morrin Road (3,500 sq metres has been sold)

iv)        6 Clonbern Road (Carpark next to New World)

v)         Ōrākei request for service property optimisation

i)           Meadowbank Community Centre, Tahapa Hall, 4 Victoria Avenue (collaboration with development partner to redevelop Meadowbank Community Centre)

c)          authorise the chairperson of the local board to sign this engagement plan on behalf of the local board.

Ōrākei Local Board Annual Report 2023/2024

a)      adopt the draft 2023/2024 Ōrākei Local Board Annual Report as set out in Attachment A to the agenda report.

b)      note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 26 September 2024.

Approval for four new road names at 80 Korere Terrace and 30 Kauriki Terrace, Stonefields

MOVED by Member D Wong, seconded by Member P Tucker:  

That the Ōrākei Local Board:

a)          approve the following names for the two new roads created by a development undertaken by Fletcher Residential Ltd at 80 Korere Terrace, Stonefields, in accordance with section 319(1)(j) of the Local Government Act 1974 (Road naming reference RDN90116870, resource consent reference BUN60421394).

ii)         Koinaki Road (Road 1)

iii)        Reitu Rise (COAL 1)

b)         approve the following names for the two new roads which will be created by way of a future subdivision undertaken by Fletcher Residential Ltd at 30 Kauriki Terrace, Stonefields, in accordance with section 319(1)(j) of the Local Government Act 1974 (Road naming reference RDN90116870).

i)           Kohatu Street (Road 2)

ii)         Sarsen Place (COAL 2)

a)      confirm the Local Board Transport Capital Fund projects as follows:

i)       Authorise Auckland Transport to install a raised crossing at #194 Riddell Road as per the plan advised to the local board in August 2024 and attached to the agenda report.

ii)      Authorise Auckland Transport to install a driver feedback sign on Combes Road per the plan presented to the Ōrākei Local Board at the workshops in June 2024 and recorded in this report.

iii)     Authorise Auckland Transport to install safety and speed calming measures on Riddell Road between Whitehaven Road and Hartland Avenue as per the plan presented to the Ōrākei Local Board at workshops in June 2024 and recorded in this report.
